Present
The Town of Victor is in upstate New York and had an estimated population of 12,500 as of 2005, is growing rapidly and has a median household income well above the national average
as per the latest Census postings. A large increase in high tech industry and upper end retail since 2003 has resulted in making Victor a desirable place to live and to locate a business.
The
Role of the Chief Accountant
Serve as the chief financial officer of the municipality, which has 75 year round employees and an operating budget of $16 million. Duties include general
oversight of all town departments, conduct all accounting and financial matters, and act as a general contact for private sector entities.
General implementation of elected Town Board
policies. This would encompass the general day-to-day operations and feedback to elected officials of any operational issues.
Prepare and implement town budgets and prepare long-range
budget forecasts for elected board decision-making purposes.
Prepare annual reports in compliance with GASB, secure annual audits and distribute as necessary.
Monitor labor laws, employee
relation issues, employee benefit packages and handbooks.
Manage media relations including print, television and meetings with citizen groups.

Accomplishments
Established new financial operating guidelines for the town. The town had been declared to be in technical bankruptcy
by the New York Office of the State Comptroller prior to my hiring in 2000. This financial watch was lifted in 2002 after it was shown that the town had gained control of its finances.
The
Town of Victor was named the fastest growing town in upstate New York in 2005
By combining better budget techniques and cash management the town has been able to increase its bond rating,
reduce debt and increase reserve funds.
Achieved a 63% decrease in general property taxes between the years 2000 and 2008. An increase in county sales taxes aided this effort but a
revamping of employee benefits, budgetary controls, investment policies and elimination of many outside consultants were prime contributors to this.
Established long term capital planning
for town infrastructure needs.
Developed and implemented strategies for cash investments that increased investment revenues.
Treasurers Office, Wayne County, NY 1999 - 2000
Chief
Accountant
Wayne County is an upstate NY county that is part of the Rochester, NY metropolitan area. With a budget of $143 million, it is enjoying growth in its economy and its growing
population continues to bring in more commercial growth.
The role of the Chief Accountant
To oversee the accounting and finance operations of various departments that had stand-alone
revenue and disbursement operations. Over a period of time many of these operating centers had been moved to locations outside the county seat and many of the necessary internal control
steps had slowly vanished.
Supervision of revenue operations that generated annual fees in excess of $25 million.
Oversight of departmental employees including establishment of standard
accounting practices.
Prepared and presented written reports for the county legislature, legislative committees and department administrators.
Accomplishments
Reduced the number of
employees necessary to handle accounting operations.

Brought accounting controls back under the direct supervision of the Treasurers office.
Reformatted several departments’ management structure. This greatly improved labor-management
matters by reducing the bureaucratic separation of employees from supervisors.
Reduced billing and collection backlogs in health services related departments
I resigned from this office
when the Town of Victor offered a position with a higher salary, better benefits and a very short daily commute.
New York State Comptrollers Office
Municipal Affairs Division
This
department provides audit and technical assistance to local governments in the state of New York.
Job Roles:
Conduct audits of all governmental organizations, from small towns to large
counties.
In addition to auditing, the work included providing assistance to local governments that were experiencing stress for various reasons including but not limited to financial,
natural disasters, loss of key personnel or failure to plan well.
Accomplishments
Appointed to a statewide task force that wrote a guide for local governments on how to avoid or, if
necessary, to fix the most common events that cause governments to become dysfunctional.
Promoted to a team that would provide hands on assistance in curing local government problems
for short term on location help.
