August 18, 1964
The Regular Meeting of the City Council of the City of Cape Canaveral,
Florida was held at 7:55 P.M. on the 18th dyv of August, 1964 at the City Hall
Annex, 130 Jackson %vs., Cape Canaveral, Florida.
Mayor Thum called the Meeting to Caller and the roll was called by
the Clerk. Officials present were: Mayor Richard Thum, Councilmen% Ma. Eberwain,
Jack Hurck, Mrs. Francis Jamieson, Eugene Jandreau, 'J. D. Dadgett - City Manager,
T. David Burns - City Attorney, Donna J. Anderson - City Clark, Chief Kimberley -
Sargant -at -Arms.
Mayor Thum read the Minutes of the Regular Meeting of August 4, 1964,
and the Minutes of the Special Meeting of August 11, 1964. There being no additions
or corrections, thb.Minutes were approved as weal.
The Treasury Report was accepted as submitted with no additions or
corrections.
OLD BUSINESS
Item 1. Recreation Board Ordinance (2nd Readi
Mayor Thum gave 2nd and Final Reading to an "AN ORDINANCE CREATING A
RECREATION BOARD, PROVIDING FOR ITS POWERS AND DUTIES, CONSTITUTING ITS NEMH:RSHIPJ
PROVIDING AN EFFECTIVE DATE." Mr. Hurck made a Motion to., Amend Section 1 - Line
5 following the word "Chairman" 'land any other officer whom they may designate ", Mr.
Jandreau seconded the Motion and it was carried unanimously.
Mr. Hurck made a Hotionto Adopt. the Ordinance as Amended. Mr. Jandreau
secondedihe Notion and the Ordinance was adopted unanimously,
Item 2. Communicable Ordinance (13t Reading)
Mr. Harek made a Motion to accept let Reading providing provisions for
penalties and restriction" are made before the 2nd and Final Reading. Following
discussion, Mr. Hurck withdrew his Motion.
Mrs. Jamieson introduced Mr. Robert Mirky Principal oft he Cape View
School and Hr. Hurck introduced Mr. J. D. Badgett, City Manager forthe City of
Cape Canaveral.
Returning to Item 2. Mr. Hurck restated his Motion and it died for
lack of a second.

Reading. Mr. Eberwein seconded the Motion and it carried with Hri Eberwein,
Mrs. Jamieson and Mr. Jandreau voting in favor and Mr. Hurck opposing.
Item 2. Mosquito Control Ordinance (1st Reading)
Mr. Jandreau mad6 a Motion to approve 1st. Reading on "AN ORDINANCE OF
THE CITY OF CAPE CANAVERAL, FLORIDA, RELATING TO MOSQUITO CONTROL; MAKING CERTAIN
CONDITIONS LIKELY TO BREED MOSQUITOES ILLEGAL; PROVIDING A PENALTY; PROVIDING
AN EFFECTIVE DATE." Mr. Hurck seconded the Motion and it carried with Mr. Hurck,
Mr. Lberwain and Mr. Jandreau voting in favor and Mrs. Jamioaon opposing..
Item 3. Nuisance Ordinance Part II (lst Reading)
On a Motion by Mr. Jandreau, seconded by Mr. Hurck and carried unanimously,
Item 3. was tabled.
Item 4. Amendmentto Occupational Ordinance 3 -62 (let Reading)'
On a Motion by Mr. Jandreau, seconded by Mr. Hurck, 1st Reading was
approved on "AN ORDINANCE AMENDING ORDINANCE NO. 3-62 PROVIDING FOR LEVYING
OCCUPATIONAL LICENSES TAXES ON BUSINESSES, PROFESSICHS, AND OCCUPATIONS,
PROVIDING FOR THE 153UANCE CF LICENSES FOR BUSINESSES, PRO't:SSIUNS, AND OCCUPATIONS

Item 5. Resolution - Zoning Board
On a Motion by Mr. Jandreau, seconded by Mr. Eberwein, Resolution No.
70 "APPOINTING MEND E133 OF TMs PLA1111I1tG 4U ZONIlIG BOARD" was adopted striking the
name of Thomas Walters, an already appointed member, with Mr. Hurck, Mr. Ebenvcin,
::nd lir. Jandreau voting in favor of adoption and Mrs. Jamicaon opposed.
On a Motion by Mr. Hurck, seconded by Mr. Jandreau and pasted unanimously

a new Item 6. 'Water Franchisee was placed on the Agenda.
Item 6. Plater Franchise
On a Hotion by Mr. Hurck, seconded by Mr. Eberwein and carried
unanimously, the lot Reading was approved on eAN OHDMANCE GRANTING TO THE CM
CF COCOA, FLORIDA, 'IRS RIGHT, PRIVIIEGE AND FRANCHISE TO OPERATE A IIATER WORKS.

was adjourned on a Notion by Mr. Hurck, seconded by Mra. Jamieson and passed
