August 11 , 1992, at the City Hall Annex, 111 Polk Avenue, Cape Canaveral, Florida. The meeting was called to order at 7 : 31 P.M. by Mayor Salamone. Discussion Re : Proposed Annual Budget for FY 1992-93. Special Revenue Funds: Public Works Director - Beautification Mr. Abbott reviewed the expenditures included in the Beautification Department budget. He explained that the budget included contracting beautification services ( landscape maintenance, chemical spraying, and tree trimming ) to an outside contractor at an approximate cost of $65,000. He stated that irrigation maintenance and ballpark maintenance was not included in the contract services. He explained that there was $60, 880 included in the department 's contingency to cover any costs not included in the proposed contract for landscaping services. Mr. Randels questioned what happened to the employeescurrently under the Beautification Department. Mr. Abbott explained that two ( 2) of the individuals would be absorbed within the Public Works Department and the other two ( 2) positions were questionable. There was further discussion regarding the potential cost for contracting the duties of the Beautification Department ( lot mowing, fertilization, tree trimming ) to an outside contractor. There was further discussion regarding the privatization of the City 's lot mowing and landscape maintenance needs. Mayor Salamone stated that she had a problem regarding the Contingency amount ( $60,880) included in the Beautification Department budget. She spoke in favor of a 5% decrease in the Beautification taxto a rate of . 4582 which would generate $7 ,500. , There was extensive discussion regarding the contingency amount and the reduction of the beautification tax. Fund Capital Improvements Fund Five Year Capital Improvements General Fund • City of Cape Canaveral, Florida Special Workshop Meeting August 11, 1992 Page 2 Mr. Spenik and Mr. Boucher reviewed the proposedosed budgetsets of the aforementioned funds for fiscalyear 92/93. Mayor Salamone suggested deleting all capital improvements proposed in the budget and explained her reasons for same. There was further discussion regarding each of the capital improvements proposed in each departments ' budget. Mr. Spenik explained that there were items that were unfunded. He stated that he had received a telephone call from the owner of the property (two lots) between Recreation Department and City Hall who was interested in negotiating a sale with the City. Council agreed to research the matter further. Mrs. Thurm stated that the fire hydrant requested by the Fire Department for the entrance to the South Gate Trailer Park was needed. Mayor Salamone felt that the cost of the hydrant should be taken from the Contingency Fund rather than the Capital Improvement budget. Mr. Spenik explained that the City of Cocoa owned the water and that Cape Canaveral was paying for the installation of the hydrants and then renting them from the City of Cocoa. He stated that this matter would be investigated further. Mr. Randels stated that the previously proposed utility tax increase of 1 . 5% amounted to a very insignificant amount. There was further discussion regarding the utility tax. Mr. Boucher stated that the budget included a 2.8% COLA increase which would amount to $15, 000 and the annual merit increase for employees amounted to a total of $10,000. Mr. Randels stated in regards to the Snyder vs. Brevard County lawsuit that two ( 2) influential groups had sided with Brevard County: 1, 000 Friends of Florida and the Homebuilders Association of Florida. Mayor Salamone stated that the budget would now be prepared with the requested changes for presentation to the public at the first public hearing scheduled for September 3, 1992. c=- 1..)--1,±i) Faith G.
