Responsible for the development and effective administration of the
Risk Management functions for over 2300 employees and the General
County property and liability insurance programs. Administer highly
effective employee benefits programs including Health, Life, Long
Term Disability and Self-Funded, Dental Insurance and Workers
Compensation and Safety.
Developed and administered the county’s wellness program. This
program received recognition from the Professional Risk and
Insurance Management Association (PRIMA) and the National
Association of Counties (NACO). Served in the Emergency
Management response team and have completed NIMS IS 700, 100,
200, 300 and 400. Initiated on-site mammography, PSA prostate tests,
monthly blood pressure tests and cholesterol tests as well as others.
Administer the competitive selection of employee benefits by drafting
performance based RFP’s and contracts for benefit proposals and
prepared analysis. Negotiated insurance renewals resulting in no
increases in health insurance premiums for a six-year period.
Developed and administer employee benefit “customer service” with
in-house staff and staff provided on-site by the insurance companies.
Also have worked with consultants to solicit and negotiate insurance
programs. Administer CDL random drug testing program. Chaired
and coordinated insurance committee representing constitutional
agencies, building consensus for presentation and Board adoption.
Presented benefits and wellness programs to employee meetings and
media. Administer liability claims and negotiated settlements.

for the Risk Management and Personnel functions for over 900
employees. Developed and administered compensation plans, personnel
policies and procedures. Have conducted national executive search for
key management positions. Responded to EEOC, Veterans Preference
and FMLA complaints. Instituted and conducted employee, supervisor
and management training programs. Drafted policy, agenda items and
presented to the Board of County Commissioners for adoption.
Presented programs and information to employees and community
groups. Responded to TV and print media interviews. Headed union
contract negotiations and led a team that averted a union drive.
Developed and administered pre and post offer employment screenings
including drug testing, fitness for duty, driver license, clerical and
technical testing. Established employee orientation program.

general insurance programs. Created Self-Funded Workers
Compensation program and Self-Funded Dental Program. Audited
insurance programs and worked with the team of consultants to
competitively select insurance programs. Developed county safety
program and policy, safety committees and accident investigation
including fatality investigations.

: Responsible for the
administration of County programs as assigned. Negotiated service
contracts and presented various projects to the Board of County
Commissioners. Coordinated the development of the personnel policies
and procedures. Implemented workers compensation and general
liability insurance audits, administered construction programs, assisted
departments in the implementation of projects and operations as
assigned such as telephone system upgrades, road project follow up,
citizen complaints, event planning and employee issues. Developed and
computerized the county budget process.

Boston Pops food and beverage service for over 15,000 and food service
coordination for the NCAA Regional Basketball Tournament.
Coordinated and worked with Secret Service and FBI for visits of the
Vice President, former President and Prince of England.
