General Manager of Elroy Electric, Water and Wastewater Utilities. Emergency Government Director. Regional Municipal Court Commission Chairman. Prepare and administrate over all city and utility budgets, handle all city insurances, loans, grants, taxation, elections, ordinances, community development, and public affairs. Research and make policy recommendations to city council. Responsible for all levels of human resources, including; union negotiations, hiring, firing, and discipline of employees. Accomplishments Initiated budget cuts and improved efficiency in all departments resulting in significant savings, improved services, and a balanced budget for the first time in years. Programs accustomed to losing vast amounts of money are now more efficient. Departments are now providing more services with less money. Overall, I achieved a 15% reduction in general fund expenditures. Administrated over the worst flood in Elroy history, worked with state and federal agencies on flood recovery efforts to reconstruct flood and storm damaged property. Developed a facilities maintenance program to better care for and maintain city property. Established a better records retention and records recovery program. Organized a highly successful summer recreation program for area youth. Lobbied on behalf of local interests at the Wisconsin State Legislature as a member of the League of Wisconsin Municipalities Lobbying Team. Worked to lower debt and pay for projects with cash, resulting in less overall debt and an improved financial outlook. Elroy will be debt free in 5 years and enjoys a much improved capital budget. Developed a community improvement plan to improve the park and overall city aesthetics. Negotiated better contracts with outside service providers. Organized highly successful 4th of July Celebrations. Established relationships with school and local civic groups to further city goals and objectives. Currently working on a new web site, strategic planning, and building up financial reserves. St. Patrick Hospital June 2005 – December 2007 Emergency Medical Technician/Safety Officer - Ensured a safe and secure environment for patients, staff, and visitors. - Conducted investigations and reported on drug diversions, vandalism, theft, unauthorized access, hazardous materials and fire incidents. - Responded to and assisted with hospital emergencies and proactively worked to develop safety and security strategies. Great Falls Fire Rescue December 1997 – November 2003 Firefighter/Paramedic Fought fire to protect life and property, drive and operate fire apparatus, provide medical care to the sick and injured, and teach EMS and fire safety classes. Coordinated all EMS training as our Emergency Medical Services Training Coordinator. Designed and implemented all EMS training schedules. Managed a 3-person engine company and coordinated all daily activity as needed. Ray Hammatt Painting and Drywall June 1995 – November 2003 Project Manager/Foreman Hired employees and sub-contractors, managed their work, and ensured efficient use of time and resources through project completion. Communicated effectively with customers and contractors to ensure desired outcome Handled contracts, bids, and efficiently budgeted resources. Volunteer Work: Elroy Lion’s Club, Elroy Fair, 4th of July Celebration, Elroy Apple Dumpling Days, Elroy Christmas Stroll, soccer coach, and various local service projects. Honors and Awards: Civic/Professional Certificate of Valor from the mayor and city commission of Great Falls, MT for the life-saving actions taken in the face of a life-threatening injury. Certificate of Commendation from the mayor and city commission of Great Falls, MT for the life-saving actions performed at a structure fire. 2004-2005 Goetz Award for the outstanding senior student in the political science department at Montana State University. Heroes of Today award from the American Red Cross for an act of bravery in the fire service.
