HomeMy WebLinkAboutMinutes 03-08-1990 Special Workshop 0 0 CITY COUNCIL SPECIAL WORKSHOP MEETING MARCH 8 , 1990 A Special Workshop Meeting of the Cape Canaveral City Council was held on March 8, 1990 at the City Hall Annex, 111 Polk Avenue, Cape Canaveral, Florida. The meeting was called to order at 7: 33 P.M. by Mayor Joy Salamone. Discussion Re: Implementing Specific Actions Required by the Comprehensive Plan Mr. Schoch distributed a list of "Unfinished Business" items for possible discussion. Discussion was held on the course of direc- tion for these Special Workshop Meetings and it was suggested by Mr. Russell that each item be voted on so definitive - action can be determined. Mayor Salamone advised that no action could be taken at- workshop meetings. Discussion continued. The City Clerk was requested to distribute copies of the minutes of the Special __Workshop Meetings prior to the next scheduled special meeting . It was decided to address the items on the list presented by Mr. Schoch earlier in the meeting . - Policy C-2 .8 It was pointed out by the City Manager that the zoning regulations require pedestrian ways (sidewalks) 'on all new construction, and this - requirement is reviewed -at the site plan review and permitting stages . Discussion was held on addi- tional bike paths for the City. Mr . Nicholas was requested to prepare a map depicting all bikeways in the City. Mr. Arabian and Mr . -Porter advocated extending the bicycle path on A1A to the port.. After a discussion period, it was the consensus of Council to add additional bicycle paths to the list of proposed amendments to the Comprehensive Plan, to be addressed at a later date. Mr. Nicholas pointed out that all proposed amendments to the Comprehensive Plan would have to be reviewed by the Local Planning Agency prior to any action being taken by the City Council . Discussion followed. Policy SS-1 .3 It was pointed out :.that the Comprehensive Plan and Chapter -671 of the City Code are in conflict regarding septic tanks; the comprehensive plan states no septic tanks will be utilized in the City and Chapter 671 allows them if the new construction is more than 150 feet from the sewer line. Discus- sion followed. An amendment to Chapter 671 to coincide with the Comprehensive Plan will be placed on the regular workshop agenda. City Council Special Workshop Meeting March 8, 1990 Page 1 of 2 0 0 Policy C-2 . 8 Discussion was held on whether or not the recently adopted Wetlands Ordinance addressed this policy. Mr . Nicholas advised that the Beautification Board would be reviewing a pro- posed ordinance from the St. Johns Water Management District on landscaping which may address this issue. It was the consensus of the Council to have Mr . Theriac review this proposed ordi- nance and the Wetlands Ordinance to determine if any additional legislation is necessary. Objective CM-3, Policy CM-:7 . 4, Objective CM-8 Mayor Salamone requested that these three items be added to the list of proposed amendments to the Comprehensive Plan to be discussed at a later date. Policy CM-9 . 1 Discussion was held on the number and location of points of access to the Banana River . It was the consensus of Council that they were adequate. Policy H-12 . 1 Mayor Salamone requested that they skip to this item ( # 15) and questioned Mr . Russell on possible action by the Local Planning Agency . Mr . Russell stated that it was his opinion the City's Aesthetic Ordinance addressed this issue. Mayor Salamone noted that this review would continue at the next special workshop meeting, beginning with Item #8, Policy, D-1 . 11 . She further noted that any member of Council could request further discussion on any of the items from Mr . Schoch ' s October 24, 1989 list.
