HomeMy WebLinkAboutMinutes 06-13-1991 Workshop CITY COUNCIL WORKSHOP MEETING JUNE 13, 1991 A Workshop Meeting of the Cape Canaveral City Council was held on June 13 , 1991 , at the City Hall Annex, 111 Polk Avenue, Cape Canaveral , Florida. The meeting was called to order at 7: 30 P.M. by Mayor Joy Salamone. Members Present Joy Salamone Mayor John Porter Mayor Pro Tem Andy Kedzierski Council Member Ann Thurm Council Member Rocky Randels Council Member Others Present Edward Spenik City Manager Jan Leeser City Clerk 1 . Discussion with Briley, Wild & Associates Mr. Scott Spooner, of Briley, Wild & Associates , addressed the Council on water reuse. He advised that he, and members of the staff , h-ad meet with representatives of the Cape Canaveral Air Force Station (CCAFS) regarding the possibility of them partici- pating in the reuse program. He explained that the Air Force raised the question whether or not the City would be interested in treating sewage from the south end of their facility. Mr. Spooner noted that their sewage contained many undesirable substances which would be treated at a proposed pretreatment facility. Discussion followed. Mrs . Thurm voiced the opinion that the City should only be concerned with serving the needs of the citizens of the City of Cape Canaveral and should not consider treating sewage for the Air Force. She further noted that she thought the sewer con- tract with the Port should be terminated when it expires . Mr. Spooner voiced concern over utilizing all the reuse water in the City, since it will not be possible to discharge into the Banana River. It was noted that discussions had previously been held with Port Canaveral regarding utilization of approximately 50, 000 gallons of reuse. Discussion continued. Mr. Spooner was directed to "cautiously" explore all options . It was noted that by providing the requested information to the Air Force, additional engineering fees would be incurred. It was the consensus of Council that the water reuse questionnaire should be distributed. Mr. Spenik advised that the City could engage the services of a . planner under the continuing contract with Briley, Wild and Associates . 2. Ordinance No. 9-91 Amending Code Chapter 685, Parking Regulations, by Prohibiting Overnight Parking on the Beach- end Streets (Second Reading and Public Hearing on June 18th) Mrs . Leeser noted that the Ordinance had not been advertised as required by State Law, due to an oversight by her office. She further noted that it would have to be postponed on Second Read- ing . Discussion Re: DOT Access Management Classification of State Highway System Mr. Spenik advised that this would be addressed by the MPO and suggested that the City delay any discussion on the matter. Council concurred. 4. Discussion and Review of DOT Preliminary Design _of AlA Widening Discussion was held on the proposed widening of S.R. AlA. Mr. Porter suggested a committee be established to address the City's concerns , and offered to chair the committee. It was suggested that a representative of DOT be invited to attend a Workshop Meeting to address Council 's concern. Mr. Spenik will contact DOT. 5. Discussion Re: Widening of George King Boulevard Mr. Spenik will attend the meeting at Port Canaveral regarding the widening of George King Boulevard. 6. Discussion Re: Transportation Consulting Group Concurrency Management Update Mr. Spenik reviewed the report with Council. He noted that there were no changes from the original study. Discussion followed. No action required on this item. 7. Discussion Re: Brevard County Referendum on . 01¢ Sales Tax Mr. Spenik reported on the recent Brevard County Meeting . It was pointed out by Mayor Salamone that the City's position remained that if the referendum were approved, the City wanted their fair share of the revenue, as specified in State Statute. Discussion followed. No action on this item. 8. Discussion Re: Brevard County Beach Erosion Control Advisory Committee It was noted that the City can appoint only one representative to the Committee. Mrs . Thurm will serve as the City's representative. 9. Discussion Re: MPO Reapportionment Mayor Salamone advised that she had appeared before the MPO requesting reapportionment so the City could be represented. She suggested Council Members lobby the members of the MPO regarding this issue. Discussion followed. No action required on this item. 10. Discussion Re: Mitigation with DER on Effluent Violation Mr. Spenik advised that the two projects previously submitted by the City had been rejected by DER because they were planned prior to the occurrence of the v-iolation. Mr. Spenik suggested the City submit plans for the beautification of Central Boule- vard, west of AlA. Discussion followed. Council concurred with Mr. Spenik 's recommendation. 11. Discussion Re: Proposed Visit by Delegation from Sister City, Ithaca, Greece Mayor Salamone noted that she had responded to the request from Ithaca and informed them that the City could not accommodate visitors at this time. City Manager's Report Mr. Spenik reported on the following: - Letter from Cape View School Principal, Dr. Jennings , regarding financial planning ; - Letter regarding concerns at Cape Canaveral Post Office; - Letters from property owners regarding vacant lots on Monroe Avenue. DISCUSSION Mayor Salamone noted that Item 2, Ordinance No. 9-91, was the only item of business for the Tuesday agenda. She suggested that since the Ordinance was not advertised for Second Reading , it be pulled from the agenda, and the meeting cancelled. Council concurred. Ordinance No. 9-91 will be discussed at the next Workshop Meeting , with Second Reading on July 2nd.
