HomeMy WebLinkAboutMinutes 03-24-15CULTURE AND LEISURE SERVICES BOARD MEETING MINUTES March 24, 2015 A Meeting of the Culture and Leisure Services Board was held on March 24, 2015, at the Cape Canaveral Public Library, 201 Polk Avenue, Cape Canaveral, Florida. The meeting was called to Order at 5:30 p.m. by Chairperson Gene Petre. The City Clerk called the roll. MEMBERS PRESENT Gene Petre Chairperson Doug Raymond Vice Chairperson John Dattilo Barry Schoenholz Marlene Woodside Maureen Michel Mickie Kellum OTHERS PRESENT Gustavo Vergara Angela Apperson Leisure Services Director City Clerk PUBLIC PARTICIPATION: Ray Osborne explained the activities of Friends of Friendship Park, a not -tiff -profit company, working to acquire property south of Sun Seed Co -Op and develop Cultural Tourism. Discussion included the Company's crowd funding efforts, their activities to hire a grant writer, possible activities/amenities on the site, a fundraiser entitled "Sunset Celebration", which is scheduled for April 19th at the home of John Porter; the need to survey the Community; that Mr. Osborne is working with Economic Development Director Todd Morley, Community Development Director Dave Dickey and Leisure Services Director Vergara; fundraising via a "Buy a Brick" program; that there are many squirrels on the property in question; whether the Park would be privately owned and opportunity for individuals to join the Company's Board of Advisors. Suzanne Elliott related the Company's desire for a park with natural elements which will focus on the history of the site. ACTION/DISCUSSION ITEMS: 1. Approval of Meetin2 Minutes — January 27. 2015: Mr. Petre inquired if there were any corrections needed to the Minutes. Board Members indicated none were needed. Motion by Mr. Schoenholz, seconded by Ms. Michel, to approve Meeting Minutes of January 27, 2015. The motion carried unanimously. Culture and Leisure Services Board March 24, 2015 Meeting Page 2 of 3 2. Staff Reports: Mr. Vergara explained the Beach Vending Request for Proposals are due April 2nd. He noted there should be no vendors on the beach at this time and if Board Members see these activities they should report them to the Brevard County Sheriffs Office. Mr. Vergara explained the City Council will decide whether one or two vendors will be granted franchises. Mr. Schoenholz advocated for two vendors, as he felt it would keep the prices competitive. Mr. Vergara congratulated Molly Thomas on her appointment to the Brevard Historical Commission. He explained Ms. Thomas has a degree in Anthropology and has volunteered on many historical projects in the County. Mr. Vergara provided detailed information about the meetings listed on the Staff Report. Discussion about the Student Art Show included what appeared to be a reduced participation in the Show and ways to increase participation for next year. Mr. Vergara committed to sending participation statistics to Mr. Raymond and taking steps to increase participation. Mr. Petre thanked Mr. Vergara for his Report. OLD BUSINESS: • Manatee Sanctuary Park Walking Trail - Mr. Schoenholz expressed concern that there was an area where roots seem to be emerging in the Trail. Mr. Vergara indicated he would look into the matter. Ms. Woodside noted the use of the Trail has increased. • Update regarding security and vandalism at the parks. Mr. Vergara relayed foliner issues and indicated there have been no recent issues. • Dogs on the Beach - Mr. Vergara reported the concerns to Brevard County Sheriffs Office. Mr. Raymond encouraged more patrolling during times of heavy usage. NEW BUSINESS: • Acquisition of Cherie Down Park - Mr. Vergara provided an update as to the contract negotiations with Brevard County, owner of one-half of the Park and the need to have a long term lease with Brevard County School Board, owner of the other half of the Park. Board Members indicated they have received complaints about the condition of the Park. Mr. Petre introduced Ms. Apperson and asked her to explain her job duties with the City. Ms. Apperson explained the duties of the City Clerk and the City Clerk's Office. • Mr. Vergara explained expected activities at Founders Day, March 28`1', and invited all Board Members to attend. He thanked Mr. Petre for coordinating the 1 st Annual Horseshoe Tournament. Mr. Petre reminded Members that the next meeting of the Culture and Leisure Services Board is Tuesday, May 26, 2015.
