ACCOMPLISHMENTS
City/Installation Management and Public Works
City Manager (Commander - Colonel) for overseas US Army installation and hi-tech missile test range. Directed
annual budget of over $220M. Assets included international airport and harbor, hospital, K-12 school, all transportation and utilities, base operations and maintenance, master planning,
security operations, and operation of sophisticated range assets.
Instituted program to reduce appropriated budget by 10%, streamline work force by 10%, while expanding customer base
for the missile range.
Successfully supported Patriot PAC II testing and NMD during this period.
Successfully managed all aspects of maintenance, repair, renovation, construction, master planning, waste management,
and real estate for all roads, buildings, grounds and utilities for overseas installation.
BRAC (Base Realignment and Closure) Chief for US Army Accessions Command, responsible for
oversight and synchronization of the preparations at Ft Knox (more than $250M in construction and renovation) and movements plans for major command headquarters from various locations
in the USA to Ft Knox.
Developed bridge management program for 241 County bridges including moveable bascule and asymmetric swing bridges.
Developed Intersection Master Plan for prioritizing
needs based on benefit/cost, considering both delay and accident mitigation. This was briefed at the annual International APWA convention.
Program Management
Oversaw $500M construction
program in support of US military activities in the Middle East. Included US contractors, US and Host Nation joint ventures, Host Nation contractors, and US troop construction. Managed
multiple funding sources including congressionally appropriated and Host Nation.
Initiated and managed $115M air base upgrade program for US forces in the Middle East, including negotiations
with the Host Nation, project scope and cost estimate development.
Led multi-department working group reporting directly to Assistant County Administrator; developed Right-of-way (ROW)
Management Section that pulls together permit review and approval, construction inspection, utilities administration, and GIS layer creation and interfaces.
Completed and managing large
County sidewalk master plan and retrofit program, which established B/C ratio for all road segments, prioritizing walking needs.
Managed exercise-related construction programs for US
forces overseas, in both Latin America and the Middle East. These programs consisted of small but diplomatically significant air base and road improvements, simulation center structures,
exercise control facilities, and similar structures.
Project and Construction Management
As CEO (Commander – Lieutenant Colonel) of engineer construction and management organization
(600 man), managed highway bridge project in Belize. Deployed 150-man team to construct it in 75 days in a jungle environment. Managed design and all aspects of support package development.
As
CEO (Commander – Lieutenant Colonel and Captain-level) of construction organizations (600 and 160 man), managed numerous construction projects including highway extensions, earthen dam,
and pre-engineered buildings.
Construction Contract Management and Engineering
Conducted base wide productivity and cost estimating at Corps of Engineers “Fast Tracked” Israeli air base project. Provided recommendations
for scope changes and cost savings.
Authored, negotiated, and settled construction contract modifications. Conducted other office engineer tasks, including submittal review. US Army
Corps of Engineer QA (Quality Assurance) Inspector, overseas and in the US.
