With excellent Staff and elected officials, the following was accomplished: Engineering, Economic, and Community Development: Successfully created a stormwater fund and implemented the first ever storm water management fee in north Florida. Completed agreement with SRWMD matching all fees collected by the City up to $100,000 annually, for five years. This had the effect of creation over $1 million for stormwater projects, with only half of that amount funded by City residents. Created interlocal agreements with and Florida Department of Transportation and SRWMD, in making multiple million dollar utility, transportation, and stormwater improvements. Saved City over $500,000 in first project alone. Successful in creating first joint economic development policy with City and surrounding Suwannee County. As required by a DEP consent order, made improvements to an aging and nonconforming regional waste management system, using many State and federal grants, and the State Revolving Loan Fund. Forged relationships with State Senator and district Representative resulting in $1.4 million in legislative appropriations (former House Bill 851) to the City in first two years alone. Successfully recovered $300,000 in preconstruction engineering costs. Through use of pubic private partnerships and application of a proactive strategy, successful in facilitation of development along the Interstate 10/Route 129 corridor, resulting in expansion of municipal tax base and annexation of 2,500 acres of property (over three phases). Finance and Budgeting: Managed the policy development, preparation, administration and execution of the City’s annual operating budget, as well as the capital improvement and grant program budgets. Created first annual Capital Improvement Program, and long term strategy for utility infrastructure, capital improvements, and master plan for growth. Changed long time budget policy and political thought process about government investment and expenditure of public funds. Restructured long time and archaic City utility rate structure, generating millions of dollars to address debt and neglected infrastructure investment. Extended utility infrastructure to businesses and commerce along Interstate 10 and Route 129, opening up the entire region and corridor for economic development. Facilitated and orchestrated new funding and creative initiatives including feasibility of public private arrangement for utilities and police department capital improvements through purchase of an adjacent bank. Through proactive communication and approach with State legislators and County representatives, arranged for connection of 1000 bed DOC prison to City utility system, with major long term revenue impact on the City. General Management Experience and Accomplishments: Through Community Redevelopment Area (CRA) made many improvements in the designated downtown area. Completed second half of downtown $2 million CDBG project. Responsible for collective bargaining and negotiation with two labor unions, and personnel management. Conducted a personnel salary analysis and made recommendations to Council for implementation as appropriate. Awarded and managed Title V Community Delinquency Prevention grant. Made improvements to the community using Federal Emergency Management Agency (FEMA) resources and funds from hurricanes. Directed the development of departmental policies and regulations, determined standards to evaluate effectiveness of departmental management operation and policy. Initiated support programs to facilitate increased efficiency; coordinated departmental activities with other departments of the City and County government Service Delivery Improvements: Raised performance expectations of all employees. Initiated employee personnel evaluations, providing incentive for all employees to receive annual salary increases up to 12.3% over two fiscal years, at a lower cost to the City. Considered and implemented many new service delivery enhancements, including million dollar capital equipment purchase and upgrade, and enhanced retirement and pension plan (Florida Retirement System) for city employees. Town Manager Dundee, Florida March 2000 – August 2003 Population 2912/4000 – estimated seasonal change. $7 million budget. 50 full and part-time employees. 15 square mile utility service area. 2 square miles incorporation limit. Using a teamwork approach with department heads, elected officials, and consultants, responsible for police, fire, engineering, water/wastewater, recreation, and public works. Responsible for all capital improvement planning, finance, library, labor relations, and human resources. Finance and Budgeting: Prepared first Capital Improvement Plan. Identified and managed long-term debt service of $3.7 million. Renegotiated existing debt structure. Prepared three consecutive declining annual budgets, decreasing total expenditures by $3 million. Created and instituted first ever financial policies for the Town. Decreased transfer from the utility fund to the general fund to balance annual budget three consecutive years, by a total of 60%. Amended water rate structure. Increased utility revenue 33%. Decreased total operational expenditures by 23%. Increased property tax rates, providing for additional annual revenue. Acquired capital property and made capital improvements at no cost to the Town. Made recommendations and changes to increase the unencumbered fund balance. Prepared two cost-benefit studies/reports for Council decision making. As a result, a forecasted financial emergency condition was reversed, as reported in the annual audit. Engineering, Community, and Economic Development: Implemented a $1.8 million, 13,000 feet USDA sewage infrastructure program to commercial district and residents. With engineering consultant conducted all program management and saved city over $300,000 in identifying economies in projected cost overruns. Conducted all presentations to public, bidding, contract management, and engineering. Analyzed and recommended specific engineering changes approved by Council to water and sewage infrastructure, saving the Town hundreds of thousands of dollars. Recommended water rate structure changes creating capital improvement account to fund water system improvements. Created first Town web site and mission statement. Executed many grants for improvements in the city, including parks, State of Florida CDBG, sidewalks, and main street improvements, totaling over $2.5 million. Created first-ever citizen recreation committee and downtown beautification committee. Created by-laws for operation of both committees. Through communication with State and local agencies, sought vehicles for enhancements to downtown area, and lead staff and the public in making improvements. Service Delivery Improvements: Restructured organization and all departments as needed, providing for increased customer service, effectiveness, and enhanced delivery of services. Conducted professional employee wage and salary study increasing employee salaries. Using teamwork oriented, collaborative, and consensus building management strategy, empowered department heads and employees in achieving excellence. Conducted customer service survey which found increased resident and customer satisfaction. Received new management agreement and six-month severance clause after two years based on unanimous vote of Council. General Management Experience and Accomplishments: Initiated two official disputes with the surrounding county government and nearby city government in obtaining estimated $2.0 million in tax base and infrastructure, at no cost to the Town, designed to provide additional tax base and utility revenue to the city. Through efforts of a new police chief made improvements to the police department. Instituted competitive testing for new applicants. Acquired new vehicles, new 800MHz communication system, and patrol motorcycles. Expanded existing facility and conducted professional architectural study of existing police department facilities at no cost to the Town. Subsequent Florida Department of Law Enforcement inspection commended department operations. Successfully guided a dedicated Council in a team effort in addressing many issues, including annexation, complex labor and personnel issues, capital purchases, ten year electrical agreement with Florida Power, $1.8 million sewer improvement project, alternative sanitation costs and insurance carrier costs, and evaluation of changes to water and sewer rates. Town Manager Luray, Virginia 1999 Managed and directed all daily operations of the Town. Reported to Mayor and Town Council. Responsible for budget, planning and zoning, public works, engineering, water quality, waste management plant, parks and recreation, streets, personnel, solid waste, airport, fleet maintenance and repair. Population 4700. 55 employees. $7 million budget. 10 square miles. General Management Experience and Accomplishments: Analyzed infrastructure needs and prepared award winning 3.1 million-gallon water infrastructure upgrade loan. Conducted all procurement and project management. Saved Town $1.9 million dollars. Negotiated purchase of Town train station from Norfolk Southern Railroad. Supervised historians and architects in ISTEA application and project research. Coordinated efforts of many diverse special interest groups Received $175K ISTEA grant for one-mile sidewalk safety project at local schools. Managed overall project. Ensured the professional administration of all Town affairs; ensured that all ordinances, regulations and policies of the Town and Town Council were faithfully and equitably enforced. Completed total overhaul of ineffective and unresponsive public works department. Directed the activities of all Town departments; managed the Town’s personnel system – selected, promoted, evaluated, assigned, counseled, disciplined unsatisfactory employees. Reviewed and revamped Town policies, procedures, and codes and recommended improvements and adjustments to Town Council and Mayor. Supervised efforts of 3.0 million-gallon sewage treatment plant. Frequent interaction with Department of Environmental Quality over environmental issues. Represented and served as spokesman to media for Mayor and Town Council pertaining to many subjects. Other Management Qualifying Experience Director of Public Works/Assistant Director Public Services 1996 – 1999 Assisted Assistant City Manager and Director in managing all public service activities for city government, including solid waste, municipal garage (200 vehicles), city transit/bus services, street repair and maintenance (450 miles), landfill operation and management, utility inspection/quality. Assisted in traffic management of major sporting events, including biannual Bristol Motor Speedway 500 race. Supervised staff of 65, managed budget of $6 million, updated Capital Improvement Program (CIP), conducted all training, implemented annexation. Director of Planning & Development 1994 - 1996 Served as Director of Planning and Development (position title formerly Assistant County Administrator), economic development officer, County Planner, Zoning Administrator and Subdivision Agent for the third fastest growing county in the Commonwealth of Virginia. Challenged to create the systems, processes, policies and programs to advance economic development initiatives throughout the region. Program/Management Analyst 1986 - 1994 Conducting complex program planning and management analysis in support of over $2 million in engineering and technology projects for the federal government.
