HomeMy WebLinkAboutMinutes 08-27-1992 Workshop CITY COUNCIL WORKSHOP MEETING AUGUST 27, 1992 A Workshop Meeting of the Cape Canaveral City Council was held on August 27, 1992, at the City Hall Annex, 111 Polk Avenue, Cape Canaveral, Florida. The meeting was called to order at 7 : 30 P.M. by Mayor Salamone. ROLL CALL: Mayor Joy Salamone Present Mayor Pro Tem John Porter Absent Councilmember Andy Kedzierski Present Councilmember Rocky ,Randels Present Councilmember Ann Thurm Present City Manager Edward Spenik Absent City Attorney John Kancilia Absent Deputy City Clerk (Acting) Sharon Hoover Present PRESENTATIONS: 1 . Presentation by Hoyman, Dobson & Company: regarding Building Department audit findings. Agenda this item for Tuesday. 2. Presentation , by , Buck Buchanan, Canaveral SPort Authority Chairman, and Olsen Engineering regarding Sand Renourishment. Project. Agenda this item for Tuesday. BUSINESS : 1 . Discussion Re : International Sporting Competition - September 26, 1992. Mr. Kedzierski introduced Mr. Mark Gurley who proposed having an International Kick Boxing Competition in conjunction with Cape Sierra and the Beach Inn. Some of the proceeds will be donated to local charities. Mr. Gurley explained that his organization hoped to have a series of three ( 3) boxing competitions in Cape Canaveral to be held at the Cape Sierra parking lot on September 26, 1992, February 6, 1993 and May 8, 1993. Mr. Gurley stated that a contract had been signed with Cable Sports Network to provide T.V. coverage. He introduced his attorney, Mr. Mark Peters, who explained the logistics of the -event. Mayor Salamone asked Mr. Jim Morgan if he foresaw any problems concerning the event. Mr. Morgan discussed the fees involved and advised that special insurance would be required. Mayor Salamone requested that Mr. Peters furnish City Attorney, Mr. John Kancilia, with the insurance papers for review prior to the September 1st Council Meeting. Mr. Peters discussed in detail how the parking for the event would be handled. Agenda this item for Tuesday. A discussion was held regarding Chapter 729 of the Code of Ordinances which covered outside concerts , festivals or entertainment. Mr. Kedzierski stated that, it was written primarily to cover musical events . It was suggested that the Chapter be revised to cover all public events including sports events. Discussion Re : Appointment of City representative to Keep Brevard Beautiful . Mr. Randels volunteered to represent the City at the Keep Brevard Beautiful meetings. Agenda this item for Tuesday. 3 . Discussion Re : Florida Historical Society letter regarding Roesch House in Melbourne, Fl . Mrs. Thurm advised that it was too late to respond by the August 25 deadline . 4 . Discussion Re : Reappointment of Planning & Zoning Board Member. Agenda this item for Tuesday. 5. Discussion Re : Bid No. 92-03, Lot Mowing. Agenda this item for Tuesday. 6 . Discussion Re : Bid No, 92-04, Landscape Maintenance of City- Owned Property. Agenda this item for Tuesday. 7. Monthly Activity Reports . Agenda this item for Tuesday. 8. City Manager's Report. Agenda this item for Tuesday. DISCUSSION: 1 . Mayor Salamone stated that Mountasia Fantasy Golf had requested permission to have a Labor Day MDA Fundraiser. Agenda this item for Tuesday. 2. Mayor Salamone stated that she had been asked by the Historical Society if any more had been done regarding the house in Cape Canaveral. Mr. Morgan stated that he had worked on the project in the past, but had not completed it and he would continue to work on same. 3 . Mr. Randels explained that the City pays for the installation of fire hydrants and rents them from the City of Cocoa on an annual basis. Cocoa advised that the hydrants were normally painted every three years and tested twice a year. Mr. Randels suggested that should any hydrants require painting an official letter of request be written. 4 . Mayor Salamone advised that a citizen had written a letter praising Western Waste, particularly regarding recycling . 5. Mr. Randels questioned the cost of the use of chemicals at the wastewater treatment plant. Mr. Kedzierski suggested that Mr. Randels talk with Mr. Abbott regarding this subject . 6. Mr. Randels discussed the fact that Congressman Bacchus was making an effort to have the Census taken this year replace the 1990 census figures. Mayor Salamone stated that paperwork had been submitted supporting Congressman Bacchus ' efforts. 1 A Q.) City of Cape Canaveral, Florida Workshop Meeting - August 27, 1992 Page 3 7. Mrs. Thurm discussed the information she had obtained while attending the Brevard County Erosion Control Advisory Board meeting. She felt that all the agencies working on the Brevard County shoreline problems were at last coordinating their efforts. Mrs. Thurm stated that the Army Corps of Engineers would be doing a feasibility study from September, 1992 thru September, 1995 at an estimated cost of $1 , 136,000. 00. A lengthy discussion followed regarding funding, including possible taxation, for erosion control. 8 . Mayor Salamone stated that an account had been opened at all the First Union Banks in Brevard County where citizens could donate : to the Hurricane Andrew relief fund. Mayor Salamone stated she had received a telephone call from the Sheriff 's Department requesting that two policemen from all areas be available to go to South Florida to help. Mayor Salamone relayed that she had pledged support. She urged all citizens to do whatever they could to help the hurricane victims . 9 . Mr. Don Arabian requested that acquisition of the state land be place on Tuesday 's agenda. Mayor Salamone stated that Council I could not support his position unless they could get the same information from the appropriate agencies that Mr. Arabian stated he had received. Mr. Arabian stated that his contacts indicated i that the City should officially request the land. Mr. Arabian would have someone call Mayor Salamone regarding the land. Mr. Morgan stated that he would also give the Mayor the name of an individual who could be helpful in this matter. 10. Mr. Fred Fishback, representing the businesses of Cape Canaveral, requested that City businesses be given an opportunity to bid on City projects . The Council agreed that perference should be given to Cape Canaveral businesses. A discussion followed regarding the best. method of compiling a useful bid list of City businesses. Mayor Salamone suggested that perhaps the occupational licenses could be grouped by occupation for bid list purposes . 11. Mayor Salamone asked if it would be possible to put together a step-by-step guideline outlining what codes must be met in order to open a new business. Mr. Morgan stated that he felt this would be a possibility and would check with other cities to get samples of such a handout. There being no further business, the meeting adjourned at 8 :47 P.M.
