EXPERIENCE
City of Dallas - Dallas, Georgia
City Manager - January, 2007 – April, 2009
As City Manager in Dallas, I served as primary staff to the Mayor and City Council, the City Planning Commission, the Board of Appeals, and the Historic Preservation Commission. The
Department Directors reported directly to the City Manager, and I was responsible for preparation and monitoring the general fund budget. I was directly involved with the following
projects:
Completion of final punch list, inspection, and warranties for reconstruction of the historic Dallas Theater.
Management of contract for construction of a small civic center as an adjunct to the Theater ($1.9 million).
Contracted with a private firm for operation of two wastewater treatment plants that were out of compliance with EPD permit.
Completed construction plans and bid documents for a new downtown parking deck.
Obtained easements for sidewalk extensions in three areas of town.
Began development of a plan to acquire, protect, and open as a public park some 80 acres with pristine Civil War trenches constructed during the Battle of Dallas.
Initial implementation of an LCI Plan.
City Of Jefferson - Jefferson Georgia
City Manager – January, 2002 – January, 2007
The City Manager position was established in 2002 with a change in the City’s form of government, and I was privileged to be the first City Manager for Jefferson to oversee the transition
into a new business model. In a major growth corridor and a very pro-business environment, the City positioned itself with excellent utility systems and development codes to accommodate
the rapid growth the City is experiencing. The Manager position was multifaceted, responsible for:
Budget preparation and monitoring, personnel, purchasing, as well as oversight of all departments.
Many new ordinances and regulations were adopted, including personnel, purchasing, building codes, erosion control, reservoir protection, drug testing and a safety program.
A new planning and development department was established in cooperation with three other cities (including a newly constituted Planning Commission to serve the four cities). Subsequently,
a new Land Use Management Code was adopted and is currently in force.
Many major projects were completed in those five years, including:
purchase and renovation of an old sewing factory into a City Civic Center;
design and construction of a 1.5 mile trail system;
land acquisition, design and construction of a $5.2 million recreational complex consisting of 2 baseball fields, 3 football/soccer fields, a gym, offices, exercise rooms on 99 acres
of property, including 17 acres of permanent open space;
completion of a new SBR wastewater treatment plant; plus several extensions of water lines and sewer lines;
adoption of a downtown redevelopment plan;
design and construction of a new downtown parking lot.
Jackson County - Jefferson, Georgia
Planning and Development Director - January, 1998 – January, 2002
The Director was responsible for multiple tasks, including the maintenance and updates of the County Comprehensive Plan, and served as primary staff to the Planning Commission and Board
of Adjustments. All applications for Rezoning or Conditional Use Permits were processed through this office for completeness and appropriateness. Staff reports were prepared and presented
to the Planning Commission and Board of Commissioners on each case. New zoning maps were prepared and maintained by the director. As Building Official, the director was also responsible
for building plan review and issuing building permits. Building inspections and occupancy permits were also included in the duties. The department had construction inspectors, code
enforcement, erosion control, planning and zoning personnel.
City of Roswell – Roswell, Georgia
Community Development Director – June, 1996 - November, 1997
The Director managed a new department that was responsible for plan review and permits for all phases of land development (economic development, planning and zoning, site plan review,
erosion control, building inspections, environmental engineering, business registration, signs, and code enforcement). This comprehensive department was the result of an administrative
reorganization to provide better customer service and coordination between the various sections. Primary emphasis in economic development was through six special development districts
applying specific zoning regulations and design guidelines in each district. The Building Official and all inspectors were included in this staff, and all building appeals were coordinated
with the director. I served as a City representative to the North Fulton Chamber of Commerce’s Quality Growth Committee (QG2020), and I graduated from the Chamber’s Leadership North
Fulton program.
City of Gallatin – Gallatin, Tennessee
Planning Director – April, 1995 – May, 1996
The Planning Director was the primary staff for all planning and zoning matters before the City Council, the Planning Commission, and the Board of Zoning Appeals. The City was then
updating the Comprehensive Land Use and Transportation Plan. The City had experienced moderate growth recently and was attempting to have better plans and ordinances in place to guide
future growth. The Planning Office worked closely with Building Inspections, Engineering, Public Works and Economic Development Offices. As director, I served as the City’s representative
on the Nashville Metropolitan Transportation Planning Organization.
Spotsylvania County - Spotsylvania, Virginia
Code Compliance Director – February, 1992- March, 1995
The Code Compliance Department performed three major functions: Zoning, Building Inspection and Environmental Engineering. All applications for construction permits were received and
processed, plans reviewed, permits issued and inspections made by members of the Code Compliance team. The Chesapeake Bay Preservation Ordinance, Flood Plain Ordinance,
Storm Water Management Ordinance, Erosion Control Ordinance, Zoning Ordinance and Virginia Uniform Statewide Building Code were administered and enforced by this department. The department
had 26 full-time positions and a $1.1 million budget to carry the workload of development administration in that fast–growing county. I had the additional responsibilities of Zoning
Administrator and served as staff to the Board of Zoning Appeals, the Board of Building Code Appeals, and was the Building Official and Erosion Control Program Administrator.
Spotsylvania County – Spotsylvania, Virginia
Assistant County Administrator – June, 1987 – February, 1992
This position of Assistant County Administrator encompassed a wide variety of responsibilities and opportunities, including:
Project manager for a CDBG project for a major sewer line extension.
Administrator’s liaison to various departments to solve problems and provide leadership for special projects.
Participation in the selection/interview process for key staff positions.
Prepared specifications and bid documents for selected major purchases.
Coordinated and supervised day-to-day activities of the building maintenance staff.
Served as the Board of Supervisors’ representative on the Cable TV Commission.
Town of Ashland – Ashland, Virginia
Town Planner (Part Time) – August, 1986 – June, 1987
Initial responsibility: implementation of a new sign ordinance.
Served as primary staff to the Planning Commission.
Assisted with site plan review, rezoning applications and appeals to the Board of Zoning Appeals.
Assisted the Town Manager with capital improvement program and zoning enforcement.
Institute of Government - University of Virginia - Charlottesville, Virginia
Research Associate – March, 1986 – May, 1986
Consultant to the Institute of Government of the University of Virginia to design and conduct a special short-term research project to help determine the Institute’s future role in providing
technical assistance to Virginia’s local governments.
Goochland County – Goochland, Virginia
County Administrator – November, 1979 – February, 1986
County Administrator key responsibilities included:
Preparation of County budget.
Policy board member for a regional manpower organization.
Regional Criminal Justice Training Center board member.
Coordination of activities of County department directors and constitutional officers.
Implementation of short/long range policies of the elected Board of Supervisors.
Responsible for the formation and administration of personnel policies for county
employees.
Also served as:
- Alternate representative to Richmond Regional Planning Commission.
- Plats Officer to review compliance with the Subdivision Ordinance for
small subdivisions.
- Deputy Coordinator for Emergency Services programs and activities.
Goochland County – Goochland, Virginia
Director of Planning – March, 1976 – November, 1979
Administration, review and revision of land development ordinances.
Growth management issues in a conservative political arena.
Site plan review for the physical development of public facilities and private investments and developments.
Staff to the Recreation Advisory Commission, Planning Commission and Board of Zoning Appeals.

Planning Director – March, 1972 – March, 1976
Organized and supervised a new planning department for a growing consulting engineering and land planning firm. Additional duties included:
Planning consultant to private land developers.
Preparation of land use plans, feasibility reports, graphic materials for zoning presentations, site analysis, subdivision designs, environmental assessment and other professional services
for private or public clients.
Coordinate numerous projects through the phases of in-house planning and engineering.
