HomeMy WebLinkAboutMinutes 02-05-1990 Special Workshop O Q CITY COUNCIL SPECIAL WORKSHOP MEETING FEBRUARY 5, 1990 A Special Workshop Meeting of the Cape Canaveral City Council was held on February 5, 1990 at the City Hall Annex, 111 Polk Avenue, Cape Canaveral, Florida. The meeting was called to order at 7: 30 P.M. by Mayor Joy Salamone. Members Present Joy Salamone Mayor Ann Thurm Mayor Pro Tem Don Arabian Council Member John Porter Council Member Rocky Randels Council Member Others Present Leo Nicholas City Manager Jim Theriac City Attorney Lamar Russell P & Z Chairman John Schoch Planner, BWA Jan Leeser City Clerk 1 . Discussion Re: Implementing Specific Actions Required by the Comprehensive Plan Mrs . Thurm explained that she would like to see a time limit set on these special meetings. Discussion followed. It was the consensus of the Council Members to adjourn no later than 9 : 30 P.M. _ Discussion was held on the procedures to be followed in review- ing the items. It was decided to go down the Policy Checklist submitted by Mr . John Schoch item by item. Policy C1-1 . 1 Discussion was held on the Capital Improvements Schedule & Budget. The City Manager was directed to prepare the Capital Improvements Budget for submittal to the City Council by July 31st of each year, which will coincide with the submittal of the proposed annual budget. Mr. Lamar Russell suggested the Council proceed with Policies under Objective C1-2 on page 10-20 of the Comprehensive Plan: Policy C1-2. 1 - Prioritize Traffic Circulation Improvements. Discussion was held on the Level of Service specified in the Comprehensive Plan and how it was established. Mr. Arabian con- tended that the level of service on A1A and North Atlantic Avenue should be changed. Mayor Salamone pointed out that what he was proposing was an amendment to the comprehensive plan, which was not the purpose of the agenda item. It was also pointed out that if the level of service was changed on these two roads it would be the. City' s responsibility to bring the roadways up to the level of service established. Mrs. Helen Filkins and Mr . Don Arabian voiced the opinion the the City should declare a building moratorium on construction that impacted these roads . It was. pointed out that the City would need to substantiate such an action. Mr. Nicholas advised that he had requested traffic counts on these roads in order to implement the Concurrency Management Regulations. Mr. Nicholas was directed to research the possibility of forming an informal intergovernmental committee• with represen- tatives form the Port, the County, and Cocoa Beach to keep abreast of growth and development plans impacting the traffic in the City. Since the time limit agreed upon at the beginning of the meeting had been reached, the meeting was adjourned at 9: 30 P.M. J` et S.
