SPECIAL WORKSHOP MEETING
MAY 22, 1990
A Special Workshop Meeting of the Cape Canaveral City Council
was held on May 22, 1990 at the City Hall Annex, 111 Polk
Avenue, Cape Canaveral , Florida. City Clerk, Jan Leeser, tried
unsuccessfully to call the three members who were absent . Mr.
Nicholas advised that it was not necessary to have a quorum for
a Workshop Meeting. It was decided to proceed with the meeting.
Mr. Porter volunteered to chair the meeting and called it to
order at 7 : 38 P.M. -

1 . Discussion Re: City Manager 's Request for Pre-budget Input
Mr. Randels suggested that Discussion be held on the Capital
Improvements specified in the Comprehensive Plan:
Purchase of Land for Master Pump Station ( 1989) - Mr. Nicholas
advised that this would be for a new pump station on Washington
Avenue. He advised that perhaps the station could be located on
the property that the City already owns .
Sewage Treatment Plant Expansion Report ( 1990) - Discussion was
held on the impact of future development at Port Canaveral , even
if the World City development does not materialize. Mr.
Nicholas advised that if the scallop processors start utilizing
the plant again it would be a major impact . Discussion contin-
ued . Mr. Porter and Mr. Randels voiced the opinion that this
item needs to be budgeted for next fiscal year.
Discussion was held on implementing the Stormwater Utility. Mr.
Nicholas- advised that the City could borrow funds from the
reserve funds and then pay it back when the utility is imposed .
Discussion was held on how to expend the .06¢ gasoline tax reve-
nue, which amounts to approximately $200, 000 a year. Mr.
Nicholas noted that the funds must be expended or they are lost,
and the amount received the following year is decreased . Some
suggestions for expending the tax revenue were:
a. Installing more street lights
b. Installing sidewalks
c. Installing additional bicycle paths
d . Paving Holman Road' andconnecting it to North Banana River
Drive

e. Entering interlocal agreement with Brevard County and
Canaveral Port Authority for widening North Atlantic Avenue
f . Installing extra turning lanes and timing of lights on AlA
It was the consensus of the members present that improvements to
North Atlantic Avenue and AlA should receive top priority.
Mr. Randels requested a status report on the following items
which were addressed in last year 's budget:
Acquisition of lots adjacent to City Hall - Mr. Nicholas advised
that the property owners do not wish to sell the lots . He
further noted that Mr. Theriac is of the opinion the City cannot
condemn them. Discussion followed . It was requested that this
item be placed on a future Workshop Meeting agenda.
Renovation of infields at ballfields - Mr. Nicholas noted that
one infield was complete and the County had submitted an esti-
mate of $12,000 to do the other one.
Fire Impact Fee - Mr. Nicholas explained the fire impact fee was
imposed to construct the building adjacent to the City Hall
Annex tohouse the aerial fire truck. He noted that the income
from the. impact fee had been inadequate to pay even the interest
on the loan. Discussion followed . This item will be placed on
the agenda of a future Workshop Meeting.
Mr. Porter noted that his budget priorities centered around his
areas of interest:
Police Protection - Mr. Porter noted the Sheriff 's office had
voiced the opinion that they would like to have another agent,
possibly sharing one full-time with the Port . The estimated
cost to . the City would be $20, 000 . In addition, they had
requested a Corporal to be in charge when Sgt . McGee is unavail-
able . Discussion followed . Mr. Randels noted that these items
needed to be addressed with the Sheriff during their contract
renewal .
Recreation - In conversations when Mrs . Nancy Hanson, Recreation
Director, Mr. Porter said it was his opinion the priorities for
the Recreation Department were: replacement fencing around the
ballfield ; resurfacing of tennis courts; and, painting the exte-
rior of the Recreation Building.
Mr. Nicholas thanked the Council Members for their input and
noted that he wished he could have received the input of the
other Council Members . He requested the City Clerk distribute
copies of the minutes to all members . Mr. Nicholas explained
that in _ years past the City Manager had no idea what the
priorities of the Council Members were until after the budget
had been_prepared .
There being no further business, the meeting was adjourned at
8: 59 P.M.
