I have administered over $120 million in infrastructure projects, both upgrades to existing facilities and new construction. I have paved the way for my current organization to become the first public stormwater district within our State and am currently leading a very involved stormwater study in a geographical area with immense flooding. Over the years, I have implemented various technology programs that include computerized preventative maintenance of fleet and wastewater operations, GIS utilization and office technology improvements. Function as the Chief Executive Officer under the auspices of the Board of Directors, managing the daily operations of the District, consisting of a $12 million budget, staff of 50+ employees, over 19,000 households and $210,000,000 in total fixed assets. Effectively direct the orderly growth and expansion of the District, which has grown 400% in 12 years. Conduct board meetings and provide collaborative supervision to senior management members. Prudently execute, monitor and control annual operating budget. ACCOMPLISHMENTS Prepared and secured approval to become first public service district in West Virginia to charge and collect Capacity Improvement Fees for new development, resulting in current and future rate stabilization for existing customer base despite over $60 million of growth related capital improvements. Secured over $50 million in 0% interest loans from the State of WV for capital construction projects. Became first entity in state to issue Capacity Improvement Fee public issue bonds for an $18 million wastewater treatment plant expansion project without a general rate increase. Attained approval to operate as the first stormwater public service district in the state. Became the first public sewer district in the State of West Virginia to undergo and receive a bond rating from Standard and Poors, leading to a 10% savings in long term interest costs. Facilitated project management and administration of over $120 million of phased capital construction, including new treatment plants, upgraded treatment plants and related facilities. Formulated the development and implementation of a comprehensive ten year strategic plan that delivered needed infrastructure to one of the country’s 100 fastest growing counties. Developed a public-private partnership with a Fortune 500 company for the construction, operation, and expansion of an industrial pretreatment facility, which was a key factor in the company’s decision to locate in Berkeley County.
