O CITY COUNCIL SPECIAL WORKSHOP MEETING FEBRUARY 27, 1990 A Special Workshop Meeting of the Cape Canaveral City Council was held on February 27, 1990 at the City Hall Annex, 111 Polk Avenue, Cape Canaveral, Florida. The meeting was called to order at 7 : 30 P.M. by Mayor Joy Salamone. Discussion Re: Implementing Specific Actions Required by the Comprehensive Plan Mayor Salamone clarified the task of the Council at these Special Workshop Meetings. She noted that the objective was to implement the items that were already adopted in the Compre- hensive Plan, not to discuss proposed amendments to the Plan. She further noted that the proposed plan amendments would be addressed at a later date when they were placed on the agenda. Discussion followed. Mr. Randels requested input from John Schoch on the Plan being binding on the City. Mr. Schoch advised that if the Council did not, or could not, meet dead- lines specified in the plan, a plan amendment would be in order. Mayor Salamone advised that the review of the Policy Checklist submitted by Mr. John Schoch would continue. Policy C1-1 . 2 Mr. Nicholas noted that the only facility defi- ciency he could think of - at this time was that- Stormwater Management needed to be addressed. Discussion was held on the necessity of conducting a Drainage System Condition Study by 1992, as specified in the Plan. Mr. Nicholas noted this would have to be budgeted in the next budget cycle. Discussion continued. It was the consensus of Council to proceed with the study. Discussion was held on the items regarding the Sanitary Sewer listed under the Capital Improvement Schedule. It was the consensus of the Council that it was not necessary to address the issue of Sewer Plant Expansion at this time and therefore not necessary to conduct a study. Consequently, the Completion Target Dates would need to be addressed when the proposed amend- ments to the Plan are discussed. At this time, Mr. Porter suggested a time limit of five minutes be placed on the discussion period for each item. Council members concurred with his suggestion. Policy LU-4. 3 Mr. Schoch explained that the Department of State has a list of archaeological sites and if there are any in the CITY COUNCIL SPECIAL WORKSHOP MEETING FEBRUARY 27, 1990 PAGE 1 OF 2 City, the Building Official should be aware of them prior to issuing a permit. Discussion following. Mr. Nicholas advised that he would look into seeing if there are any designated sites in the City. Policy TC-1 . 7 Mr . Nicholas noted that DOT has criteria estab- lished regarding access to highways. Mr. Russell explained that the City zoning regulations require developers to comply with DOT criteria. It was pointed out that the City could adopt stricter standards than the DOT calls for. Mr. Nicholas will obtain a copy of the DOT standards and this will be discussed further at a future workshop meeting. Policy SS-3. 2 Mrs. Thurm noted that the City would need to have an engineering study done to implement effluent reuse. It was pointed out that this would need to be done in the near future. It was the consensus of Council that this study should be funded in the next budget cycle. Policy D-1 . 6, Policy D-1 . 13 These items were already addressed by the adoption of the Stormwater Management Ordinance. Policy C-2. 8 This item was addressed by the adoption of the Wetlands Ordinance. Policy C-4. 6 Discussion was held on adopting an Ordinance to protect sea turtle nesting activities. The City Attorney will be directed to draft an Ordinance on this issue. Mayor Salamone advised that all the items that were highlighted by Mr. Schoch in his October 24, 1989 checklist had been reviewed. Discussion was held on whether or not to continue with the Special Workshop Meetings. Mr. Schoch noted that although- the prioritized items had been discussed there were many areas which still needed to be addressed, one of them being the 100-year flood plain. It was the consensus of Council to continue with the Special Workshop Meetings. In keeping with the perimeters established at the previous work- shop meeting, the meeting was adjourned at 9 : 30 P.M. net S.
