HomeMy WebLinkAboutMinutes 07-09-1963 Special• • 1EATS OF SPECIAL 1=1G JULY 9, 1963 A Special Meeting of the City Council of the City of Cape Canaveral was held at 7:30 P.M., July 9th, 1963, at the Temporary City Hall, 109 Buchanan Avenue, Cape Canaveral, Florida. City Officials Present were: Mayor Richard R. Thr m, William Pberwein, Jack Hurck, Eugene J. Jandreau, F. L. Murphy, City Clerk Shirley Jenkins and City Attorney, George Ritchie. Meeting was called to order by Mayor Thum. 1. The OASI Ordinance No. 17 -63, was given its second and final reading in its entirety. On a Motion made by Mr. Murphy, seconded by Mr. Jandreau and passed wm'd nously, the Ordinance was adopted. 2. Mr. tdurplyr save a report on the requirements of the Police Department. Mr. Irurphy questioned the purchase of the radio in the amount of $1,629.00, he further stated that he thought we were In violation of our City Charter, Article XVII, Section 10, paragraph 2, reads as follaes: "Ibrmal scaled bids shall be obtained an all transactions involving the expenditure of One Thousand Dollars ($1,000.00) or mere, and the transaction evidenced by written contract submitted to and approved by the Council. Detailed purchasing and contract procedure shall be estab- lished by ordinances. The Council may also authorize the making of public irgnrovenmts or the performing of any other civic work by a City Department or agency without competitive bidding ". Police Chief Winnett stated that the amount of $1,629.00 was the total of 5 items (Two Fre- quency Hay Station, Antenna, Side Mounting Kit, Poem Cable Assembly and Tiro Frequency Mobile unit for Police Car). After a general discussion was held, the City Attorney was asked to rule on this. Mr. Ritchie stated that all forrml bids should be obtained involving the expenditures of $1,000,00 but the Council may authorize expenditures over $1,000.00 ..without sealed bids, if it is considered by the Council that they are for public improvement. On a. Motion made by Mr, i,urphy, seconded by ... Mr. Jandreau and passed unanimously, the budget for the Police Depart- ment was accepted. R MES! The next item of business was a Resolution recognizing the existence and operation of the City of Cape Canaveral Chamber of Commerce. On a Vbtion made., by Mr.'Hurck, seconded by Mr. Jandreau and passed unanimously Resolution No. 35-63, was adopted, RESOLMON,NO. 35-63 A. RESOUNION RECOONIZING THE M=ANCE AND OPERATIO14 OF THE CITY OF CAPE CANAVERAL+ CHAMER OF WIT ERCE.. WHEREAS, the City of Cape Canaveral has heretofore not had a Chamber of Commerce, and WHEREAS, The City of Cape Canaveral, because of its unique location and proximity to this nation's space efforts, needs a Chamber of,C=nerce to aid the many visitors and tourists to fully appreciate this city's attributes, and WHEREAS, The City of Cape Canaveral Chanber of Commerce will enhance this city by bringing people to settle and trade in this area, and 14HEREAS, the City of Cape Canaveral has been informed that Jack G. Teaeeny has been elected President of the City of Cape Canaveral Chamber of Ccm erce. NCd, Tid•UTORE, be it resolved by the City Council of the City of Cape Canaveral, Florida, that the duly elected President, Jack G. Te,,7veny, be recognized as the President of the City of Cane Canaveral Chamber of Carmerce, and furthermore that the City of Cape Canaveral Chamber of Commerce be recognized and approved as this city's Chamber of Commerce with all rights and privileGes thereto appertaini.n C. • Minutes of Fpecial I.ectin;, July 9, 1963 PAGE 3 4. The last item of business was a request for variance of George la-ian. The minutes of the Zonis; Hoard's Regular Meeting of ' July 3, 1963,ware read. A Potion was made by Mr. Jandreau, seconded by Mr. 1•berwein to accept the Zoning Board's recommendations. Potion carried. The vote was 3 for (Mr. Jandreau, Mr. Eberwein and Mr. Murphy) and 1 against (Fir. Hurck. Recammndation of Zoning Board, extracted, from Minutes of June 26, and July 3, 1963, were as follows: "The variance was denied by the Zoning Board and the following recommendations were submitted to the City Council: 1. The job to be stopped and remain as is until the folloAnC steps can betaken. a. Exposed plumbing and wiring to be inspected before coverin; up. b. Septic Tank and Drain Field to be inspected by the Brevani County Health Department if there was any new work done. c. No Kitchens to be installed in the rne<v addition. d. Bathrooms may be finished. e. No additional electric . meter be installed on this building under the present building permit."
