CITY COUNCIL
WORKSHOP MEETING
JULY 11, 1991
A Workshop Meeting of the Cape Canaveral City Council was held
on July 11 , 1991 , at the City Hall Annex, 111 Polk Avenue, Cape
Canaveral, Florida. The meeting was called to order at 7: 30
P.M. by Mayor Joy Salamone.

1 . Discussion with Randy Mays Regarding Unauthorized Clearing
Violation
Since Mr. Randy Mays was not in attendance, Mayor Salamone
suggested this item be placed last on the agenda.
2 . Resolution No. 91-26 Appointment of Alternate Member to the
Code Enforcement Board
Agenda this item for Tuesday.
3. Resolution No. 91-27 Establishing a Tentative Proposed
Miliage Rate for FY 1991-92
Mr. Boucher reviewed the proposed millage rates. Discussion
followed.

4 . Discussion Re: Voting Delegate for Florida League of Cities
Mayor Salamone asked that the City Clerk check the minutes to
see if this action had been taken at a previous meeting .

5 . Discussion Re : Legislative Statement for League of Cities
Submission to Brevard Delegation
The Legislative Committee of the Space Coast League of Cities
asked all municipalities to develop an annual "Legislative
Priorities Statement" (LPS) listing legislative concerns the
City would like addressed in the future . Mayor Salamone
requested the Council have topics of discussion ready for the
Regular Council Meeting.

6 . Discussion Re : Feasibility Study for Traffic Signal at
Intersection of AlA and Central Boulevard
It was pointed out that this study had been requested by the
City on three separate occasions. Mayor Salamone advised
Council that Rockwell International was willing to pay for the
cost of a traffic signal at this intersection.
No action required on this item.
7. Discussion Re : Enforcement of Ordinance on Depositing
Handbills on Vacant Premises
Mr. Randals read Section 675. 15 of the Litter and Waste
Ordinance regarding handbills being deposited on vacant premises.
Discussion followed. Mayor _ Salamone requested that letters be
written to those advertisers who violate this ordinance.
8. Discussion Re : PPO Recommendations
Mr. Hugh Williams, Public Works Director, addressed Council on
this item. He stated that the plant had adhered - to the
mandatory requirements . Mayor Salamone and Council commended
Mr. Williams for his report on the activities at the plant.
Mayor Salamone requested a financial accounting of monies paid
to PPO prior to their contract being renewed.
9 . Discussion Re : Annexation
Mr. Porter spoke on the annexing of "No Man 's Land" , a strip of
County property between Cape Canaveral and Cocoa Beach. Mr.
Woodman was directed to draft two letters, one for the City of
Cocoa Beach and one for Mr'." Tom Jenkins, County Administrator,
regarding annexation of this property. Discussion followed.

10. Discussion Re : Award of Bid No. 91-7, Fencing for Washing-
ton Avenue Park Project
Council expressed its dissatisfaction with the dollar amount of
the bids received. Discussion followed.

11. Monthly Activity Reports
12. City Manager 's Report
Items #11 and #12 were carried over to Tuesday night due to Mr.
Spenik 's absence.
At this time, Council returned to Item 1 - Randy Mays '
Unauthorized Clearing Violation. Mr. Mays was still not in
attendance. Discussion was held and Mr. Woodman was directed to
draft a certified letter to Mr. Mays giving him 30 days to plant
the trees.
There being no further business, the meeting was adjourned at
8 : 50 P.M.
