SPECIAL WORKSHOP MEETING
AUGUST 14, 1990
A Special Workshop Meeting of the City Council of the City of
Cape Canaveral, Florida was held on August 14, 1990, at the City
Hall Annex, 111 Polk Avenue, Cape Canaveral, Florida. The
meeting was called to order at 7:07 P.M. by Mayor Pro Tem, Ann
Thurm.

1 . Discussion Re: Proposed Annual Budget for FY 1990-91
Discussion was held on franchise fees . Mr . Boucher explained
that the following changes in the estimated revenue needed to be
reflected in the proposed budget :
001-353. 11 . 02 Cigarette Tax $ 25, 454
001-335. 121 State Cigarette Tax 116, 061
001-335. 122 Municipal Gas Tax 54, 117
001-335. 18 Local 1/2¢ Sales Tax 293, 180
He noted that with these changes, and the changes made at the
last Workshop Meeting, the contingency amount would be $36, 720.
Discussion continued on other revenue projections . Additional
discussion on revenue sources was held at the end of the meeting.
Mayor Salamone arrived at the meeting at this time. It was
suggested that the Council address the Capital Improvements Fund
budget, prior to continuing with the review of the individual
departmental budgets .
Capital .Improvements Fund
Mr. Boucher pointed out that the City' s reserve fund would be
used to fund the Capital Improvements Expenditures. Discussion
followed on the advisability of using the Reserve Funds for this
purpose.
Council discussed each item listed in the Schedule of Expendi-
tures . The following changes were made:
Novell Software & Work Station for Building Dept - move to
1992/93 in five-year plan
Purchase lots adjacent to City Hall - move to 1991/92 in five
year plan.
Discussion was held on the refurbishment to the 1978 Pierce Fire
Truck and it was suggested that Dave Sargeant be asked to attend
Thursday night 's workshop to answer Council ' s questions .

Discussion continued on the Stormwater Master Plan Study. Mr.
Boucher will research this matter further and report back at the
Thursday night workshop.
The Budget Review continued with the review of the following
General Fund Budgets . It was pointed out that there were no new
positions funded in the General Fund..
Legislative - Increase Promotional $200 for donation to Cocoa
Beach High School project graduation; increase Awards & Recogni-
tions $1, 000 for Volunteer Board Member Dinners.
Mr. Porter excused himself from the meeting at this time because
he was ill .
Administration - No changes.
Mrs . Leeser pointed out that the full-time position recently
authorized for her office was reduced to a part-time position in
the budget (which is what it had been for the past several
years) . She explained that having the secretary work part of the
day in the Clerk 's office did not work out because of only one
computer terminal; she did not feel the workload justified the
purchase of a networking system and additional terminal.
Planning and Zoning - No changes .
Public Safety - No changes . -
It was pointed out that the Capital Outlay for the Sheriff 's
Department Contract was reflected in the Capital Improvements
Budget.
Fire - No changes .
It was noted that fireworks were not funded this year.
Building - This budget was discussed at the last meeting.
Street - No changes.
Animal Control - This budget was discussed at the last meeting.
Parks & Recreation - This budget was discussed at the last
meeting. -
Legal - No changes .
Garbage Service - No changes .
Non-Departmental - Increase Miscellaneous $1, 000 for City
Employees Picnic.
SEWER ENTERPRISE FUND - No changes.
Mr. Boucher advised that an additional position of Maintenance
Worker I was funded in the Wastewater Treatment Plant budget.
Discussion followed on the Public Works Director position.
SPECIAL REVENUE FUNDS - No changes in the Beautification,
Library, Fire Protection Trust Fund, Police Education Fund or the
Stormdrainage Debt Service.
Mr. Boucher recommended repealing the fire impact fees for the
housing of the aerial fire truck.

Mayor Salamone called for a five-minute recess. The meeting was
reconvened at 10:05 P.M.
GENERAL FUND REVENUE - Mr. Boucher reviewed possible additional
revenue sources:
1 . Institution of Ad Valorem Tax for operating expenses in
accordance with State Statute 195. 207. Discussion followed on
whether or not the City could institute an ad valorem tax for
operating without voter approval.
2. Raise utility tax from 8. 53% to 10. 00% (maximum allowed) ;
would generate an additional $70, 000-$80, 000.
3. Institute utility tax on water; at current rate would gener-
ate $70, 000 revenue; however, City of Cocoa would charge
approximately $15, 000 ( . 63 per bill) administrative fee which
would leave a balance of approximately $55, 000.
4. Ask voters to approve ad valorem tax for police and/or fire
services. A .5 mil would generate $140, 000 to $150, 000.
5. Institute Impact Fees for Police Services, Recreation and
Fire Protection. Studies would have to be conducted prior to
this being done.
Discussion on the budget will continue at the regular Workshop
Meeting on August 16th. Mayor Salamone noted if the budget is
not finalized at that meeting, a Special Workshop Meeting may be
held on Saturday.
There being no further business, the meeting was adjourned at
10: 25 P.M.
