CITY COUNCIL
WORKSHOP MEETING
MARCH 14, 1991
A Workshop Meeting of the Cape Canaveral City Council was held
on March 14, 1991, at the Cape Canaveral Library, 7400 Poinsetta
Avenue, Cape Canaveral , Florida. The meeting was called to
order at 7 : 30 P.M. by Mayor Joy Salamone .

At this time Mr. Porter thanked Mayor Joy Salamone , and the
members of her committee, for their efforts in the recently held
Patriot ' s Day Parade .
1 . Discussion Re: Concerns of Harbor Heights. Property Owners
Mr. Spenik reviewed his recommendations for Harbor Heights, a
copy of which is attached hereto and made a part hereof by
reference. He noted that the improvements would take approxi-
mately 16-18 weeks to complete. Mr. Spenik further explained
that the construction of the Dune Crossover could be financed
with funds from a State Grant. Discussion followed , with
several members of the audience asking questions of Mr. Spenik.
It was pointed out that speed bumps and parking decals could not
be used . Discussion continued on the proposed pedestrian/bike
crosswalk and stop signs inthe middle of the 300 block.

At this - time Mayor Salamone called 'for a five-minute recess.
The meeting was reconvened at 8:05 P.M.
2. Presentation by Consultants for High Speed Rail and Utility
Corridor between Orlando Airport and Port Canaveral
Mr. Spenik introduced Mr . Bill Bancroft, Deputy Executive
Director for Canaveral Port Authority; and, Mr. Richard
Lambroia, Director of Engineering for the Port. Mr. Bancroft
explained that he and Mr. Lambroia would be giving - the presen-
tation instead of the consultants.
Mr. Bancroft explained thatit was necessary to start planning
now for needs 10-12 years in the future . Mr. Lambroia presented
a slide program on the proposed corridor. Mr. Lambroia and Mr.
Bancroft fielded questions by members of the audience, several
from Merritt Island and Cocoa who would be directly affected by
one of the proposed routes. It was pointed out by Mr. Bancroft
that a Corridor Authority would probably be established to
regulate the corridor. Discussion continued .
Mr. Porter voiced the opinion that there were a lot of questions
that needed to be cleared: up and requested ' a Resolution be
placed on Tuesday's agenda.

Mayor Salamone called for a five-minute recess . The- meeting was
reconvened at 9 : 10 P.M.
3. Discussion Re : Preliminary Approval,roval, Hidden Bay RPUD
Mayor Salamone advised that the developerhad requested this
item be pulled from the agenda.
4 . Discussion Re : Adoption of Brevard County Taxicab
Regulations
Mr. Gary Phillips, of Yellow Cab, addressed Council and
requested that the City adopt an ordinance similar to the one
recently adopted by Brevard- County to regulate the operation of
taxicabs in the City. Discussion followed . Mr. Spenik noted
that the- proposed ordinance would be enforced by the Sheriff 's
Department and Code Enforcement.
Mr. Spenik and the City Attorney will work on a proposed
ordinance. Agenda this item for the next Workshop Meeting.
5. Resolution No. 91-12 Supporting Beverage Container Deposit
Legislation (Bottle Bill) _.
Mayor Salamone requested this item be placed on the agenda for
Tuesday.
6 . Discussion Re : Authorization to Sell Used Microfilm Reader
Printer to City of Indialantic
Mr. Spenik advised that the City had purchased a new reader-
printer and that the City of Indialantic had offered to purchase
the used equipment for $200. 00. Discussion followed .

7 . Discussion Re : Beautification Board 's "Adopt-A-Tree
Program"
Mr. Spenik advised that the Beautification Board had voted to
implement an "Adopt-A-Tree Program" whereby citizens could
remember loved ones by purchasing a tree to be planted on City
property with a bronze memorial plaque . He noted the tree would
be maintained by the City. He explained that the cost was
$130. 00 for the plaque, $20. 00 for the cement to mount the
plaque , and $75. 00 for the tree ( $225. 00 total ) . Mayor Salamone
voiced her objection to the brass plaques being placed by the
trees . Discussion followed .

8. Monthly Departmental Reports .
Mr.. Porter recapped the Sheriff and Fire Department 's reports .
Mr. Spenik advised that the other items in the packets were for
informational purposes, and agenda action only if Council so
desired . Mayor Salamone requested that the Bicycle/Pedestrian
Advisory Committee be placed on the Tuesday agenda.
9. City Manager 's Report
Mr. Spenik advised that he had received a request from Mr. Lynn
West to offer helicopter rides from Cape Sierra during the
Easter Weekend Surfing Festival .' Mr. West addressed Council on
the matter. Agenda this item for Tuesday.

DISCUSSION
Mr. Fred DiStasio requested that an item be placed on the next
workshop. agenda regarding Beautification and Code Enforcement of
Private Property. .Mayor Salamone advised Mr . DiStasio his item
would be on the agenda.
There being no further business, the meeting was adjourned at
10: 00 P.M.

RE: SAFETY AND CONTROL ISSUES AT HARBOR HEIGHTS
SUBDIVISION
The enclosed would be a recommendation to satisfy the
concerns of all the residents who attended the public
workshop.
There are two types of concerns, control or safety
recommendation. I would recommend the following:
CONTROL RECOMMENDATIONS
I. Information Sign at entrance - "Deadend Street,
No Restrooms , ( and ) Jetty Park , A Public
Facility ( 1) Mile North" .
I
I . Bike Rack: Ridgewood Avenue for bikers in the
neighborhood who wish to bike. . .and lock rack.
III. Parking Spaces:
A. Ten ( 10 ) parking spaces to be straight-in
parking with improved base and grade , and
cleared for improved vision.
B. One ( 1 ) parking space for "Loading Zone"
( 15-MINUTE MAXIMUM) .
C. One ( 1 ) parking space for "Handicapped
Parking" .
D. - Nine (9 ) "Residential" parking spaces.

east of " ( 4 )-Way Stop" . . . a 10 foot yellow/black
" Bike/Pedestrian Crosswalk" for pedestrian
traffic and bikers with " ( 2 )-Way Stop" signs. •
IV. Dune crosswalk over sensitive dunes , high off
the ground for safety.
