HomeMy WebLinkAboutMinutes 08-13-1992 Workshop n o CITY COUNCIL WORKSHOP MEETING August 13, 1992 A Workshop Meeting of the Cape Canaveral City Council was held on August 13 1992, at the City Hall Annex, 111 Polk Avenue, Cape Canaveral, Florida. The meeting was called to order at 7 : 30 P.M. by Mayor Salamone. ROLL CALL: Mayor Joy Salamone Present Mayor Pro Tem John Porter Present Councilmember Andy Kedzierski Present . Councilmember Rocky Randels Present Councilmember Ann Thurm Present City Manager Edward Spenik Present City Attorney John Kancilia Present Acting Deputy City Clerk Sharon Hoover Present BUSINESS: 1 . Projections and schedules regarding use of Internal Improvement Trust Funds for Sewer Plant Expansion/Modification: Mr. Spenik presented an overview of items necessary to meet the Department of Environmental Regulations (DER) and the Environmental Protection Agency (EPA) deadlines for the expansion/modification of the City's sewer plant. He stressed the importance of having all relevant plans in place to enable the City to proceed with the project upon DER approval. Mr. Spenik briefly discussed the City's relationship with the Port in this matter, including whether or not the Port should be treated as a wholesale customer with the City billing for services and maintenance. Mr. Spenik also stated that the Council should consider a decision regarding the Internal Improvement Trust Fund' ( IITF) Land adjacent to the City and the Port. A. Mr. Mitch Owens of William R. Hough & Company discussed in detail the contract presented to Council which explained the financial services to be provided by his firm. He explained that the contract would only be paid in the event that Bonds were financed and that the contract included the subject fees involved. Mr. Owens emphasized that it was important that his firm be brought on board early so they could work as a team with the financial consultants and the engineering team. He explained that the City could be presented with three or four options from the engineering consultant and his company could then possibly provide three or four methods of financing for each option. He stressed that they would work with staff on a daily basis to come up with the best possible financing. Mr. Owens answered in detail several questions concerning the contract. He also expressed that it was important that the City move ahead with their expansion plans while rates were down. B. Mr. John Kancilia requested Council approval to interview three ( 3) Bond Counsel firms and make recommendations for same. Council agreed with Mr. Kancilia 's plan. C . Mr. Michael Burton, Financial Consultant with Burton & Associates, explained that the proposed contract contained a three ( 3) phase Project Work Plan and Cost Estimate. Mr. Burton also stressed the necessity of having a team of consultants working together on the sewer plans from the beginning. Mr. Spenik advised that the PP Port had been approached with this idea and was very receptive. A five-minute break was taken at this time, after which the meeting reconvened. D. Mr. Dan Click , of Post, Buckley , Schuh & Jernigan, reviewed the engineering services that would be required and advised that his firm would be competing for both engineering RFP's that were being formulated. Mayor Salamone asked Mr. Click 's opinion of the land between the City and the Port for stormwater purposes . Mr. Click stated that he believed that the potential existed for a joint solution for both the Port's and the City's needs for the property. E. Mr. Don Arabian presented his opinion that the "window of opportunity" to acquire the 36 acres near the Port was closing. Mr. Arabian presented a letter that he had drafted requesting that the State grant the land to Cape Canaveral . He requested that the letter be signed by the Mayor and forwarded to the State. Mr. Kancilia would review the letter further and give his opinion on the contents. A discussion followed concerning the acquisition of . and the use of the subject land. F . Mrs. Thurm asked Mr. Click what was presented to DER. A discussion followed concerning the information that was presented to DER by Post, Buckley. Mr. Click advised that indications were that DER was favorably inclined to accept the basic concept that had been submitted.
