HomeMy WebLinkAboutMinutes 08-02-1990 WorkshopCITY COUNCIL WORKSHOP MEETING AUGUST 2, 1990 A Workshop Meeting of the Cape Canaveral City Council was held on August 2, 1990 at the City Hall Annex, 111 Polk Avenue, Cape Canaveral, Florida. The meeting was called to order at 7 : 30 P.M. by Mayor Joy Salamone . Members Present Joy Salamone Mayor Ann Thurm Mayor Pro Tem Don Arabian Council Member John Porter Council Member Rocky Randels Council Member Others Present Janet Leeser Deputy City Manager Mitch Goldman Deputy City Attorney Angel Taylor Deputy City Clerk 1. Interview of Prospective Board Member Deputy City Attorney Mitch Goldman interviewed prospective Beautification Board Member Frances Singer . Agenda a Resolution on Board appointment for Tuesday' s meeting. 2. Discussion Re: Combined Meeting with Canaveral Port Author- ity Mr. Porter reported on the status of the combined meeting with the Port Commission. Discussion followed on the letter received from Malcolm McLouth and the suggested agenda. A Special Workshop Meeting Was scheduled for Tuesday, August 2, 1990, immediately following the Regular Council Meeting, to further discuss the City' s position on the Agenda items for the combined meeting. Suggested dates for the joint meeting were August 28, 29 or Sept . 5, 1990. 3. Discussion Re: Selection of City Manager Mr. Randels reported that the City Manager ' s Association had stated that they would review the applications, and conduct back- ground investigations at no cost to the City. Mrs. Leeser reported that there were twelve applications on file. It was requested that all applications be given to the Council members on August 16, 1990. A Special Workshop Meeting was scheduled for August 28, 1990 to rank the applicants . 4. City Manager ' s Report Mrs . Leeser reported on the following: -Traffic Light on North Atlantic and Canaveral Beach Boulevard had been installed but power had not been connected. - The Dune Crossover Bid had been advertised and would be opened next week. -Long Point Road; the power will be hooked to the sewer lift station this week-end and paving should begin next week. Mrs . Leeser also reported that in 1987, the Council established the Impact Fees that the residents City Council Workshop Meeting August 2, 1990 Page 1 of 2 would be paying to hook into the sewer line, which were based on the impact fees at the time of construction. - Complaint of Fred and Alicia Brittain; a legal opinion had been sought from legal counsel on this matter. She further noted the City receives 3 or 4 complaints a Month from these citizens. - Referendum questions to be placed on the ballot, if any, need to be discussed at the next Workshop Meeting. - The League of Cities Dinner and Picnic. It was suggested that City T-shirts be donated for door prizes for the picnic. - The Library Board Meeting for August had been cancelled. Mrs . Leeser distributed the proposed budget to Council . She noted Mr. Boucher ' s transmittal letter was not included in the bound budget but will be given to the Council as soon as it is prepared. DISCUSSION Mr. Porter reported that he had attended the recent D.O.T. (MPO) meeting. He further reported on the CCVFD monthly report and the recent Recreation Board Meeting. Mrs . Thurm questioned if anything further had been done on the Randall May Property and if there was a time limit imposed on Mr. May to resolve this matter. Mr . Arabian also spoke on this matter. Mrs . Leeser was requested to contact Mr. Mays . Mrs . Thurm requested that weekly reports from the various City departments be continued. At this time, Mrs . Thurm made a presentation to the City of several historical pieces which will be displayed in the meeting room of the Library. Mr. Arabian reported on a meeting he had with Brevard County on Canaveral Creek. Fire Chief, Dave Sargeant reported that the Model Shuttle would be placed back at City Hall on August 3, 1990 and suggested that some type of barrier be erected around the Shuttle to keep it from being damaged again.
