PROFESSIONAL EXPERIENCE San Juan County, Washington 2005 - 2009 Community Development & Planning Director County Administrator Pro-Tem San Juan County is a unique island community experiencing rapid growth. In the summer months, in addition to an influx of tourists, the population doubles to over 30,000. Prior to my employment, there had been six Directors in six years and the department was dysfunctional with many vacant positions. Duties and responsibilities: Supervised twenty-two staff positions in the areas of planning, building permitting, and code compliance Oversaw the Marine Resources Committee and Salmon Recovery Program Served as County Administrator Pro-Tem Achievements: Over a two year period hired half of the department staff and built a team of dedicated skilled professionals that accomplished a backlog of planning projects Reduced building permitting time from nearly four months to four weeks Orchestrated county compliance with the Washington State Growth Management Act, ending over ten years of non-compliance Implemented a new fee schedule over a two year period which eliminated the need for general fund subsidy of the planning and building divisions Served with the County Administrator and Auditor as a budget committee which developed balanced, sustainable county budgets in an environment of constrained revenues. Mason County, Washington County Administrator 2002 - 2005 Director of Community Development 2001 - 2005 Mason County is a steadily growing rural county of 50,000 citizens with a staff of about 350 employees, an operating budget of 22 million dollars and a total annual budget of nearly 70 million dollars. Duties and responsibilities: As County Administrator I managed eight departments and oversaw the day to day activities of the county Prepared the Commission Agendas Prepared the annual budget for Commission approval and monitored expenditures Maintained communication with Commissioners Directly supervised the Community Development Department Developed relationships with community leaders and groups regarding county business Achievements: Prepared balanced budgets for Commissioner approval by reducing staff and raising fees without degrading service delivery Reduced building permitting time from 13 weeks to less than 3 weeks Oversaw successful negotiations leading to a new 3 year union contract Orchestrated revised regulations to meet Washington State’s Growth Management Act, thus ending eight years of invalidity and non-compliance Developed and administered a blue print for improving internal management, communication and accountability Hired several new department directors and established goal oriented annual work plans based on Commissioner priorities Improved relationships with community groups, organizations and citizens. Blaine is home of the National Sports Center, the largest soccer complex in North America; Jane’s Field, one of seven Metropolitan Area Reliever Airports; and the Tournament Players Club (TPC) Golf Course of the Twin Cities, scene of the Senior Classic. Duties and Responsibilities: I held progressively responsible positions directing and managing the areas of Planning, Economic Development, Building Permitting, Code Compliance, Housing, Fire Inspection, Forestry and Engineering Hired and directed a staff of 27 with an annual budget of 1.6 million dollars Initiated, managed and directed the Housing and Redevelopment/Economic Development Authorities (HRA/EDA) projects for 17 years Served as the City member of the Metropolitan Airports Commission’s Reliever Airport Committee Achievements: Planned the residential, commercial and industrial growth of the City from 28,000 to nearly 50,000 over 17 years based on the adopted comprehensive plan which encompassed review and processing of nearly 2,000 planning case files Hired and served as coach and mentor to an exceptional staff, three of whom became successful Community Development Directors Supervised the formulation of the 1990 and 2000 long-term City Comprehensive Plans which employed an innovative neighborhood planning program Implemented a unique two-year study of long term growth in a nine square mile rural area in conjunction with the University of Minnesota and the Metropolitan Council Initiated and managed the activities of the HRA/EDA over 17 years yielding a net worth in excess of 20 million dollars Established over 20 Tax Increment Financing Districts encompassing more than 40 projects totaling over 100 million dollars in development Administered over 31 million dollars in industrial revenue bond financing for local business and orchestrated issuance of 33 million dollars in TIF/GO bonds Oversaw the Blaine Area Development Company’s 17-year revolving lending program of nearly two million dollars to more than 40 companies generating almost 15 million dollars in new investment for small business development Developed, constructed and operated two senior housing buildings at a cost of 12 million dollars with 157 units that provided affordable housing for senior residents Finalized plans for construction of The Village, a 550,000-square foot retail center on 70 acres of EDA-owned property, which received the Minnesota Commercial Real Estate Project of the Year 2002 Award. Initiated Town Square, a 40-acre mixed-use development on EDA-owned property, anchored by a Village Green and a new 15 million dollar City Hall. Other Professional Experience: Franklin County, Kansas Franklin County, Kansas, is located thirty miles southwest of the Kansas City area and over the past decade has experienced increasing growth and development. I briefly served in 2005 as the County’s first Administrator reporting to five part time Commissioners. My duties included supervision of eleven departments, directing a county staff under my office of 140, and administering an annual operating budget of 22 million dollars. City of Faribault, Minnesota As Economic Development Director for the City of Faribault, Minnesota, 1981-1983, I was responsible for promoting and assisting business development and implementing programs such as the Star City Program, CDBG grants, 503 Development Company and Tax Increment Financing Plan. I also provided staff assistance to the Housing and Redevelopment Authority and Local Development Company. Midwest Minnesota Community Development Corporation, Detroit Lakes, Minnesota In the position of Vice President of Business Development from 1980-1981, I supervised three business analysts, administered a 2.5 million dollar loan and guarantee portfolio, and implemented a business development program. Safemark Toys, Palmerston North, New Zealand In June of 1977 I immigrated to New Zealand and subsequently entered into a partnership producing and distributing toys. I had joint responsibility for management of the firm with specific responsibility for suppliers, training of sales staff and direct sales. I sold my interest in April 1979 and thereafter returned to the United States. Metropolitan Economic Development Association (MEDA), Minneapolis, Minnesota I served for four and one half years as Vice President from 1972-1977. MEDA is a management consulting organization providing assistance to small businesses in the area of accounting, legal aid, project feasibility and analysis, loan packaging and marketing. I directed 12 staff, managed the loan portfolio and provided client consulting. Previously, I served as a Business Development Specialist for HELP Development Corporation, St. Paul, Minnesota; and as Economic Officer for the Jacksonville Urban League, Jacksonville, Florida.
