SELECTED DEMONSTRATED ACHIEVEMENTS Financial Analysis/Operational Reviews Fiscal Recovery: Analyzed and compared past years’ audits and budgets to deduce municipal financial problems with respect to financial reporting and spending. Presented to Council a financial recovery plan and budget that included a Capital Improvement Program to ascertain major future expenditures. Result: Produced and implemented $13 million budget that cut expenses by 5% and shepherded an overdue 20% tax increase (first since 1991) on behalf of Borough Council. Reversed a $1.25 million operational deficit into an $800,000 fund balance within three (3) years. (Borough of Baldwin, 2005-Present) Budgeting: Prepared and implemented annual operating and capital budgets up to $8 million by developing revenue and expense projections. Presented to elected officials cost saving strategies and revenue enhancements without sacrificing service delivery. Result: Presented a balanced budget to the residents and media irrespective of contractual personnel costs increasing 14%. Municipal officials enacted budget. Also developed municipal budget in an easier-to-read format detailing revenues and expenses. (Township of Robinson 2002-2004) Long-Term Fiscal Analysis: Oversaw the development of 26-point “Financial Monitoring System" which gave elected officials an early warning system of the local government’s financial situation. Coordinated municipal staff to research, organize and present findings of long-term fiscal projections and solutions to elected and appointed officials. The Financial Monitoring System covered revenue and expenditure trends, operating position, unfunded liabilities, debt structure, and maintenance of capital facilities. Result: Gave Financial Analysis/Operational Reviews (cont.) municipal officials a fiscal report to assist with short and long-term fiscal decisions. Also, allowed municipal officials to determine if municipality could support services and programs. (Township of Robinson 2002-2004) Department Evaluation: Performed an Operational/Management audit covering the Public Works and Code Enforcement Departments for the City of Altoona, PA. Audit focused on budget, operations, evaluation of wages and benefits, and identified significant issues, challenges and problems. Result: Recommended cost-saving strategies to reduce department cost by 7% through reduction in fringe benefit cost; elimination of longevity pay and replaced it with a merit system. Also, recommended a buy-out of accumulated sick days and placed proceeds into a 457 Deferred Compensation Plan. (Municipal Project Management Services, 2004-2005) Finance Office Review: Performed a review of the finance office for the Borough of Pitcairn with recommendations of office operations that included a review and evaluation of established procedures and practices, financial statements, accounting software, internal controls and cross training of personnel. Result: Developed a plan by which finance office procedures were streamlined to follow General Acceptable Accounting Practices (GAAP). (Municipal Project Management Services, 2004-2005) Utility Management: Water Privatization Analysis: Prepared a feasibility study for privatizing public water company. Analysis of data indicated that contract-out delivery was more cost effective. Result: Analysis supported the conveyance of the water company to a private water company for $1.5 million. (Township of Center, 1992-1997) Sewage: Oversaw the $5 million upgrade of sewage infrastructure per the Allegheny County Consent Order to reduce inflow and infiltration of sewage lines. Also, coordinated the privatization of billing procedures. Result: Reduced sewage fund expenses by 15%. (Borough of Baldwin, 2005-Present) Personnel and Labor Negotiations Labor Negotiations: Led contract negotiations for municipality with police collective bargaining unit. Developed and presented the municipality’s case for Act 111 Interest Arbitration. Convinced arbitration panel to liquidate accumulated sick days into a deferred compensation investment plan and reduce longevity pay. Result: Saved the municipality approximately $400K. (Township of Middlesex, 1999-2002) Personnel Management: Part of two-member executive team that successfully defended the municipality against an inherited $800K federal lawsuit from prior employees. Gained invaluable experience in the correct legal procedures for hiring, evaluating and terminating employees. Result: Settled lawsuit out-of-court for $60K saving municipality a potential loss of $740K. (Township of Center, 1992-1997) Community Planning Strategic Planning: Planned and participated in the redesign and application of the municipal comprehensive plan. Identified and assessed emerging trends, weaknesses, opportunities and threats on important policy issues and public programs. Result: Established five (5) year goals and objectives to guide community development, transportation, housing, and recreation. (Township of Center, 1992-1997) Infrastructure Improvements: Co-developed (with Township Engineer) and executed the application to PENNVEST (PA Investment Authority Trust) for a $20 million sewage expansion project. Result: Successfully initiated the financing of the sewage expansion project. (Township of Middlesex, 1999-2002) Design: Designed a creative zoning district by integrating residential and commercial zoning, which resulted in a fashionable Village Commercial District in a country setting. Result: Incorporated zoning incentive standard for developers and business owners to maintain a rural setting while giving ability to expand businesses. (Township of Franconia, 1989-1992) Managed Growth: Selected for the Impact Fee Committee that complied with PA Act 209 to legally assess impact fees on developments in the municipality. Result: Created an initial $500K fund to subsidize infrastructure of the municipality's growth areas that prevented a tax increase. (Township of Franconia, 1989-1992) Zoning: Reviewed subdivision and land development plans pursuant to the Pa Municipalities Planning Code; recommended and revised subdivision and land development ordinances; coordinated zoning applications (rezoning, variances, special exceptions, validity challenges, etc.); represented municipality on zoning issues; liaison for municipality with local school district. Result: Controlled growth in the community and improved public relations with developers and residents. The grant subsidized the development of a multi-municipal Comprehensive Plan with a neighboring municipality in an adjacent county. Result: Received the $55,000 grant. (Township of Middlesex, 1999-2002) Park & Recreation – Wrote and prepared a Keystone Recreational Grant from the Department of Conservation and Natural Resources (DCNR). The grant subsidized the Communication (cont.) refurbishing of Basketball/Tennis Courts for the recreation department. Result: Received the $50,000 grant (Township of Middlesex, 1999-2002) Fixed Assets: Wrote and prepared a Community Revitalization Grant from the Department of Community and Economic Development (DCED) of PA. Grant subsidized the purchase of police vehicles and computer hardware/software. Result: Received $100,000 grant (Borough of Baldwin, 2005-Present).
