HomeMy WebLinkAboutMinutes 08-27-1991 Special Workshop a o CITY COUNCIL SPECIAL WORKSHOP MEETING AUGUST 27, 1991 A Special Workshop Meeting of the Cape Canaveral City Council was held on August 27, 1991 , at the City Hall Annex, 111 Polk Avenue, Cape Canaveral, Florida. The meeting was called to order at 7:30 P.M. by Mayor Joy Salamone. Discussion with Briley, Wild and Associates a. Recommendation for Award of Bid No. 91-4, Rehabilitation of Gravity Sewer Main 3A Mr. Scott Spooner, of Briley, Wild & Associates, gave a brief history of the damage to the line. He noted that the Port had authorized up to $40, 000. 00 for the line repair. Mr. Spooner recommended that the City award the bid to the low bidder, Enviroq Services, in the amount of $46 ,650. 00. Discussion followed. Mrs . Thurm requested that the City attempt to secure the additional $6 ,650. 00 from the Port. b. Recommendation for Award of . Bid No. 91-8, 1985 Sewage System Improvements, Phase IV Mr. Spooner explained that this would be the last phase of the 1985. Sewage System Improvements. Mr. Spooner recommended the bid be awarded to the low bidder, McMann Construction, in the amount of $139, 010. 00. c. Proposed Greasetrap Ordinance Mr. Spooner advised that BWA was working with the City staff on the proposed ordinance . d. Stormwater Management Proposal Mr. Spooner distributed his stormwater management proposal . He suggested Council review the proposal and then he would return at a later date to review it . Council members concurred. e . NPDES Stormwater Permit for Wastewater Treatment Plan Mr. Spooner advised that discussion with DER indicated that the permit would not be required at this time; that it must be secured 90 days prior to construction. f . Purchase of Property; Sewer Plant Expansion and Pump Station Mr. Spooner recommended that the City immediately pursue the purchase of additional property north of the wastewater treatment plant. He noted that if the City wished to consider City Council Special Workshop Meeting • August 27, 1991 Page 1 of 2 the construction of a City Park and new City Hall in this area, ten acres would be required. He recommended a minimum of three acres for expansion of the wastewater treatment plant. At this time, Mayor Salamone called for a 5-minute recess . The meeting was reconvened at 8: 10 P.M. g. Wastewater Treatment Plant Reuse Water and Sludge Study A copy of the Summary and Recommendations from the study prepared by BWA is attached hereto and made a part hereof. Mr. Bob Elefritz reviewed the recommendations regarding plant expansion. It was noted that the City will not be allowed to discharge effluent into the Banana River after 1995. Discussion followed. Mr. John Noblereviewed revie ed the recommendations regarding reuse water. He pointed out that the study was written to include Port Canaveral and Cape Canaveral Air Force Station because of the limited resources for utilizing the reuse water in the City. Discussion followed. Mr. John Schoch addressed possible funding sources. Mayor Salamone and Mrs. Thurm voiced objection with the manner in which the study was presented in that no alternatives without the participation of the Port and CCAFS were presented. Discussion followed. Mr. Spooner advised that Briley, Wild & Associates would address these concerns andre are an addendum P P to the study, at no additional cost to the City. Leeser ity Clerk City Council Special Workshop Meeting August 27, 1991 Page 2 of 2 SECTION 1.0 SUMMARY AND RECOMMENDATIONS 1.10 General This report summarizes the Consulting Engineer's review of the existing City of Cape Canaveral wastewater treatment facilities. The Engineering study was commissioned with three major goals in mind: Expansion of the existing facilities. Upgrading of the treatment quality. Conversion to an effluent reuse operation for effluent disposal. The following text provides'a simplified summarywith recommendations concerning each of the above goals. 1.20 Expansion Capacity The existing City wastewater facilities arc operating at approximately 60% of the original g desi n load. At buildout conditions for both the City and Port Canaveral service areas, the Engineers have identified a potential demand of 3.0 million gallons/day (MGD). If one also considers the potential of pretreated industrial effluent from Canaveral Air Force Station, the population equivalent strength of an additional 0.5 MGD may be experienced. The Engineers recommend that an expansion of 3.0 to 3.5 MGD will be capable of meeting the City's needs for the foreseeable future, including any demand from the Port Canaveral or Canaveral Air Force Base facilities. 1.30 Upgrading of Treatment Quality The existing City treatment facility was designed as an advanced secondary facility with both nitrogen and phosphorous removal. The treatment quality provided in the 1980 project stopped short of full AWT, but was far more than basic secondary treatment. To convert this facility to effluent reuse the rules require filtration and high level disinfection as a minimum. However, if the treatment provided is equivalent to full AWT, then a limited 1-1 Briley, Wild O Rssoclates, Inc. Attachment to: Special Workshop Minutes August 27 , 1991 Page 1 of 4 0 0 . discharge to the Banana River could be continued during wet weather.This continued discharge to the river would allow the project to proceed with much smaller amounts of effluent storage. The original facility at this site was a form of advanced treatment. We recommend that the proposed plant expansion also upgrade to full AWT, rather than invest in excessive storage capacity for wet weather flow conditions. The expected cost to covert this facility to full AWT, with expansion to 3.0 MGD, and to comply with the new rules for residual solids disposal will be $10 million. 1.4 0 Effluent Reuse for Disposal The Florida Legislature passed a bill in 1990 dealing with the protection of the Indian River Lagoon System.The components of this bill state that the City of Cape Canaveral must discontinue its discharge of treated effluent into the Banana River by July 1, 1995. In order for the City to comply with this bill, this report has reviewed alternate uses of reclaimed water for irrigation and non-irrigation purposes. It has been determined that while non-irrigation alternatives will result in a limited demand for reclaimed water, irrigation will provide the greatest use of reclaimed water throughout the study area. A reuse system designed to convey reclaimed water to individual irrigation sites has been 1 the Cityto meet its "no discharge" requirement to the Banana River. Sites that to enable developedg P can be irrigated with reclaimed water have been identified and expected quantities of reclaimed water used for irrigation at each site estimated. Preliminary system designs have been developed and construction costs estimated for the reclaimed water storage, pumping, and distribution systems necessary to convey reclaimed water to the individual sites for irrigation. Irrigation sites that can potentially use all of the reclaimed water processed at the wastewater treatment plant include sites within Cape Canaveral, Canaveral Air Force Base and Port Canaveral. Estimated reclaimed water usage has been tabulated for all of the identified irrigation sites. Based on 100% connection to the system, an irrigation demand of 4,183,400 gpd is estimated. Since initial plant flows will be well below the total irrigation demand, a phased approach has been recommended which will permit the City to construct a reuse system to meet the "no discharge" requirements and expand the system to meet increasing flow requirements.The Phase 1 reuse system has been designed to distribute 2.0 MGD of reclaimed water at an estimated 1-2 Briley, Wild B Associates, Inc. Attachment to: Special Workshop Minutes August 27, 1991 Page 2 of 4 0 O construction cost of$6,000,000.00.This includes the costs for storage,pumping, and distribution mains.The estimated cost for the system at build-out is an additional$2,400,000.00. During wet weather periods when the demand for irrigation water decreases, a limited wet weather discharge to the Banana River will be required. The treated effluent will receive advanced wastewater treatment, be dechlorinated, and reaerated to meet State Standards. 1.50 Recommendations The following listing summarizes the recommendations included within the following sections of this Report. It is recommended that: 1. This Wastewater Treatment Plant Expansion/Reclaimed Water Reuse System Master Plan be approved by the Cape Canaveral City Council. 2. The City pursue the purchase of additional land north of the existing treatment plant site and west of the proposed Tower Boulevard. 3. The existing sewage treatment facility be expanded to 3.0 MGD. 4. The existing sewage treatment plant be upgraded to an advanced wastewater treatment (AWT) quality so that a limited wet weather discharge may be pursued, thereby eliminating the need for large volumes of effluent storage. 5. The Bardenpho process be selected as the treatment option. 6. The residual solids be taken to PFRP quality through the incorporation of lime stabilization and heat pasteurization. 7. The City enter into negotiations with Port Canaveral to extend their current contract, due to expire in the year 2000. 8. The City continue working with the Air Force so that an interlocal agreement can be finalized to provide service to the Canaveral Air Force Facility. 1-3 Briley, Wild D Associates, Inc. FDER permit application 17-610.910 (1) "Application to Construct a Reuse/Land Application System and supporting Engineering Report" be prepared and submitted to FDER. 10. FDER permit application 17-610.910(2) "Application to Construct a Limited Wet Weather Discharge" be prepared and submitted to FDER for a limited wet weather discharge to the Banana River. 11. An ordinance regarding cross-connection prevention and an inspection program be prepared and adopted by the City Council and submitted to FDER. 12. An ordinance pertaining to the use of reclaimed water for residential and commercial properties be prepared and adopted by the City Council and submitted to FDER. 13. A reclaimed water operating protocol be prepared and submitted to FDER. 14. Design of the sewage treatment plant expansion/upgrading and reclaim water master reuse plan be authorized. 15. Once approved by the City Council, this preliminary engineering report be submitted to FDER as part of the construction permit application process. 16. A new operation and maintenance manual be prepared as part of the scope of engineeringservices. 17. The construction of Tower Boulevard be included as part of the treatment plant expansion/reuse master plan project. • 18. The City investigate all possible funding sources. 19. A rate study be authorized to determine the sewer rates necessary to repay any revenue or utility bond program selected. 1-4 Briley, Wild 0 liesocletee, Inc.
