HomeMy WebLinkAboutMinutes 05-16-1991 Workshop =_ 0 0 CITY COUNCIL WORKSHOP MEETING MAY 16, 1991 A Workshop Meeting of the Cape Canaveral City Council was held on May 16, 1991, at the City Hall Annex, 111 Polk Avenue, Cape Canaveral , Florida. The meeting was called to order at 7: 32 P.M. by Mayor Joy Salamone. Ordinance No. 8-91 Amending Code Chapter 660, Land Develop- ment Code, to Include Chapter 670, Discharge of Waters and Wastes into City Sewer System (Second Reading and Public Hearing on 5-21 ) Mayor Salamone advised this Ordinance was a housekeeping item to include the Pretreatment Regulations in the Land Development Code. Agenda this item for Second Reading on Tuesday. 2. Discussion Re : Stormwater Management Mr. Spenik recommended seeking a revised proposal from the City ' s Consulting Engineers . Discussion followed . Agenda this item for Tuesday. Mr. Randels suggested the City request the data that was avail- able from the County on this subject. 3. Discussion Re : Status of Mitigation on Randy Mays Property Code Enforcement Officer, Evelyn Hutcherson, was in attendance and gave a brief history of the illegal land clearing (which was done in March 1990 ) and showed a video depicting the damage. Discussion followed . Mr. Woodman read a memo specifying the trees the City previously designated Mr. Mays to purchase: 100 hard wood trees (different types of oaks; 1-2 - inches in diameter, 6 - 8 feet tall ) 100 Cabbage Palms 50 Leather Ferns 50 Mangroves Mr. Spenik suggested the City request hard wood trees 4-6 inches in diameters with an overall height of 20 ' ; cabbage palms 20 ' high from crown to ground level; and ferns in 30-50 gallon size. Council concurred . It was the consensus of Council that the trees and ferns should be planted on City property and Mr. Mays should be responsible for the planting and maintenance and also provide a one year warranty. Discussion was held on the five acres of wetlands that Mr. Mays was previously requested to deed over to the City. Mr. Woodman was directed to contact Mr. Peeples, Mr. May' s attorney, and report back to the Council . City Council Workshop Meeting May 16, 1991 Page 1 of 3 o 0 4 . Discussion Re : Clarification of No Parking Area at Beach End of Washington Avenue Mayor Salamone advised the City Council needed to decide whether or not to allow parking on the cement slabs (old driveways ) at the end of Washington Avenue . After a discussion on the matter, the consensus of Council was not to allow parking on the cement since there is no parking allowed on either side of it. The City Manager was directed to install the necessary signage . No further action required on this item. 5. Discussion Re : Parking Problems at Beach End Streets Mayor Salamone noted that the Sheriff Department was having a problem enforcing no overnight parking at the beach end streets. Discussion followed . The City Manager was directed to purchase signs stating "No Parking Between 10:00 P.M. and 5 :00 A. m. " in an effort to assist the Sheriff 's Department in their efforts. Mr. Spenik noted hewould be asking for bike racks for the beach ends in the next budget. 6. Discussion Re: Emergency Purchase ; City Hall Air Conditioner Mr. Spenik reported on the emergency purchase of a new air condi- tioner for City Hall in the amount of $3, 238 .00. Discussion followed . Agenda this item for Tuesday. 7 . Discussion Re : Fencing for Washington Avenue Park Discussion was held on installing a fence between the Washington Avenue Park and Palms East apartments. It was pointed out that if a fence were installed, there would be an opening to the Palms East complex. Mayor Salamone noted the Beautification Board had recommended the installation of the fence . Mr.- Spenik was directed to secure bids for a vinyl clad fence. 8 . Discussion Re : Florida Power & Light Central Boulevard Project Mr. Spenik reviewed FPL's proposal to install street lights on Central Boulevard. He recommended additional lighting be installed . Discussion followed . Agenda this item for Tuesday. 9. Discussion Re : Western Waste Industries Report on Recycling Mr. Spenik reviewed the recycling report . Discussion followed . It was noted how well the City of Cape Canaveral was doing with the recycling. Mr. Spenik noted that he had advised Western Waste that Atlantic Gardens must participate in the recycling. 10. Discussion Re : Recycling Project Mr. Spenik requested that some of the recycling revenue be expended on a printer and software which would be utilized to produce a City newsletter, keeping the public informed on changes in the recycling program. Mr. Kedzierski advised that the City should purchase a laser printer rather than a Paintjet. Mr. Randels suggested that the funds be used to purchase park benches or something else made out of recycled materials. Discussion followed . Agenda this item for Tuesday. 11 . Discussion Re : PIECO Report on Underground Storage Tanks at Public Works Facility Mr. Spenik advised that the report from PIECO was that a very small leak had occurred and there was no further action neces- City Council Workshop Meeting May 16, 1991 Page 2 of 3 • 0 0 sary. He further noted that the DER inspection indicated the City was in compliance . Mr . Spenik advised that theincidence had cost the City in excess of $7, 000.00 and that he was going to bring to Council an alternative method of gasoline dispensing at budget time. 12. Discussion Re : Budget Adoption Schedule Mrs . Thurm requested that the Department Heads be in attendance at the Budget Workshop Meetings . Discussion followed . Agenda approval of the schedule for Tuesday. 13. Discussion Re : Cape Canaveral Police Award Mr. Spenik reported on the recently held shooting competition and noted that the Canaveral Sheriff ' s Department earned third place overall. The City Manager was directed to send them a congratulatory letter. Mayor Salamone congratulated Mr. Spenik in winning first place in the City Manager 's competition. 14. Reports Cable TV Quarterly Report - $7, 575.96 revenue received, Jan-Mar. Sale of Surplus City Property $ 695. 23 revenue received . Mr. Spenik was directed to dispose of the unsold items as he sees fit. Library Report - Mr. .Spenik noted the Library would be closing in the near future for seven working days while the necessary repair work was accomplished . Monthly Departmental Reports - Mr. Randels questioned why the false alarms were up. Mr. Porter will look into the matter. City Manager Report - Mr. Spenik reported on the personnel vacan- cies that had recently been filled and noted he had excellent candidates for the Public Works Director position . He further noted that the concurrency traffic count was scheduled to be done within the next two weeks. DISCUSSION Mrs. Leeser suggested Council Members submit their reservations for the Florida League of Cities convention as soon as possible in order to secure the desired accommodations. She further noted she had scheduled an interview for a prospective library board member for Tuesday. Mr. Woodman noted that the applicant was not a registered voter. Mr. Porter suggested the City consider amending the Comprehen- sive Plan regarding the impact of the economic growth at Port Canaveral and the tourism industry in Cocoa Beach. It was noted this would have to be referred to the Local Planning Agency. Mayor Salamone advised she also wished them to consider restrictions on the size and type of fuel storage tanks allowed in the City. Mayor Salamone noted she would be out of town for the Tuesday meeting. There being no further business, the meeting was adjourned at 9 : 45 P.M. ;61¢. ---// net S.
