SPECIAL WORKSHOP MEETING
JANUARY 18, 1992
A Special Workshop Meeting of the Cape Canaveral City Council
was held on December 18, 1992, at the City Hall Annex, 111 Polk
Avenue, Cape Canaveral, Florida. The meeting was called to
order at 9:00 A.M. by Mayor Joy Salamone.

1. RFP 91-12, Interview of Engineering Firms for Evaluation of
Preliminary Engineering Report on Wastewater Treatment
Plant Expansion/Modification and Reclaim Water Reuse System
Dyer, Riddle, Mills & Precourt, Inc. - Mr. John Frazier, Mr.
John Vogt, Mr. Ron Ferlin, and Mr. Harold Nance presented their
firm's proposal and answered questions from the committee.
After a scheduled break, the meeting was reconvened at 10: 15
A.M.
Hartman & Associates, Inc. - Mr. Mark Ryan, Mr. Hal Smith, and
Mr. Gerry Hartman presented their firm's proposal and answered
questions from the committee.
The meeting was adjourned for lunch and was reconvened at 12:45
P.M.
Professional Engineering Consultants, Inc. (PEC) Mr. Ken Hooper
and Mr. Art Austin reviewed their proposal and answered
questions from both the committee and Council Members.

After a scheduled break, the meeting was reconvened at 2: 15 P.M.
Bussen-Mayer Engineering Group, Inc: /Sheffield Engineering - Mr.
Joe Mayer, Mr. John Dunninghoff, and Mr. Mickey Sheffield
presented their proposal and answered questions of the committee
and Council Members.
After a scheduled break, the meeting was reconvened at 3:30 P.M.
Masteller, Moler & Mayfield, Inc. - Mr. Earl Masteller, Mr. Chip
Swindell and Ms. Wendy Masteller presented their proposal. In
response from a question, Mr. Swindell explained that he and Ms.
Masteller were representing the firm of Post-Buckley. Mr.
Swindell gave a slide presentation on constructed wetlands.

After a brief recess, Mayor Salamone asked the members of the
committee and the Council to individually rank the firms.
Discussion followed.
The ranking of the firms by the committee was as follows:
1. Dyer, Riddle, Mills & Precourt, Inc.
2. Hartman & Associates, Inc.
3. Masteller, Moler & Mayfield, Inc.
4. PEC, Inc.
5. Bussen-Mayer/Sheffield Engineering
The final ranking by the City Council was as follows:
1. Dyer, Riddle, Mills & Precourt, Inc.
2. Hartman & Associates, Inc.
4. PEC, Inc.
4. Bussen-Mayer/Sheffield Engineering
5. Masteller, Moler & Mayfield, Inc.
Mayor Salamone requested that the staff contact Dyer, Riddle,
Mills & Precourt, Inc. , and requested that they be in
attendance at the Regular Council Meeting on January 21, 1992,
to begin negotiations.
The Special Workshop Meeting was adjourned at 5:15 P.M.
