County Manager, Seminole County, Sanford, FL 2006 to 2009
Seminole County is located in central Florida with a population over 425,000 and is comprised of 345 square miles. It is referred to as “Florida’s Natural Choice” due to its many amenities
such as parks, trails, blue ways and recreational facilities. The County includes seven municipal governments and is part of the I-4 High Tech Corridor and includes several corporate
headquarters including AAA, Mitsubishi Power Systems, Ruth’s Chris Steak House as well as high tech and financial service companies. The County’s median household income is $68,254.
The County Manager is responsible for administration of a full-service County government encompassing 1,400 employees with an $894M budget under a Council-Manager form of government

developed and implemented budget and investment policy
increased reserves in general fund to 26% to ensure fiscal stability and strategically address present and future fiscal challenges
reduced general fund operating budget by approximately 20% or $53M in response to revenue loss with minimal loss in provision of services
restructured organization and reduced workforce by 23% and increased overall efficiency and effectiveness
developed and implemented an organizational five-year strategic plan
negotiated agreements with municipalities in the areas of joint planning, economic development, technology, fire/EMS and solid waste management
implemented full cost allocation of support functions reducing burden on general fund
consolidated the City of Winter Springs fire services into County operations

obtained permits and initial funding of surface water treatment facility in response to directive by SJRWMD to develop alternative sources of water by 2013

County Manager, Volusia County, Deland, FL 2000 to 2005
Volusia County is a diverse community located in east central Florida with a population of over 500,000 residents. It is bordered on the east by the Atlantic Ocean with 47 miles of
beaches and the St. John’s River to the west. Volusia is comprised of 1,432 square miles and has three general regions: East Volusia also known as the Greater Daytona Beach Area, Southeast
Volusia also known as the Greater New Smyrna Beach Area and West Volusia. The County includes sixteen municipal governments and its economy includes tourism, manufacturing and agriculture.
It also has five institutions of higher learning.
The County Manager is responsible for administration of a full service County government encompassing 3,000 employees with a $538M budget under a Council Manager form of government.
Responsibilities also include managing the jail, the beaches, the County’s International Airport, Votran bus service and the County’s Convention Center. The County’s Charter defines
the Sheriff, Supervisor of Elections and Property Appraiser as elected Department Heads in which personnel, procurement, budget, etc. are under the purview of the County Manager

maintained County general fund millage rate over four years and recommended a 5% reduction in FY 2005/06 budget
initiated and implemented a Countywide strategic plan for economic development
developed and implemented an EMS Ordinance requiring Closest Unit Response among the County and sixteen municipalities

implemented land acquisition and preservation program; and ECHO program (Ecological, Cultural, Heritage, Outdoors)
implemented funding strategy to support Ocean Center expansion and Beach Headquarters construction
