WORKSHOP MEETING
OCTOBER 11, 1990
A Workshop Meeting of the Cape Canaveral City Council was held
on October 11, 1990, at the City Hall Annex, 111 Polk Avenue,
Cape Canaveral, Florida. The meeting was called to order at
7 :30 P.M. by Mayor Joy Salamone.

1 . Discussion Re: Washington Avenue Beautification Project
Mr. Boucher noted that Mrs. Randels, Chairman of the Beautifi-
cation Board was present and requested she address Council.
Mrs . Randels gave a briefexplanation as to what the Board was
trying to accomplish and then introduced Mr. Terry Stoms, Land-
scape Architect.
Mr. Stoms explained the reasons for utilizing certain plants and
the type of grass used in the project. Mr. Arabian and Mrs.
Thurm stated they had some concerns with the plan to use St.
Augustine Grass . Discussion continued.

2 . Discussion Re: Proposal from Briley, Wild & Associates for
Design, Consulting and Inspection Services for 1985 Sewage
System Improvements, Phase IV -
Mr. Spooner of Briley, Wild & Associates addressed Council . He
explained that four lift stations would be replaced and modified
and what the modifications would entail. Discussion followed.

3 . Discussion Re: Proposal from Professional Plant.. Operations
to Provide Consulting Services for the Wastewater Treatment
Plant
Mr. Boucher explained to Council that because of the recent
problem the City had encountered with EPA, he had requested Mr.
Hanson of Professional Plant Operations to give him a proposal
for continuing consulting services, to help prevent this type of
thing from happening again. Mr. Hanson addressed Council and
reviewed- his Proposal. He noted the total amount of the pro-
posal was $4, 200.00 annually. City Attorney, Jim Theriac
recommended some changes to the contract language. Discussion
followed.

4. Discussion Re: Ordinance No. 25-90, Floodplain Protection
Mr. Lamar Russell, Chairman of the Planning & Zoning Board,
addressed Council on the proposed Ordinance. Mr. Dick Young and
Mr. John Schoch also spoke on the issue. Discussion followed.

5 . Discussion Re: High Speed Rail/Utility Corridor between
Orlando Airport and Port Canaveral
Mayor Salamone reported on information she had received from the
Florida Transportation Plan. Ms . Sarah Hodges addressed Council
and distributed copies of a Resolution from the MPO. Discussion
followed.
Council was requested to have input for Mr. Theriac on Tuesday
so he can draft a Resolution for consideration at a future
meeting.
6. Discussion Re: Procedure for Selecting Engineers
Mr. Porter explained he had requested this item be placed on the
agenda due to an article he had seen in a local newspaper per-
taining to a City Manager and City Council meeting outside of
the Sunshine Law to select engineers . Discussion followed.
No action required on this item. -
7. Discussion Re: Authorization to Purchase Christmas Decora-
tions
Mr. Boucher explained that the Beautification Board would like
the authorization to purchase and refurbish Christmas Decora-
tions in the amount of $3, 622 . 50. Agenda this item for Tuesday.
8. Discussion Re: Selection of City Manager
Mayor Salamone read into the record a letter from Council Member
Rocky Randels, who was not present . Each Councilman expressed
their views on each of the candidates who had been interviewed.
Discussion followed.

9. City Manager ' s Report
Mr. Boucher reported that there was substantial damage through-
out the City from the recent storm and that some construction
had been slowed because of this. He further reported that all
City operations were running smoothly.
DISCUSSION
A member of the audience, Mr. Dick Young, addressed Council on
the problems with the beaches in the City.
Mrs . Thurm spoke on the sand transfer facility and the extension
of the Jetty at Port Canaveral and requested a Resolution for
Tuesday, objecting to the extension of the Jetty.
Mr. Arabian requested an item be placed on the next Workshop
Agenda regarding Canaveral Creek .

Mayor Salamone reported on a letter from Junior Achievement
regarding the Bowl-A-Thon. She further reported on a letter
received from the Florida Department of State regarding
illiteracy in the state and requested the City participate in
this project .
Mr. Leo Nicholas reported to Council that over $2,000.00 in dona-
tions had been received for the Veterans Memorial Park . He
requested use of City trucks to have some fill dirt moved to the
site. It was the consensus of Council to allow usage of the
trucks for this purpose.
There being no further business, the meeting was adjourned at
10:10 P.M.
