HomeMy WebLinkAboutMinutes 09-01-1964MIIUfES CF HEGULkR M21:Tn!G CITY CGUNCIL September 1, 1964 The Regular Meeting of the City Council of the City of Gape Canaveral, Florida was held at 7:35 P.M. at the City Hall Annex, 130 Jackson Ave., on the let day of September, 1964. The Meeting was called to Order by Mayor Thurm and the roll was called by the Clerk.. Officials present were Mayor Richard Thum, Councilmen: Wm. Eberwein, Jack Hurck, Mrs. Francis Jamieson,, Eugene Jandreaus J. D. Badgett - City Manager, T. Dairid Burns - City Attorney, Donna J..Anderson - City Clerk, Chief Wlmberley - Sargent -at -Arms. The Minutes of the Regular Meeting of August 18th, 1964 and of the Special Meeting of August 26th, 1964, were read by the Clerk and there being no additions or corrections, were approved as read. Item 1. Mosquito Control Ordinance Mayor Thurm read "AN ORDINANCE OF THE CITY of CAPE CANAVERAL, FLORIDA, RFL,.TIIiG To MCSQUITO calTROLi IMING CERTAIN CONDITIONS LIHEELY TO BREED I- ESQUITOS ILIEGALI PROVIDING A FENALTYI Pr20VIDING AN EFFECTIVE DATE." Mr. Jandreau made a Motion to approve 2nd and Final Reading. Mr. Hurck seconded the lotion. Mrs. Jamieson then made a Motion to Amend Section 6, last sentence - Line 3,,after the word "City" to read "Health officer or the City Police Department are authorized to take necessary measures to abate the conditions which cause the breeding of mosquitoes, and all necessary costs incurred shall be charged against the person or corporation responsible." Mr. Hurck seconded the lotion and the Motion to Amend carried with Mr. Hurck, Mrs. Jamieson and Mr. Jandroau voting in favor and Mr. Lt.:rwein opposing. The ordinance as amended was adopted with Mr. Hurck, Mrs. Jamieson and Mr. Jandreau voting in favor and Mr. Lberwein opposing. Item 2 Communicable Ordinance (let Reading) Mayor Thum read'ILN ORD311ANGE GRANTING FIYr. Hr. Hurck made a I•lotion to approve first reading. Mr. Jandreau seconded the Motion and it was passed unanimously. Item 3 %later Franchise (2nd and Final Reading)' Mrs. Jamieson =de .a Motion to Amend Eectl6n 14, Page 6 - Line 2, after the words 'exigencies of the case." by striking the remaining portion of Section 14. Mr. Jandreau seconded the Motion. Mrs. Jamieson restated her Motion to.Amend, Mr. Hurck seconded and the Amendment was passed unanimously. Mr. Hurck then made a Motion to adopt the Ordinance as amended, Mr. BBbecwein seconded the Motion and the Ordinance as Amended passed by the unanimous vote of the Council. Mrs. Jamieson made a Motion directing the City Attorney to draw a Resolution expressing sympathy regarding the death of Mrs. Elisabeth Holmes. Mr. Hurck seconded the lotion and it was passed unanimously.' 11Ma WSWISS Item 1. Reimbursement of Expenses - City Officials & Employees Ordinance (let Reading) Mayor Thurm read "AN ORDINANCE OF THE CITY CF CAPE. CANAVERAL RENTING TO EXFi:NS:i R3IMDURi ENTS OF CITY CFFICERS, BI•IPLOULS AND AGENTS, PROVIDING All EFFIXTIVE DAT.S." Mk. Hurck made a lotion to approve first reading. Mr. Jandreau seconded the Notion and it was passed unanimously. Iten 2. Public Hearing - Adoption of Budget After Public Hearing and discussion, Mr. Hurck made a Motion to adopt the Pudget Resolution as amended and read by the City Attorney. The Resolution was adopted with Mr. Hurck, Mr. Eberwein and Mr. Jandreau voting infavor of Adoption and Mks. Jamieson opposed. Said Budget attached hereto and made a part, of the Minutes. Item 3. Anointment of City Auditors On a Motion by Mr. Jandreau, seconded by Mr. Eberwein, Montenegro & Company were reappointed as the City Auditors by the unanimous vote of the Council. There being . no other business before the Council, the Meeting was adjourned on a Motion by Mr. Hurck, seconded by Mr. Jandreau and passed unanimously.
