RELEVANT EXPERIENCE
Town Manager, Town of Eatonville, Eatonville, Florida (2009-present)
Accomplishments: Adoption of Financial Management Ordinance establishing reserve, debt management, and investment policies. Increased General Fund Reserves by 22% (largest contribution
to reserve fund since inception). Streamlined operational expenditures resulting in significant cost savings to Town. Adoption of first performance oriented budget. Renovated Municipal
Pool and Recreation Complex including Elizabeth Park Tennis Court, basketball court, handball court, park and playground area. Renovation of Denton Johnson Community Center, picnic
pavilions, recreation equipment, and parking. Completion of Energy Audit of all Town facilities. Developed collaborative partnerships with local agencies resulting in new recreational
programs for over 300 youth. Developed new community outreach and citizen engagement initiatives including technology advancements. Publication of Town newsletter “The Eatonville
Connection”. Implemented restructuring of staff resulting in fewer personnel costs and increased service levels. Adoption of new Flood Damage Ordinance. Developed comprehensive employee
benefits package resulting in health care cost savings and increased employee benefits. Partnered with community groups for international “Zora” Festival with over 150,000 attendees.
Developed $1.4 million Gateway Design features for major roadway. Enhanced community policing with Operation Safe Streets and bicycle patrol unit. Directed Founders Day Celebration,
Christmas on the Boulevard and other special events for residents with community business and agency partnerships. Acquisition of Wastewater Facilities Grant for pre-construction of
sanitary sewer system upgrades. Increased law enforcement grant funds for personnel as well as new safety and technology equipment. Facilitated adoption of comprehensive plan amendments
for the Wekiva River Basin Area. Initiated community branding campaign to include the Town’s first vision and mission statements.
Responsibilities: Serve as Chief Administrative Officer responsible for overseeing department directors tasked with delivering various municipal services. Provide executive leadership
for
five member Council on legislative, policy and financial issues. Supervise and participate in preparing agenda and agenda materials for Council meetings. Appoint, advise and establish
priorities for employees on efficient operation of finance, human resources, police, emergency management, public works, and community and youth services policies and issues. Formulates
work programs, procedures and help establishes policy initiatives for organization. Negotiates contracts and makes purchases subject to the jurisdiction’s ordinances and council.
Directs the preparation of the annual budget and presents budgetary recommendations to Council. Monitors budget and advises on overall financial condition of Town. Coordinates the
preparation of a wide variety of reports or presentations to the Council or outside agencies. Administer and ensures the enforcement of laws and ordinances that pertain to the municipality.

Chief Administrative Officer, (Deputy City Manager Level Position) City of Daytona Beach, Daytona Beach, FL. (2005-2009)
Accomplishments: Assisted in preparation of $204 million budget achieving 8.2% reduction in expenditures. Economic development accomplishments include approval of Daytona Live, Project:
($855 million overall economic impact; 2,400 new jobs; $2.8 million impact fees; $16.1 local taxes). Wal-Mart Supercenter: (350 new jobs). Facilitated annexation of over 400 acres
of land for economic development opportunities. strategic policy and goal setting workshop for Commission. Negotiated development agreement for 2,000 acres with state planning and
environmental agencies. Completion of Capital Improvements Element; Land Acquisition and Infill Housing Neighborhood Revitalization Program; Water Supply Plan; Proportionate Share
Ordinance, Draft Citizen Participation, Plan, Impact Fee Ordinance for fire, police, parks, general government and transportation. Automated Permits and Licensing Department including
Interactive Voice Response (IVR) System. Established land management Geographic Information System Program. Initiated Riverfront Master Plan. Development of draft Urban Mixed Use
Entertainment Zone.
Responsibilities: Responsible for drafting and presenting policy and legislative recommendations to six member City Commission, business community and residents on various issues such
as smart growth, sustainable development, infrastructure development, redevelopment and other municipal services. Developed total quality management initiatives, procedures, and training
for staff, and established pilot balanced scorecard performance measures. Additional tasks included budget development, oversight of project management for various capital projects
throughout the city, and directing department heads tasked with developing organizational long and short range policies, implementing strategic neighborhood revitalization plans and
strategies, creating citywide economic development initiatives, and resolving business development issues. Directed staff for ten City Council appointed boards. (Promoted to Chief
Administrative Officer).
Executive Director of Community Development, City of Titusville, Titusville, FL. (2005)
Served in Assistant City Manager capacity managing five department directors. Advised City Council and other advisory boards on key policy, legislative and financial issues and responded
to a wide variety of emerging issues. Responsibilities included preparing annual budget and
monitoring achievement of established goals, directing social services, establishing growth management and development standards, facilitating economic development, approving personnel
transactions, and managing state and federal programs and grant funds. Implemented Titusville 2020 Plan, developed downtown redevelopment projects for Community Redevelopment Agency
and ensured the City’s mission, Council direction and core values were incorporated into operational activities and services.
City of Ormond Beach, Ormond Beach, Florida. (2004-2005)
Accomplishments include: Ormond Crossings Community Redevelopment Area Economic Development, Citywide Infrastructure Impact Analysis, Aviation/Residential Compatibility Ordinance.
Responsible for providing professional expertise to the City Manager, City Council, advisory boards, technical committees and citizens. Develop agenda items for City Commission and other
advisory boards and committees. Additional tasks include representing the City on technical committees and intergovernmental coordination on various short and long range planning issues.
Director of Planning & Information Technology, Central Florida Regional Transportation Authority, Orlando, Florida. (2002-2003)
Advised Board of Directors on various policy and legislative issues. Oversight of agency’s major planning studies and information technology efforts; coordinated with federal, state
and local agencies on funding opportunities and negotiated with public and private entities on large scale projects, conducted strategic planning exercises and developed strategies.
Directed agency wide support for all activities associated with computer center operations. Assessed information technology needs and developed technology improvement plan. Oversight
of Information Technology equipment/infrastructure replacement plan and preparation of the Information Technology budget. Provided plans for expansion of information technology network.
Responsible for directing various levels of environmental assessments and environmental impact reports in compliance with National Environmental Policy Act (NEPA). Developed and
managed department’s budget. Responsible for various personnel transactions.
Florida Department of Transportation, Orlando, Florida, District Manager (1995-2002)
Developed & led agency-wide efforts for $180 million capital projects program throughout nine-county district. Directed programs for Central Florida population of 2.5 million. Directed
staff on project development, financing, and technical support for five transit agencies, one seaport, four commercial international airports and over 150 public/private airports.
Project experience includes Orlando International Airport Major Investment Study, Volusia Rail Feasibility Rail Study, Melbourne International Airport Access Study, Interstate 4 Multimodal
Master Plan. Worked with rail agencies on negotiation of right-of-way agreements, use and conversion to recreational trails. Reviewed various economic development studies, prepared
strategic plans and developed multi-year capital improvement plans and work program. Represented agency on committees, task forces and advisory groups
Department of Planning and Development, City of Orlando, Florida. (1990-1995)
Accomplishments: Colonial Town Center Study, Growth Management Plan, Land Development Code Rewrite, Universal Studios Master Plan, and Southeast Orlando International Airport Future
Growth Center Plan, Transportation Impact Fee Update, establishing Concurrency Management System, LYMMO Downtown Circulator System.
Responsibilities: Division Manager for staff of 17 employees. Directed and administered growth management, planning and zoning issues. Developed, maintained and coordinated implementation
of the city's long range plan, developments of regional impact, and special studies. Prepared land development code amendments, rezonings, corridor studies and economic development
initiatives. Developed and made presentations to Planning Board, City Council and various regional agencies. Facilitated neighborhood, stakeholders, community outreach and special
studies. Developed budget and provide oversight to managers on appropriate transfers and expenditures. Responsible for personnel transactions, providing impact analyses and recommendations
for projects; preparing annual Capital Improvements Program; facilitating integration of transportation with land use; and negotiating land development related improvements with consultants
and developers. Efforts resulted in adoption of statewide model for concurrency management and financing commitments for various improvements in Growth Management Plan.
