SPECIAL WORKSHOP MEETING
JANUARY 24, 1991
A Special Workshop Meeting of the Cape Canaveral City Council
was held on January 24, 1991 at the City Hall Annex, 111 Polk
Avenue, Cape Canaveral, Florida. The meeting was called to
order at 7 : 33 P.M. by Mayor Joy Salamone.

1 . Discussion Re: Garbage/Trash/Recycling Collection
Mayor Salamone turned the floor over to Mr. Jim Gillean, General
Manager of Western Waste Industries . Mr. Gillean noted that the
major issue Council would be facing in the near future would be
the State 's requirement for separate garbage and trash
collection which is mandated to be in place by January 1, 1992 .
Mr. Gillean explained that the City will have to decided how
many weekly collections there will be . He advised that it costs
approximately 40% more for an additional day of pickup. Mr.
Gillean further noted that the City may want to consider curb-
side pickup, which would render a savings of 20-30%.
Mr. Gillean explained that his company would be doing a three
month trial in the unincorporated area of Brevard County. He
noted that Brevard County would be chipping the yard trash for
utilization as mulch; that they had discussed composting but
that process was more expensive and the market for compost was
uncertain. Mr. Gillean will report back to Council at the end
of the County trial period . :
Mr. Gillean reported that the recycling program was going well
but noted that it was his opinion 15-20% of the aluminum cans
were being pilfered prior to pickup . Mr. Spenik displayed a
sticker that he said would be placed on the commercial recycling
containers warning that it was a violation to take the cans .
It was noted that nearly all multi-family units in the City were
participating in the program, with the exception of Atlantic
Gardens .
Mr. Gillean reported that he was ready to initiate the commer-
cial recycling program and that cardboard should be the first
item to be recycled. He noted that it would be broken down,
tied in bundles and placed curbside for pickup. He also noted
that the market for cardboard, with East Coast Paper, was good .
Mr. Gillean noted that after the cardboard recycling was in
place, representatives of his company will meet with the commer-
cial establishments on an individual basis to determine what
their other recycling needs are. It was the consensus of the
Council to initiate the cardboard recycling the same time as the
County.

Mr. Gillean reported that the City had received $7, 393. 00 so far
for their recycled materials . He further noted that the County
had experienced a 13. 86% reduction in the landfill .
Mr. Gillean reported on the amount of items the City had saved
in their first year of recycling.
Discussion was held on the problem of the dumpster enclosures
being too small and the need to continue educating the public on
the recycling . Discussion was also held on the problem of trash
on vacant lots .
There being no further business, the Special Workshop Meeting
was adjourned at 8: 55 P.M.
