The Meeting was called to order by Mayor Thum.
Minutes of the Regular Meeting of July 16. 1963 wane read. A Notion
was Lade by Mr. Hussks seconded by Mr. Jsnd:aaus and passed urm dmouslY.
that the Minutes be approved.
Minutes of the special Meeting of July 19. 1963 were read. A Motion was
cede by Mr. Jarndrew, seceded by Mr. Murphy, and passed unwd musl,Y, that
the Minutes be approved.
1. Mayor Thum read a letter that the City Attorney had seat to Mr. Ralph
Butte. Disposal Service. lnc..:ayuesti>g an explanation as to wtSy certain contrao-
teal obligations under the Garbage Fmchise have not been fulfilled. After
a general discussion. it was agreed by the Council that they would meet with
Mr. Botts to discuss the prableca. -
2. Mr. Mono of Colambisd Plana SYubdivioion presented to the Council a
Bad in the smamt of 128.500.00 also a Final Plat of the Col abiad Plaza Sub-
division for Approval. A certificate from the City's h Zlmr stated that a
bond approved by the City Attorney in the mcount of 128.500.00 would be a euf-
ricient amount.
After examination of the Final Plat. a Notion was coda by t4. Hurck, seconded
by Mr. Azrphy and passed unanimously that the Mat be approved aubJect to the
City Attorrwyua approval a the Bond. Tie Final Mat was signed by the Mayor
and Attested by City Clerk.
3. Ordinance No. 1-62 -A was given its second and Final Heading. On a
Notion made by Hr. Husks seconded by Fir. Ra0w and passed unanlmoual,Y. Ordln-
ance No. 1-62 -A was adopted.
4. Mayor M=m read an Agreeeant to establish a Central Bravard Manning
Ommission. A gareral discussion Was hold with Mr. J. D. Wingfield, Regional.
Planner. A Motion was mode by Mr. Murphy. seconded by Mr. Hunk that this
item be tabled until the Council could check the cot which the Planning Council

operates under. Mr. Jandreau mdm�rded the Motion to table for one week to
allow the City Attorney to check this out, seconded by Mr. Murphy. Motion
and amendment passed urnnimusly.
5. Delinquent Occupational Worse After a general discussion a Motion
was made by Mr. Jandreau, seconded by Mr. Pberwain and passed by 2/3 of the
Council. (Mr. Murphy abstainmd)s that the Chief of Police be directed to collect
the delinquent license tax.
6. A reaxmended &46ot for ti* City or Cape Canaveral for the period of
October 1, 1963 to Septaoter 30, 1964 wan Lead. Mayor Thum stated a Public
HeaMng on the Budget would be held August 27e 1963s 7230 P.N. at City Hall,
T. Mr. Hotgs Building 7nnppeotor, presented to the Council a proposed reso-
lution for the adoption of the Southern Standard Building Cade, Building Permit
Pees, (to method of 2$ per Square Pbot, memurment to be taken on outside
perimeter of building), also trailer parka be ctuned at the rate of $7.00 per
space based on a valuation of $1, 000.00 per space{ the National Electric Cod*
and the Southem Standard Builders Plumbing Cade.

9. A letter from the Civic Association res vehicle traffic an the beaches,
a Motion we cads by Mr. Hook, seconded by Mr. Murphy and passed a animmly
that the City Attorney prepare an Ordinance prohibiting vehicle traffic on the
beaches.
10. A letter from the Civic Association ras truck traffic on SP-401.
Mr. Maok was asked to check this out and report.
11. Zoning Ordinance and related subjects was postponed by Mr. Hurck,
instead a report on roads was given. A proposal fros Owens. Hurdle a Quick. Sm.
for establishing centerllm Intersections, before the County can out the attests
through was presented. Oda proposal was for the sus of $200.00. A Motion was
redo by Mr. Murphy, seconded by W. Jendmou and passed unanimously that the
City accept the tip mal.
A second proposal to establish block comora at Lincoln Ave. and S&.401,
Lincoln Ave. and Palmetto. Avei,Lincoln Ave. and Orange Avei Buchanan Ave. and
Poinsettat fluclanan A". and Orange, for a sus of $200.00. On a Motion made by
Mr. Mutphyr an4 pus" urmd rously, the proposal, was accepted.
12. Mr. Mina pro crated to the Council a petition of 210 signatures,

petitioning for a library in the City of Cape Canaveral. Payor 'Berm read a
report on Me proposed library. also a.Resolution for the Council to adopt.
A general discussion was hold. A Motion was made by W.*M #W, seconded by
Mr. Jandreau and passed unanimously that this item be tabled for further study.
A Motion: was made by Mr. Jandreau, seconded by Mr. Murphy and passed

13. Mr. D. A. Anderson requested that the toed in front of the Storekeeper
