HomeMy WebLinkAboutMinutes 05-10-1990 Workshop a CITY COUNCIL WORKSHOP MEETING MAY 10, 1990 A Workshop Meeting of the Cape Canaveral City Council was held on May 10, 1990 at the City Hall Annex, 111 Polk Avenue, Cape Canaveral, Florida. The meeting was called to order at 7: 30 P.M. by Mayor Pro Tem Ann Thurm. Members Present Ann Thurm Mayor Pro Tem Don Arabian Council Member John Porter Council Member Rocky Randels Council Member Members Absent Joy Salamone Mayor Others Present Leo Nicholas City Manager Jim Theriac City Attorney Jan Leeser City Clerk 1 . Video on Stormwater Management Members of the Council and the audience viewed a videotape of the City of Orlando 's Stormwater Management program. Discussion followed. 2. Discussion with Briley; Wild & Associates Regarding Propos- al for Stormwater Management Study Mr. Scott Spooner and Mr. John Schoch of the City' s Consulting Engineering firm of Briley, Wild and Associates reviewed their proposal_ on establishing_ a Stormwater Management Utility. Dis- cussion followed. This item will be placed on the next Workshop agenda for further discussion. 3 . Ordinance No. 22-90 Amending Chapter 657 by Establishing New Chapter Entitled Tree Protection and Land Clearings; Repealing Chapter 622 (Second Reading and Public Hearing on May- 15) Mr. Theriac recommended adding a new section establishing crimi- nal penalties. Discussion followed. Agenda proposed Ordinance for Second Reading for Tuesday. 4. Ordinance No. 23-90 -Establishing Chapter 663, Aquifer Protection Mr. Nicholas advised that this proposed Ordinance, along with Ordinance No. 25-90, was a continuation of establishing regulations addressed in the Comprehensive Plan. Discussion followed on Section 653.07(G) which would restrict the amount of impervious areas to a maximum of 25% of the total property area. It was pointed out that this was in conflict with the Zoning Ordinance . Mr. Theriac advised that this item needed to be referred to the Planning and Zoning Board for review and recommendation. Discussion continued. Mrs. Thurm City Council Workshop Meeting May 10, 1990 Page 1 of 3 O suggested that Mr. Arabian attend the Planning and Zoning Board meeting when this item is discussed to address his concerns with that Board. 5. Ordinance No. 24-90 Establishing Chapter 659, Sea Turtle Protection• Repealing Spill-over Lighting Standards for Beachfront -Property Mr. Nicholas advised that the proposed Ordinance was more compre- hensive than the Spill-over Lighting Standards currently on the books. Discussion followed. Mr. Arabian suggested the date July 1 , 1990 be inserted in Section 659.07(A) . Agenda this Ordinance for First Reading on Tuesday. 6. Ordinance No. 25-90 Establishing Chapter 668, Floodplain Protection. Mr. Theriac advised that this proposed Ordinance needed to be referred to the Planning and Zoning Board for review and recom- mendation. Discussion followed. It was the consensus of the Council to refer this item to the Planning and Zoning Board . 7. Resolution No. 90-26 Endorsing Larry L. Schultz for Nomina- tion as Second Vice-President of the Florida League of Cities There was no discussion on this item. Agenda for Tuesday. 8. Discussion Re: City Manager 's Request for Pre-budget Input Mr. Nicholas noted that he was requesting Council ' s input prior to formulation of the budget this year. Discussion followed. Mr . Randels suggested a Special Workshop Meeting be held to address -this item. It was the consensus of Council to hold a Special Workshop Meeting on -Tuesday, May 22nd at 7: 30 P.M. DISCUSSION ' In accordance with the previous established procedures, since it was 9: 30. P.M. Mrs. Thurm went to the Discussion portion of the agenda. Mr. Garrett Wright addressed Council regarding problems he had been experiencing with his neighbors. Discussion followed. Mr. Nicholas will speak to the Sheriff 's Department regarding the problem. There being no further discussion from the audience, Mrs . Thurm returned to the next item on the agenda. 9 . Discussion Re : Expending Recycling Funds to Establish a Model to Display Xeriscaping Mr. Randels explained the concept of xeriscaping, i .e. land- scaping utilizing native vegetation which requires very little water or maintenance. Mr. Randels suggested that the revenue received from the recycling be utilized to develop a model to display this type of landscaping. Discussion followed. Mr. Arabian suggested the Washington Avenue property be developed utilizing this method. - It was the consensus of Council to refer this item to the Beauti- fication Board. 10. Discussion Re : Preparation of a Resources Overlay Map City Council Workshop Meeting May 10, 1990 Page 2 of 3 (2) O Mr. Nicholas explained that Mr. Arabian had suggested an overlay map be developed to show the wetlands, scrubjay habitat, etc. Discussion followed. Mr. Nicholas will research the cost and report back to Council. 11. City Manager 's Report - - The Planning & Zoning Board reviewed the proposed ordinance on the fence height exemptions and have made a recommenda- tion to Council. Mr. Russell, Chairman of the Planning and Zoning Board, addressed Council on this item. ' Discussion followed. Agenda this Ordinance for First Reading for Tuesday. - The- Planning and Zoning Board had approved the Plat for the First Edition to Beach Park Village. Agenda this item for Tuesday. - A local developer wasassessed transportation impact fees when he went to get his Certificate of Occupancy, even though the interlocal agreement with the County was adopted after he had pulled his Building Permits. Mr . Theriac advised that the City would have to support the County's position because they are the ones who will have to uphold Ordinance if challenged. - The Chamber of Commerce had requested permission to place a banner across A1A for the Cocoa Beach Fest. There were no objections from Council. - Mr. Nicholas reported on the preparations being made for the visitation by representatives of the Sister City, Ithaca, Greece. DISCUSSION The Discussion period was held earlier in the meeting. Since it was 10 P.M. , which was the time Council had previously decided to terminate the meetings, Mrs. Thurm called the meeting adjourned. _ anet S.
