WORKSHOP MEETING
AUGUST 15, 1991
A Workshop Meeting of the Cape Canaveral City Council was held
on August 15, 1991 , at the City Hall Annex, 111 Polk Avenue,
Cape Canaveral, Florida. The meeting was called to order at
7: 00 P.M. by Mayor Joy Salamone.

1 . Discussion Re: Proposed Annual Budget for FY 1991-92
Mr. Randels voiced concern regarding utilizing the City 's
reserve funds for capital equipment. He further noted that he
was not in favor of any additional taxes. Mayor Salamone
suggested exploring new revenue sources. She also recommended
the Council consider adopting an Ordinance addressing the
reserve funds . Mayor Salamone advised that she was not in favor
of increasing any other taxes .
Discussion was held on the capital improvements budget . It was
the consensus of Council that the purchase of the lots adjacent
to City Hall and the street sweeper be moved to the five-year
plan. It was pointed out that the relocation of the emergency
signal would be accomplished during the current fiscal year.
Discussion continued on the other items .
At 7:30 P.M. , Mayor Salamone advised that the other items on the
agenda would be addressed - prior to the continuation of the
discussion on the budget.
2. Discussion Re: Cape Sierra Request to Conduct Craft Shows
Debra and Ken Detwiler addressed Council on the proposed craft
shows . Discussion followed. Mr. and Mrs . Detwiler were
directed to work through the City 's BuildingDepartment.

3 . Resolution No. 91-30 Opposing the Widening of AlA and
Supporting Alternate Improvements
It was pointed out that the MPO voted unanimously not to widen
AlA. Mayor Salamone suggested that the City proceed with the
adoption of the Resolution in order to go on record as to their
osi
p tion, and requested the item be placed on the agenda for
Tuesday.
Discussion
Y followed. Several members of the audience
addressed Council on the issue.

4 . Discussion Re: DOT Access Management Classification
Mr. Spenik explained the classification and advised that the

City needed to address the undeveloped area at the north end of
the City. Discussion followed. It was the consensus of Council
to advise the DOT that the City would prefer to have service
' roads inthis area, rather than more access to AlA.
5. Discussion Re: DOT Five-year Preliminary Plan
Discussion was held on adding the items addressed in the Compre-
hensive Plan. This item will be discussed further at the next
Workshop Meeting.
6 . Monthly Departmental Reports
The reports will be discussed at the Regular Meeting.
7. City Manager 's Report
Mr. Spenik had no items to report.
At this time, Council returned to discussion on Item 1 , Proposed
Annual Budget for FY 1991-92.
Discussion was held on the following: increasing the COLA to
3%; reinstating the. Building Official to forty hours per week;
increasing salary of master electrician and. Landscape Gardener
the same amount as certified WWTP operators; assigning an
. employee of the Public Works Department to assist the City Clerk
with Records Retention; installing sidewalks; purchasing trucks
for Public Works; repealing the Fire Protection Impact Fee;
purchase of an ATV, and time clocks.
It was pointed out that the first Public Hearing on adoption of
the budget would be held on September 3 , 1991 .
There being no further business, the meeting was adjourned at
9: 15 P.M.
