Directed departments of, public works, police, housing, planning, inspections, finance, human resources, and administrative services. Managed $1.9 million budget and 17 employees. Represented the values and interests of the Council in community, economic and intergovernmental negotiations. Selected Accomplishments Assisted the Town in acquiring grants and streamlining operations for a net benefit of $1.5 million received and pending. Established a planning and inspections department to meet the needs of a community doubling in land size. Improved transparency of Town government according to John Locke Foundation criteria. Began a radio-read water meter program to facilitate meter reading and reduce the need for additional personnel. Initiated infrastructure projects totaling $890,000 which included rehabilitation of 2,000 feet of sewer line, emergency power installation for well and lift stations, upgrade of pump station and installation of new well. Conducted energy audit and installation of automatic controls saving the town $26,000 in annual energy costs. This also resulted in conservation of 10 million gallons of water annually. Worked with the Council and local developers to convince General Assembly to remove the 10% limit for satellite annexation. Remodeled an existing property to serve as the new Police Station. Codified Town ordinances. Director of Development Services Wilson, North Carolina 2002-2006 Led all planning, zoning, and inspection activities, supervising a staff of 18 employees and managing a budget of $2.9 million. Served as liaison between Planning Board and City Council. Selected Accomplishments Instituted quarterly meetings with Wilson County Homebuilder’s Association, improving relationships and addressing code concerns and inspector consistency. Increased effectiveness and efficiency of systematic inspections (minimum housing inspections). Facilitated neighborhood groups to develop work plans for consideration by Council. TIM H. HOLLOMAN PAGE 2 Implemented use of Land Based Classification System in which current uses of property and structures are catalogued for use in analysis of growth and zoning trends. Developed a pilot program of inspections of rental properties prior to occupancy, increasing annual inspections from 1,200 to 3,600 and maximizing efficiency by 60%. Paperwork was streamlined and inspections were automatically performed when there was a request for utility connection. Required building inspectors to attain Level I Certification in all trades. Recommended modification of zoning ordinance to make it more user friendly for citizens and developers to use as a quick reference. Recommended creation of a Housing Appeals Board subsequently established by the Council. Acting Development Services Director 2001-2002 Code Enforcement Inspection Manager Wilson, North Carolina 2001 Supervised and trained 11 personnel including Zoning Enforcement Officer, administrative personnel, and inspectors to effectively communicate, enforce, and serve over 48,000 residents and businesses; reduced complaints and delays by 30%. Created unified inspection department with 50% of Inspectors obtaining Level III competency. Public Works Director Dunn, North Carolina 2000-2001 Supervised staff of 30 employees and managed $3.2 million budget for capital project development serving 10,000 residents. Selected Accomplishments Planned for 20-year implementation of infrastructure, including repair and grading of streets. Implemented infiltration software to gauge rain flow. Monitored commercial facilities to ensure they were audit-compliant with grease and food by-products. Public Works Director Benson, North Carolina 1998-2000 Supervised 15 employees and served as Assistant to Town Manager in daily operation of street, water-sewer, sanitation, and inspections departments supporting 4,000 customers. Selected Accomplishments Converted from backyard sanitation to curbside serving 2,300 customers. Installed touch- read Water Meters and 1,200 feet of waterline to increase efficiency of water distribution. Developed and delivered weekly radio program informing citizens of Town news. Established computerized database for tracking complaints and proposed developments. Researched and implemented Geographic Information System to provide more accurate mapping for planning & zoning work. TIM H. HOLLOMAN PAGE 3 Town Manager Mount Olive, North Carolina 1996-1998 Appointed by Mayor and Council to supervise and direct the administration of all town departments, with a staff of 55 employees and a budget of $4 million. Researched and prepared study of increasing water and sewer rates by 30% to ensure future growth. Managed a $32,000 renovation of town hall, a $68,000 sidewalk expansion, and the purchase of new fire truck. Prepared reports on Town operations and recommended any necessary or required course of action to Town Board. Building Inspector/Zoning Administrator/Program Coordinator Benson, North Carolina 1992-1996 Coordinated and implemented the town’s overall inspection programs, enforcing state and local regulations and minimum housing and zoning ordinances. Served as Americans with Disabilities Act and Safety Coordinator, inspecting 120 rehabilitative housing units within 24 months to ensure compliance with Federal and State standards. This 96-hour course develops leadership skills necessary for coping with and managing change in local government organizations. Municipal Administration Course, School of Government, University of North Carolina, Chapel Hill, 1996. A 133-hour course that explores the interrelationship of laws, functions, and programs that contribute to the overall achievement of local government missions and goals in North Carolina. Numerous Short Courses including: Budgeting and Financial Planning; Cash Management and Investment of Public Funds; Ethics, Conflicts of Interest and Public Offices; Introduction to Zoning and Performance Management.
