REGULAR MEETING
CITY COUNCIL
January 21, 1964
The Regular Meeting . of the City Council . of the City of Cape. Canaveral,
Florida, convened at 700 P.M., on January 21, 1964 at the Temporary City Hall,
109 Buchanan Ave., Cape Canaveral, Florida.
City Officials present. were Eugene Jandreau - Mayor Pro Tem, Councilmens
F. L. Murphy,Jack Hurck, Wis. Eberwein, T. David Burns - City Attorney, Donna
J. Anderson - City Clerk.
The Meeting was called to Order by Mayor Pro Tom Jandreau,.in the absence
of Mayor Thum.
Mr. Murphy made a Motion that the Meeting be moved to the Fire Station,
at 120 Jackson Ave. The Nation was seconded by Mr. Eberwein and passed
unanimously and thereupon the Meeting recessed, leaving a Police Officer at the
City Hall to direct the Public to the Fire. Station.
The Noting reconvened at the Fire Station and wan called to Order by
Mayor Pro Tom Jandreau.
Mr. Murphy made a Motion that the Reading of the Minutes of the
Regular Meeting of January 7, 1964 and the Minutes of the Special Meeting for
Public Hearing of January 14, 1964, be waived. Mr. Eberwein seconded the
Motion and it was carried by majority vote with Mr. Murphy and Mr. Eberwein
voting in favor of the Motion and Hr..Hurck abstaining.
After reading the Treasury Report, Mr. Hurck made a Motion that the
Treasury Report be approved as read. Mr. Eberwein seconded the Motion and it was
approved unanimously.
OLD BUSINESS
1. ABC Ordinance - Amendment (2nd & Final Reading)
Mr. Murphy made a. Notion to 'fable the 2nd and Final Reading of the
Amendment to the ABC Ordinance. Mr. Hurck . seconded the Motion and it was
carried by unanimous vote,
2. Master Plan
Mayor Pro Tom Jandreau directed the Clerk to poet the proposed Zoning
Map on the Bulletin Board at the City Hall and the City Attorney gave first
reading in its entirety to Ordinance Hal 64 -1 entitled PAN 'ORDINANCE OF,THE
CITY OF CAPE CANAVERAL, FLORIDA SETTING FORTH AND PRESCRIBING THE BOUNDARIES
OF THE VARIOUS DISTRICTS CREATED FOR ZONING PURPOSES; AMENDING ORDINANCE NO.
11 -62 AS AMENDED; PROVIDING AN EFFECTIVE DATE."

Mr. Hurck made a Notion to approve first reading of the Ordinance. Mr.
Murphy seconded the Motion and it was approved unanimously. 2nd and Final
Reading to be on the Agenda of February 4, 1964.
3. Varaince Request - Integrity Construction Company
on a lotion by Mr. Murphy, seconded by Mr. Eberwein, the Council voted
unanimously to grant the Variance Request of a 251 set —back on Ridgewood Ave.
in lieu of the 501. requiresest.
NEW PU3INESS
1. Resolution No. 64 -2 - Sewerage Protect
The City Attorney read the Resolution and instructed the City Clerk to
mail certified copies of same to Hickory Spinners, Inc., Shuford Mille, Inc.,
Gables By— the —Sea, Inc., Cape Canaveral Utilities Corporation, Inc., And
Southern Gulf Utilities, Inc.,.
Hr. Muurphy made a Motion to adopt the Resolution. Mr. Hurck seconded the
Notion and the Resolution was adopted by unanimous vote of the Council.
The City Attorney then road a Resolution entitled eA RESOLUTION REPEALING
RESOLUTION NO. 30-62 ADOPTED BY THE CITY COUNCIL OF THE CITY OF CAPE CANAVERAL,
FLORinA ON THE 5th DAY OF NOVF.M95R 1963 APPOINTING THE CITY ENGINEERS Al AP-
PRAI3EHS FOR THE CITY OF CAPE CANAVERAL, FLORIDA TO PLACE A VALUATION UPON A
CERTAIN SEWER SYSTEM LOCATED ON PROPERTIES WITHIN THE CITY OF CAPE CANAVERAL,
FLORIDA, SAID PROPERTIES DESCRIP.ED AS SHUFORD HILLS PROPERTIES; PROVIDING AN
EFFECTIVE DATE. Mr. Hurck made a Notion to adopt the Resolution and Mr.
Eberwein seconded the Notion. The Council Adopted the Resolution by unanimous
vote.
2. City Hall Complex
Mr. Murphy made a Motion t o accept the plans submitted by Broleman & Rapp
and directed the City Attorney to enter into an agreement with same. The Notion
was seconded by Mr. Hurck and passed unanimously.
3. City Hall Protect — Appointment
Mr. Eberwein ' made a lotion to appoint Mr. Murphy to over —see the construction
of the new City Hall Complex. Mr. Murphy seconded the Motion and it was passed
unanimously.
4. City Flag Design
Mayor Pro Tem Jandreau showed some of the deslghs submitted and suggested
that a decision be delayed until additional designs have been submitted.
On a Motion by Mr. Murphy to adjourn, seconded by Mr. Hurck, and passed
