SPECIAL WORKSHOP MEETING
JUNE 4, 1990
A Special Workshop Meeting of the Cape Canaveral City Council
was held on June 4, 1990 - at the City Hall Annex, 111 Polk
Avenue, Cape Canaveral, Florida. The meeting was called to
order at . 7: 33 P.M. by Mayor Joy Salamone.

Mayor Salamone requested that Mayor Bob Lawton of the City of
Cocoa Beach be allowed to address the Council . There being no
objections, Mayor Lawton took the floor. He requested Council 's
support in adopting a joint Resolution with the City of Cocoa
Beach in support of locating a "MAGNET" school at Cocoa Beach
High School . Discussion followed .
It was suggested that this item will be considered as an add-on
item at the next Council Meeting.'
1 . Discussion Re: Water Concurrency Plan
Mr. Arabian suggested that the City establish a Level of Service
on water and pick a point at which no more building permits
would be issued because water is not available. It was pointed
out that the City of Cocoa also supplies water to Port Canaveral
and to the residents of the County south of the City of Cape .
Canaveral and it would be difficult to separate the City' s water
from theirs . Discussion followed. Attorney Goldman advised
that it - would not be legal- to instill a moratorium on a City
(Cocoa) that supplies other entities.
2. Discussion Re: Letter to DCA Concerning Port/City Develop- i ''r
ment Plan Cooperation
Mr. Arabian reviewed a draft of a letter he had prepared to th/e
Canaveral Port Authority. ' Discussion followed. It 'was
suggested that a joint meeting be held with the entire .':Port
Commission to discuss the concerns of the individualCouncil
members. Mayor Salamone noted she would rewrite the letker and
present it to the Council on Tuesday for approval.
3. Discussion Re : Revision to City Charter
Mr. Arabian pointed out that many sections of the City Charter
were outdated and suggested a Charter Revision Committee be
appointed . Attorney Goldman advised that a new Charter would
have to be adopted by a referendum. Discussion followed . Mrs.
Thurm, Mr. Randels and Mayor Salamone voiced the 'opinion that
they were not in favor of revising the Charter at this time.

4. Discussion Re: MPO Bicycle Pedestrian Coordinator Funding
Request
Mr. Nicholas explained that this was a request from the MPO 'to
participate in funding for a Bicycle/Pedestrian Coordinator.
Discussion followed . Mr. Nicholas will secure additional infor-
mation regarding what the ' Bicycle/Pedestrian Coordinator does
and report back to the City Council .
5. Discussion Re : East = Central Florida Regional Planning
Council Resolution regarding Affordable Housing
It was the consensus of Council not to adopt a similar Resolu-
tion because the City of Cape Canaveral has sufficient
affordable housing.
6. Discussion Re : Adoption of Hurricane Construction Manual
Mr. Arabian recommended that the Hurricane Construction Manual
be adopted . Mr. Jim Morgan, Building Official, explained that
he would be attending a conference on June 8th and requested
' that action on this item be deferred until he gets additional
information.
7 . Discussion Re : Comp Plan Revision
Mr. Arabian reviewed some suggested amendments to the Comp Plan :
- Transportation Level of Service be changed to "D"
- Amending Open Space requirements
- Review of Environmental section of Comp Plan
- Not allowing residential to be constructed in C-1 zones
(Mayor Salamone requested this be discussed at a future
regular workshop meeting since it had not been previously
proposed . )
It was suggested that a list of the proposed plan amendments be
prepared late in July and a Special Meeting be held with a vote
being taken on each item, prior to sending it to the Local Plan-
ning Agency for consideration .
DISCUSSION •
Mrs . Thu-rm suggested that a written report be generated by the
City Council Members and staff members when they attend seminars
and schools paid by the City.
There being no further discussion, the meeting was adjourned at
10: 12 P.M.
