( OBJECTIVE
To serve as a city or town manager
for a small coastal municipal government.
( SUMMARY OF QUALIFICATIONS
Major strengths include strong leadership, excellent communication skills, competent, strong
team player, attention
to detail, dutiful respect for compliance in all regulated environment, as well as management skills for large public organizations. This includes planning, organizing, staffing, directing,
coordinating, reporting, budgeting and other public administration practices. Organizational goals are accomplished with clear vision.
( PROFESSIONAL QUALIFICATIONS
Facilitated
the Community Services group of 9 departments which includes, Libraries, Parks & Recreation, Space Coast Area Transit, Housing & Human Services, Animal Services, Extension Services,
Mosquito Control, Historical Commission, and Criminal Justice Services. This included a total budget of $600 Million and approximately 1500 employees. Previous oversight included Office
of Emergency Management and the Public Safety Department. Major accomplishments include increasing grant funding though the establishment of interdepartmental grant planning team, establishment
of one of the toughest dangerous dog ordinances in the State of Florida, establishment of community based human services planning teams which were instrumental in meeting important local
unmet needs.
Successfully lead a large urban parks and recreation department consisting of 108 parks, 17 community centers, 6 environmental/nature centers, 18,000+ acres of environmentally
endangered lands, 45 beach crossovers, aquatic center and 4 senior centers, 450 + employees (up to 1100 seasonally) and a $198 Million budget. Notable achievement includes initiating
new funding for voter referendum capital projects, revitalizing construction management unit to restore public faith in completion of referendum projects. Assisted in establishment
of a faith-based “PrimeTimers” program at two senior centers. This program was designed to bring to senior recreational program social, health, education and nutrition services to
the “boomer” generation of retiring seniors. Provided high quality, lower cost seasonal staffing services to accomplish children and youth summer camps.
Realigned local transit service
strategy to include fixed route improvements which provided significant increases to ridership, established in conjunction with Senior Resource Alliance, the “Volunteers in Motion” program
which has been used as a successful model to promote use of volunteers in public transit and initiated a computer based scheduling system for paratransit services. Provided management
programs to prioritize trips, improve demand management techniques and educate the public about the need for public transit programs.
Provided oversight and contract management services
to county-funded human service programs operated through a myriad of local non-profit agencies. Created and taught the first non-profit management class at University of Central Florida,
Brevard Campus. Served in leadership positions with local non-profit board and organizations. This includes Space Coast Center for Independent Living, Workforce Development Board, Child
Care Association Head Start Policy Council, and several others. Assisted in establishing a faith-based, lay ministry program named “Stephen Ministry” program at Grace United Methodist
Church
Recognized for the ability to deal with people, community groups, politically sensitive topic areas. Advised, educated and assisted many elected officials in the achievement
of goals and missions. Established a reputation as an honest, hard-working, fair, and resourceful public administrator with a passion for helping people grow and achieve their goals.
