CAREER PROGRESSION Chief of Operations 2004 – Present Rochester Genesee Regional Transportation Authority, Rochester, New York The Rochester Genesee Regional Transportation Authority is located in west central New York state and serves the transportation needs for a population of 1,062,000. It has a budget of $79,685,000, eight subsidiary companies, 737 union and non-union employees and 450 buses that provide fixed-route, para-transit, and regional public transportation service. Responsibilities Plan, direct, and coordinate the daily operations of the Authority. Develop operational measurements and utilize them to determine more efficient outcomes and eliminate waste. Build and nurture solid inter-municipal relations with multi-levels of governments. Formulate and implement policies and business strategies to provide overall direction of the Authority. Lead the organization towards objectives, meet with and advise department heads and review results of business operations. Develop primary goals, operating plans, policies, and short and long range objectives for the Authority. Ensure assets are protected and maintained. Current Major Projects Managing a $7 million improvement project to the main campus site and facilities. Leading the privatization re-procurement of the Authority's $2 million repair parts operation. Team member on a $25 million technology project to bring smart cards, next bus scheduling, Wi-Fi, single point log-on, and electronic pre-trip/trouble cards. Accomplishments Member of a team that developed goals and objectives to restore fiscal health which successfully eliminated a projected $29.5 million deficit. Successfully negotiated a $13 million resolution to a federal funding shortfall. Increased ridership 3.5 times greater than the national average by achieving superior customer service. Hendershott Town Manager (title was Town Supervisor - equivalent to a strong mayor) 2000-2004 Town of Chili, Chili, New York The Town of Chili has a population of 28,000, a budget of $8,522,000 and 175 employees. It provides the following municipal services: library, public works & highway, courts, fire & building inspection, recreation center & programs, parks, senior citizens center & programs. Responsibilities Chief executive and fiscal officer with responsibility for the administration and operation of a suburban municipality. Accountable for operating and fiscal policies to maintain organizational health. Functioned as presiding officer at Town Board meetings. Implemented and administered policies as established and directed by the Town Board. Developed and managed annual operating and capital budgets. Prepared and filed annual financial reports with the New York State Comptroller. Designed strategic plans to accommodate growth while maintaining the character of the town. Served on the regional Metropolitan Planning Organization that allocated federal transportation funding throughout the western New York State region. Interacted with federal, state, and county officials that resulted in cost savings through shared services and purchases, and financial assistance to improve programs and infrastructure with the town. Responsible for collective bargaining negotiations. Accomplishments Developed financial strategies resulting in tax decreases for three annual operating budgets. Developed and directed strategies which resulted in over 30 new businesses and 500 new jobs. Completed an update of the town's Comprehensive Plan. Director of Regional Operations and Lift Line 1998 – 1999 Rochester Genesee Regional Transportation Authority, Rochester, New York Responsibilities Chief administrator for a para-transit public transportation subsidiary and four regional public transportation subsidiaries. Managed fleet of aerial lifts and construction equipment and administered the allocation of equipment between seven locations. Directed the coordination of equipment maintenance with fleet readiness. Implemented and maintained processes and procedures for inventory of equipment. Supervised inside and outside sales operations. Oversaw drivers and warehouse personnel.
