HomeMy WebLinkAboutMinutes 07-21-1964REGULAR METING CITY COUNCIL July 21, 1964 The Regular Meeting of the City Council of the City of Cape Canaveral, was held at 7:45 PgM..on the 21st day cf July, 1964 at the City Hall Annex at 130 Jackson Ave., Cape Canaveral, Florida The Meeting was called to Order by Mayor Thurm and the roll was called by the City Clerk. Officials present were:. Mayor Richard Thum, Councilmen; Jack Hurck, Mrs. Francis Jamieson, Eugene Jandreau, Wm. Eborwsin, T. David Burns- City Attorney, Donna J. Anderson - City Clerk, Chief W. H. "imberley - Sargent -at -Arms. The Minutes of the Regular Meeting of July 7, 1964 were read by the Clerk and there being no corrections or additions, were approved as read. PUBLIC HEIRINC - Bulkhead Line Aonlicaticn Scmthers Mr. Hurck made a Motion to continue the Public Hearing until August 26th, 1964. After discussion, the Motion was withdrawn and on a Motion by Hr+ Jandreau, seconded by Mr. Hurck, the Bulkhead Line application was denied with Mr. Hurck, Mr. Jandreau voting in favor of the Motion to deny, Mrs. Jamieson against and Mr. Eberwein abstaining. The City Attorney was directedto prepare the Resolution denying the Application. Mayor Thum then read Resolution No. 68 entitled" R3Z0I11TION SETTING PUBLIC HEARING FOR ESTABLISHMENT OF BULIMAD LINE ON BANANA HWn 1.7THIN THE C00LRATE, CITY LIMITS." On a Motion by Mr. Jandreau, seconded by Mrs. Jamieson and carried unanimously, the Resolution xae adopted. OLD BUSINESS Iten 1. Nuisanco Ordinance (Junk Auto) First Reading Mayor Thum road by title Ordinance "All ORDINANCE DFINII1G AND P. GULATING WASTE MATHi2IAL AND DISCARDED AND ABANDOIED MOTOR VLHICIES AND OTHER 17,113 ON PROP.•.RTY UITWIN THE CITY OF CAF3 CANAVERAL, FLORIDA:. PROVIDING A P12,ALTY FOR VIOLATION: AUD PROVIDING FOR AN EFFECTIVE DATE." Mr. Hurck made a Motion that first reading of the Ordinance be approved. 143. Jamieson seconded the Motion and it was carried by the unanimous vote of the Council. Iten 2. On a Motion by Mr. Jandreau, seconded by Mr. Hurck and passed uranimcpsly the first reading of the ir;GUL1R ltr.<iTING - CITY COUNCM, July 21, 1964 Page 2 Ordinance was approved. Item 3. Anti - Litter Ordinance Mayor Thum read by title an Ordinance "AN ORDINANCE PROHIBITING 716i THRa:.TIG OR DEPOSITING OF LrfTa IN PUBLIC PLACES IN THE CM OF CAPE CANAVZUAL: IC:GULATING THE DISTRIBUTION OF COP- ZRCIAL HANDBMIS: CONTROLLING THE DEPOSTTRIG OF LITIA:H ON PRIVATE PR6MISES! PROVIDING A LIEN FOR CI'PY CLEARAI:CE: AND PRE- SCRIBING PENALTIES FOR THE VIOLATION OF :ITS PROVISIONS.81 On a Motion by Mrs. Jamieson, seconded by Mr. Hurck and carried unanimously the Ordinance was approved on first reading. Cocmunicable The Item Communicable was taken from table on a Motion by Mrs. Jamieson, seconded by Mr. Jandreau and passed unanimously. Mr. Hurck made a Motion that the Item be placed on the Agenda, Mr. Jandr as seconded the Motion and it carried by the unanimous vote of the Council. Mr. Hurck made ,a Motion directing the City Attorney to collaborate with Mfr. Denning in the preparation of an Ordinance and Franchise. Mrs. Jamieson seconded the Potion and it carried unanimously. Mayor Thum called a 5 minute recess. 1 11 HUSINxSS Item 2. Anoointmentof Zoning Board Members Mrs. Jamieson suggested that the Council: meet with the applicants for the Zoning Board on the evening of July 27th at the City Hall. Item 3. Annointment of Chairman of Recreation Board. On a Motion by Mr. Jandreau, seconded by Mr. Hurck and carried unanimously, the following members were appointed to serve on the Recreation Board, Walter MMirman, Bill Greeney, Mrs. Ann Hosn, Mrs.., Grace Thomas, Mrs. Pat Beaulieu, Mfrs. Olga Schrider, Pr. Joe Conners, Mrs. Reatha Loggins, Mr. Lee Hull, Jr. Mfr. Jandroau then made a Motion directing the City to draw an Ordinance. On a Motion by Mr. Hurck, seconded by Mr. Jandreau and carried unanimously the Item - Hiring of City Manager was placed on the Agenda. Mrs. Jamieson then ride a Motion that Mr. J. D. Badgett be appointed City Manager. I•Ir. Hurck seconded the Motion. Following discussion, both the Motion and the second were withdrawn. Mr. Jnndreau made a Motion directing the City Attorney to draw an Ordinance appoi.dting Mfr. J. D. Badgett City Manager with first reading at a Special Lecting on the 23rd of July. There being no other business before the Council the Meeting was adjourned at 9:45 P.M. on a. Motion by.Mr. Hurck, seconded by Mr. landreau and carried unanimously.
