HomeMy WebLinkAboutMinutes 03-27-1990 Special Workshop O O CITY COUNCIL SPECIAL WORKSHOP MEETING MARCH 27, 1990 A Special Workshop Meeting of the Cape Canaveral City Council was held on March 27, 1990 at the City Hall Annex, 111 Polk Avenue, Cape Canaveral, Florida. The meeting was called to order at 7: 33 P.M. by Mayor Joy Salamone. Members Present Joy Salamone Mayor Ann Thurm Mayor Pro Tem Don Arabian Council Member - Rocky Randels Council Member Members Absent __John Porter Council Member Others Present Leo Nicholas City Manager John Schoch Planner, BWA - Jan Leeser City Clerk 1 . Discussion Re: Implementing Specific Actions Required by the-- Comprehensive Plan - Mayor Salamone noted that the review would continue on the list of "Unfinished Business" submitted by John Schoch on March 8th. Policy D-1 . 11 and Policy D-1 . 14 Discussion was held on the need to have procedures in place to insure that stormwater retention areas are monitored and maintained. Discussion continued on the maximum amount of lot coverage spec- ified in the zoning regulations. It was noted that driveways and sidewalks, which affect the amount of stormwater runoff, are not used in these calculations. A possible amendment to the zoning regulations to address this issue will be placed on the agenda of a future workshop meeting. Mr. Nicholas pointed out that all zoning amendments have to be reviewed by the Planning and Zoning Board prior to any action being taken by the City Council. - Discussion was held on the- stormwater utility management. It was pointed out that at the February 27th Special Workshop Meeting the decision was made to budget for the Drainage System Condition Study during the next budget cycle. Mrs. Thurm sug- gested contacting Briley; Wild & Associates about the possibility of doing the study at this time. Discussion continued. This item will be placed on the regular- workshop meeting-agenda for March 29, ' 1990. Policy PW-3. 3 Discussion was held on the importance of water conservation and possible ways to educate the public on this matter. - Mayor Salamone requested that this item be placed on a regular workshop meeting agenda sometime in the future. Mr. Arabian explained his theory of potable water reuse and suggested a feasibility study be conducted. Discussion followed. It was the consensus of Council that although this is something the City may want to pursue in the future, it should be a sepa- rate issue from the Stormwater Management, which needs to be addressed at this time. City Council Special Workshop Meeting March 27, 1990 Page 1 of 2 o Q Policy H-5. 3 Mr. Schoch advised that Rule 9J-12 requires group homes be allowed. It was pointed out that group homes are cur- rently an allowed use in the R-1 zoning districts. Discussion followed. It was the consensus of Council that no further action was required on this item. Policy H-6. 4 Mrs. Thurm, who serves as the City Historian, advised that there are some buildings in the City that were quite old, but she did not know what the criteria was to have them declared historically significant. Mr. Nicholas advised that this matter was addressed in the State Statute -and that he would make copies of it for everyone ' s review. This' item will be placed on the agenda of a future regular workshop meeting. Policy H-8. 1 Discussion was held on the types of housing in the City and it was the consensu's of Council that there was suffi- cient affordable housing at this time. It was the consensus of Council that no further action was required on this item. Policy H-12. 1 This item was addressed at the March 8th meeting. Policy H-13. 1 Mr. Nicholas advised that the City has an inter- local agreement with Brevard County to participate in the Community Development Block -Grant Program. It was the consensus of Council that no further action was required on this item. Items ( 17) and ( 18) It was pointed out that the staff was preparing the. proposed ordinances that Mr. Schoch had submitted on Surface Water Protection, Aquifer Protection and Floodplain Protection. It was decided that it was not necessary to schedule any more Special Workshop Meetings at this time. There being no further business, the meeting was adjourned at 9: 37 P.M.
