HomeMy WebLinkAboutMinutes 04-11-1991 Workshop 0 0 CITY COUNCIL WORKSHOP MEETING APRIL 11, 1991 A Workshop Meeting of the Cape Canaveral City Council was held on April 11 , 1991 , at the City Hall Annex, 111 Polk Avenue, Cape Canaveral , Florida. The meeting was called to order at 7 : 30 P.M. by Mayor Pro Tem John Porter. Members Present John Porter Mayor Pro Tem Andy Kedzierski Council Member Ann Thurm Council Member Rocky Randels Council Member Others Present Jim Woodman Deputy City Attorney Jan Leeser City Clerk Members Absent Joy Salamone Mayor 1 . Ordinance No. 5-91 Establishing Chapter 670, Discharge of Waters and Wastes into City Sewer System (First Reading and Public Hearing on 4-16-91 ) Mr. Scott Spooner, of Briley, Wild and Associates, reviewed the changes to the proposed Ordinance for Council. Ms . Thurm stated that she would like Mr. Hanson, of PPO, to review the Ordinance prior to Final Reading. Discussion followed . Agenda this item for First Reading on Tuesday. 2. Ordinance No. 6-91 Revising LDR Chapter 535, Sewer Impact Fees (First Reading and Public Hearing on 4-16-91 ) Mr. Spooner reviewed the revisions to the proposed Ordinance . Discussion followed . Agenda this item for First Reading on Tuesday. Mayor Salamone arrived at the meeting at this time. 3 . Ordinance No. 7-91 Amending Code Chapter 617, Electrical Code, by adopting 1990 Edition of National Electrical Code (First Reading and Public Hearing on 4-16-91 ) Mr. Kedzierski pointed out that this was a housekeeping item to update the code. Agenda this item for Tuesday. 4. Resolution No 91-18 Requesting Brevard County Separate the Issues for the Referendum Vote on the Proposed One-Cent Sales Tax Agenda this item for Tuesday. 5. Discussion Re : Amending Agreement with City Attorney Mr. Woodman distributed a proposed contract and explained that it called for the City Attorney to attend the 24 regular meet- ings of the City Council for a retainer of $12, 000.00. Other services, including litigation, would be billed at $75. 00 per hour. Mayor Salamone noted Special City Council meetings would need to be addressed . Discussion followed . City Council Workshop Meeting April 11, 1991 Page 1 of 2 0 It was pointed out that the proposed contract did not call for the attorney to attend the advisory board meetings; however, if his attendance was required at certain meetings it would be billed at the rate of $75. 00 an hour. The Chairman, and some members of the' Code Enforcement Board , noted it was their under- standing that State Statutes required legal counsel - at the Code Enforcement Board . Mr. Lamar Russell , Chairman of the Planning and Zoning Board , requested an attorney be present at their meetings . Mrs . Thurm voiced the opinion that an attorney should also be present at the Zoning Board of Adjustment meetings. It was suggested that all members of Council be provided with a copy of the attorney' s billing for the past two months for review. " Discussion continued . This item will be placed on the agenda for the next Workshop Meeting. 6. Monthly Departmental Reports 7. City Manager 's Report Because of the absence of the City Manager, Mayor Salamone requested that these two items be placed on the , agenda for Tuesday. DISCUSSION Ms . Judy Randels , Chairman of the Beautification Board, addressed Council on the colors used at the newly constructed Jungle Village. Discussion followed .
