HomeMy WebLinkAboutMinutes 02-15-1990 Workshop 0 C� CITY COUNCIL WORKSHOP MEETING FEBRUARY 15, 1990 A Workshop Meeting of the Cape Canaveral City Council was held on February 15, 1990 at the City Hall Annex, 111 Polk Avenue, Cape Canaveral, Florida. The meeting was called to order at 7: 30 P.M. by Mayor Joy Salamone. Ordinance No. 6-90 Amending the Zoning Regulations by Amending Section 641 . 27 by Providing for an Excejtion for a Six-foot Fence in the C-1 and M-1 Zoning Districts (First Reading and Public Hearing on 2-20-90) Mr. Nicholas explained that the proposed Ordinance had been recommended by the Planning and Zoning Board. Mr. Porter explained that it had come about because of Fantasy Golf ' s request to install a six-foot fence. Discussion was held on the way theOrdinancewas worded, allowing an "exemption" without going through the Special Exception process. City Attorney Theriac advised that this needed to be addressed as a Special Exception. He will rewrite the proposed Ordinance and send it back to the Planning and Zoning Board for review. 2 . Ordinance No. 7-90 Amending Chapter 611 , Building Code, by Adopting Latest Edition of the Standard Building Code and Establishing Coastal Construction Building Code as Chapter 612 (First Reading and Public Hearing on 2-20-90) Mr. Nicholas advised that the proposed Ordinance would adopt the latest edition of the Standard Building Code and also establish the Coastal Construction Building Code as a separate chapter. Discussion followed. Agenda for Tuesday. 3. Ordinance No. 8-90 Amending Chapter 613, Standard Plumbing Code, by Adopting Latest Edition of the Code (First Reading and Public Hearing on 2-20-90) 4. Ordinance No. 9-90 Amending Chapter 614, Standard Mechan- ical Code, by Adopting Latest Edition of the Code (First Reading and Public Hearing on 2-20-90) 5. Ordinance No. 10-90 Amending Chapter 615, Standard Gas Code, by Adopting Latest Edition of the Code (First Reading and Public Hearing on 2-20-90) 6. Ordinance No. 11-90 Amending Chapter 619, Standard Housing Code, by Adopting Latest Edition of the Code (First Reading and Public Hearing on 2-20-90) CITY COUNCIL WORKSHOP MEETING FEBRUARY 15, 1990 PAGE 1 OF 3 0 0 7 . Ordinance No. 12-90 Amending Chapter 621 , Fire Prevention Code, by Adopting Latest Edition of the Code (First Reading and- Public Hearing on 2-20-90) 8. Ordinance No. 13-90 Amending Chapter 626, Life Safety Code, by Adopting Latest Edition of the Code (First Reading and Public Hearing on 2-20-90) Mr. Nicholas advised that the purpose of these proposed Ordi- nances was to adopt the latest revisions of the Standard Codes . Discussion followed. Agenda for Tuesday. 9 . Discussion Re: Adopting Resolution on New Transportation and- Utility Corridors - - Discussion was held on the proposed Resolution. Agenda for Tuesday. 10. Discussion Re: Request for Donation; Cocoa Beach High School Project Graduation ' 90 Discussion was held on making a contribution to the Cocoa Beach High School Project Graduation, as the City did last year. It was pointed out that most senior high school students from the 'City attend this school. Agenda for Tuesday. 11 . Discussion Re: Proposed Visitation by Delegation from Sister City, Ithaca, Greece Discussion was held on the request from Ithaca, Greece for funding for a proposed visitation by a delegation of 25-30 people. Mayor Salamone suggested that the City notify them they could accommodate a delegation of five people, possibly putting them up in private homes. It was the consensus of Council that this is the position the City should take. 12 . City Manager 's Report : -_. Mr. Nicholas advised that in implementing the Concurrency Manage- ment, the building permits were being held up until the Level of Service on the streets is established. He further noted that Briley, Wild & Associates were contacting some traffic engineering firms to conduct traffic counts. Mr. Nicholas noted that the MPO had established an Interjuris- dictional Growth Management- Subcommittee and asked if any council members wished to serve on the committee, since the City can appoint three representatives. Mr. Porter and Mr. Randels indicated they would be interested in serving on the Committee. Mr. Nicholas advised that a Karate Instructor who had taught at the Recreation Department had been arrested on child molestation charges . He advised that the parents had been advised and it appeared_ that nothing transpired on City property or with the children enrolled in the recreation classes. Mr. Nicholas further reported on the status of the installation of the cement poles at the Little League field, the street clean- ing done by Harris corporation; and the Dual City/County Transportation Impact fees. Discussion followed. Agenda the agreement for the impact fees for Tuesday night. DISCUSSION Mr. Porter reported on the Parliamentary Procedure Seminar he attended. Agenda for Tuesday Mrs . Leeser noted that the Planning and Zoning Board had approved the plat for San Tomas Villas, Phase IV. Agenda this item for Tuesday. Rev. Mutter questioned the Council regarding who had control over the: Little League. Mr. Mutter was advised that the City had no authority over the association. Fire Chief, Dave Sergeant, advised that the Volunteer Fire Department started their Advanced Life Support on February 6th.
