County County of Genesee, 1992-Present
Government
Assistant County Manager
Assists
the County Manager with the oversight and coordination of all operations of county government. Serves in the capacity of County Manager in the absence of the County Manager.
Provides
viable leadership for County department heads and staff in the implementation of policy decisions of the County Legislature.
Assists with the preparation of the County Budget. Designed
a Program Budget format to be used by department heads as part of their annual budget submission that correlates funds appropriated to programs delivered. The Program Budget is in use
currently and is the published budget document for the Legislators and public.
Recommends County policy issues to the County Legislature for their consideration.
Serves on the County’s
Collective Bargaining Team negotiating labor contracts with five employee unions. Has been Chief Negotiator for the County for contracts with CSEA and AFSCME Unions.
Serves as the
County’s STOP DWI Coordinator, directs county anti-alcohol and substance abuse programs. Prepares STOP DWI budget and allocates funds to various agencies to prevent substance abuse
with special emphasis to funding police agencies to prevent drinking and driving.
Serves as Director of Facilities Management Department providing administrative oversight to the maintenance
and management of all County buildings and grounds.
Appointed as the County’s ADA Coordinator, responsible for keeping the County in compliance with the Americans with
Disabilities Act, provides department heads with direction on handling ADA issues, facilitates accommodation requests with employees and supervisors, provides written responses to ADA
complaints and provides ADA training to management and supervisory staff.
Chairman of the County’s Criminal Justice Advisory Council.
Chairman, Criminal Justice Advisory Council to
Genesee Community College Criminal Justice Department.
Chairman of the County Safety Committee and wrote the County’s Workplace Violence Prevention Policy.
Member of the Workforce
Investment Board for Genesee, Livingston, Orleans, and Wyoming Counties.
Member of the County’s Comprehensive Plan Steering Committee
Oversees County Housing programs and is County
liaison to the Housing Initiatives Committee. Appointed by County Legislature as County’s Fair Housing Officer.
Hired to position of Assistant to the County Manager. In 2003 that
position title was changed to Assistant County Manager.
County of Monroe, 1972-1988
Served as Department Head managing HUD funded programs for housing and neighborhood development,
supervised juvenile incarceration program in Family Court and Administrative Coordinator for Public Works projects.

Community Development Coordinator
Directed
the County’s Community Development Program. Responsible for grant writing, planning, and implementing HUD funded housing, neighborhood improvement and commercial revitalization projects.
Assistant
to Commissioner of Physical Services
Conducted the administrative functions of the Engineering Department particularly in the areas of budget, finance and
personnel. Acted as Chief of Administration for department of 65 professional staff.
Public Participation Coordinator
Directed the overall development and administration of public
information and public participation programs designed to inform Monroe County residents of major capital improvement projects in their community and to coordinate their input into the
design and construction of projects.
Banking Mortgage Loan Officer, 1989-1992
Served as Mortgage Loan Officer for Marine Midland Bank and Anchor Savings Bank. Responsibilities included
developing marketing plans and originating FHA, VA, and Conventional mortgage loans.

INVOLVEMENT Member, Board of Directors of Genesee/Wyoming YMCA
Appointed by New York
State Senate Majority Leader to serve as member of state-wide Advisory Council on Underage Alcohol Consumption.
Member, Kiwanis Club of Batavia
Appointed by Governor Malcolm Wilson
to serve on a state-wide committee to study the implementation of state and federal equal opportunity employment legislation in New York State and local governments.
Elected to the
Rochester School Board in 1972 for four year term. Re-elected 1976-1979. Served as School Board President for two years.
