Sec. 110-611.—Property containing both commercial and residential zoning district designations.
In the event that a parcel of real property located within the District contains both a commercial
and residential zoning district designation, the residential portion of the parcel may be developed in
accordance with either the applicable underlying zoning regulations or as an accessory use to the principal
commercial development on the commercial portion of the parcel. Accessory uses may include, but are
not limited to, restaurant/bar, recreational amenityies, boardwalk, sundries, and parking structure,
provided the city manager or his designee deems the accessory use is compatible with the principal use
and compatible with the surrounding properties. The city manager or his designee may impose, in
writing, reasonable safeguards and conditions on the approval of any development permit authorizing an
accessory use. Any violation of these safeguards and conditions shall be deemed a violation of the City
Code subject to the jurisdiction of the City's Code Enforcement Board and/or subject to the city manager's
authority to terminate or modify the safeguards and conditions of the accessory use in furtherance of the
compatibility requirements of this section and/or the public health, safety and welfare. Accessory uses
and structures shall be constructed or developed only after development of the principal use and shall
not become a use independent of the principal use. Further,the residential portion of the parcel shall not
be subdivided from the commercial portion so long as any such accessory use remains on the parcel.

Tracey Lynn Bagwell
Tracet was born on September 3, 1964 in Parkers-
burg, W. Virginia. She was a happy 8lb. 30z. Baby that
was a bundle of joy from the moment she was born. We
moved to Florida when she was 6 months old with her fa-
ther, Russel. Russ and I were divorced when Tracey was
3 years old, and by then she had a little brother, Todd.
She was like a little mother, always considered him her
responsibility, and even as an adult she was always there
for him. At age 11 with my marriage to Bill and her
adoption, we became the family unit that Tracey always
wanted, Brad and Susan being a part of her life.
As a teenager, she was a typical full-of-life, defiant,
and still so loving girl. She became a mother at the age of
19. From the moment she became a mother, she was the
most caring, loving parent to Chanel.
Tracey worked 3 jobs at various times to support
her and her daughter. When we would baby sit for her,
no matter what time she got off work from her job, she
would pick up her baby and take her home to bed. Al-
ways, no matter how tired she was, she made time for
Chanel.
Chanel was Tracey's life, and her friend. Through
the 12 years is took her to get her degree in psychology,
she always placed Chanel as her top priority. She did
have good family support from her grandparents and sib-
lings. Tracey was such a good, moral person, with a kind
heart and compassion for everything and everybody.
She was the core of our family, and she will be
greatly missed. As her mother, I feel the world has been
deprived of one of the best daughters, friend or sister that
anyone could ask for. My only consolation is the wonder-
ful daughter she left behind in her image, our darling
Chanel. To her father Bill, she will always be his co-pilot
in the clouds with him. To her father Russ, she will al-
ways be that beautiful little girl with the blond hair and
green eyes that adored him.
