PROFESSIONAL EXPERIENCE : 1984 - December 2009 Osceola County Government Board of County Commissioners Kissimmee, Florida 1996 – December 2009 RISK MANAGEMENT / Director/Manager of Risk Managemen t: Responsible for the development and effective administration of the Risk Management functions for over 2300 employees and the General County property and liability insurance programs. Administer highly effective employee benefits programs including Health, Life, Long Term Disability and Self-Funded, Dental Insurance and Workers Compensation and Safety. Developed and administered the county’s wellness program. This program received recognition from the Professional Risk and Insurance Management Association (PRIMA) and the National Association of Counties (NACO). Served in the Emergency Management response team and have completed NIMS IS 700, 100, 200, 300 and 400. Initiated on-site mammography, PSA prostate tests, monthly blood pressure tests and cholesterol tests as well as others. Administer the competitive selection of employee benefits by drafting performance based RFP’s and contracts for benefit proposals and prepared analysis. Negotiated insurance renewals resulting in no increases in health insurance premiums for a six-year period. Developed and administer employee benefit “customer service” with in-house staff and staff provided on-site by the insurance companies. Also have worked with consultants to solicit and negotiate insurance programs. Administer CDL random drug testing program. Chaired and coordinated insurance committee representing constitutional agencies, building consensus for presentation and Board adoption. Responsible for the administration of the County’s employee and general insurance programs. Created Self-Funded Workers Compensation program and Self-Funded Dental Program. Audited insurance programs and worked with the team of consultants to competitively select insurance programs. Developed county safety program and policy, safety committees and accident investigation including fatality investigations. 1987 – 1988 Special Assistant to the County Administrator : Responsible for the administration of County programs as assigned. Negotiated service contracts and presented various projects to the Board of County Commissioners. Coordinated the development of the personnel policies and procedures. Implemented workers compensation and general liability insurance audits, administered construction programs, assisted departments in the implementation of projects and operations as assigned such as telephone system upgrades, road project follow up, citizen complaints, event planning and employee issues. Developed and computerized the county budget process. 1985 – 1987 Osceola County Stadium Kissimmee, Florida General Manager , Osceola County Stadium: Responsible for the pre- opening and management of the spring training facility for the Houston Astros. Managed close out construction and developed pre- opening of the facility including spring training management of the 5,000-seat stadium, practice fields and meeting facility. 1983 - 1984 Quality Inn Kissimmee East Kissimmee, Florida Catering Manager : Responsible for the marketing and servicing of convention and social banquet sales and travel planning for tour and meeting groups. 1981 –1983 Courtyard on Broadway Kissimmee, Florida General Manager : Responsible for the management of a 200-seat restaurant and lounge. Hired, trained and developed entire staff. Created menus and purchased food and supplies to maintain operations. Operation was sold to a private family. 1976 – 1981 Hyatt Hotel Corporation 1979 - 1981 Hyatt Orlando, Kissimmee, Florida Director of Convention Services : Responsible for the sales and management of the catering and convention services department for a major Central Florida convention hotel. Planned major convention and banquet functions and developed room and food and beverage forecasts and budgets. Hired and trained staff and participated in menu development. 1978 – 1979 Hyatt Regency Lexington Lexington, Kentucky Director of Catering : Responsible for the sales and service of the catering operation. Hired six months after the facility opened. Drafted convention expansion plan and presented to hotel ownership Board of Directors. Developed sales market and developed leading market in the city. Coordinated banquet functions in excess of 2500 attendees, Boston Pops food and beverage service for over 15,000 and food service coordination for the NCAA Regional Basketball Tournament. Coordinated and worked with Secret Service and FBI for visits of the Vice President, former President and Prince of England. 1976 -1977 Hyatt Regency O’Hare Rosemont, Illinois Assistant Director of Catering : Responsible for sales and service of major catering accounts.
