CITY COUNCIL
WORKSHOP MEETING
JANUARY 30, 1992
A Workshop Meeting of the Cape Canaveral City Council was held
on January 30, 1992, at the City Hall Annex, 111 Polk Avenue,
Cape Canaveral, Florida. The meeting was called to order at
7 : 33 P.M. by Council Member Ann Thurm.
Members Present
Andy Kedzierski Council Member
Rocky Randels Council Member
Mayor Pro Tem John Porter was out of town and Mayor Salamone
arrived later in the meeting.

Jim Woodman City Attorney
Jan Leeser City Clerk
1 . Presentation of 1990-91 Annual Audit Report
Mrs. Thurm introduced Mr. Tom Kirk of the auditing firm of
Hoyman, Dobson and Company. Mr. Kirk presented the Council
members with their copy of the Annual Audit Report and explained
that he would be present at the Regular Council Meeting on
Tuesday for the formal presentation.
2. Washington Avenue Master Pump Station
3. Manhole Rehab Engineering Recommendation
Mr. Scott Spooner, of Briley, Wild and Associates, and Public
Works Director Joseph Abbott, were in attendance and answered
the Council members ' questions on these two items. Mr. Abbott
and Mr. Spooner will continue researching these matters and
report back to Council .
Mayor Salamone arrived at the meeting at 8: 10 p.m. and assumed
the Chair.
4 . Discussion Re: Contract with Professional Plant Operations,
Inc.
Mr. Ray Hanson reviewed the proposed contract with the Council . +

5. Resolution No. 92-2 Agreement with Dyer, Riddle, Mills and
Precourt, Inc. , for Evaluation of Preliminary Engineering
Report on Wastewater Treatment Plant Expansion/Modification
and Reclaim Water Reuse System.

6. Discussion Re : City Manager 's Performance Evaluation

7. Discussion Re : Bid No. 91-09, Sale of Surplus City
Equipment, Abandoned Motor Vehicles
Mr. Spenik advised that, according to the City Charter, the
Council accept the results of this bid. Agenda this item for

10. City Manager ' s Report
Mr. Spenik reported on the problems with the landscaping project
at the ballpark and noted that there were several change orders
that needed to be approved.

DISCUSSION
Mr. Randels reported on his attendance at Karen Andreas ' Town
Meeting.
Mrs. Thurm reported on the first Brevard County Erosion Control
Advisory Committee Meeting that she had attended.
Mrs. Thurm further reported on the Historical House located by
the post office.
There being no further business, the Workshop Meeting was
adjourned at 9 : 10 P.M.
