HomeMy WebLinkAboutMinutes 04-27-1989 Workshop a Q CITY COUNCIL WORKSHOP MEETING APRIL 27 , 1989 A Workshop Meeting of the Cape Canaveral City Council was held on April 27 , 1989 at the City Hall Annex, 111 Polk Avenue, Cape Canaveral, Florida. Mayor Salamone called the meeting to order at 7 :32 P.M. Members Present Joy Salamone Mayor Bob Hoog Mayor Pro Tem Steve Miller Council Member Rocky Randels Council Member Others Present Jim Theriac City Attorney Jan Leeser City Clerk Absent Jeff Kidd Council Member Leo Nicholas City Manager 1 . Discussion Re: Interlocal Agreements with Brevard County for Impact Fees Ms . Maureen Sikowia of the County Attorney' s Office was in attend- ance. She explained that the impact fees for emergency services was difficult to address since both fire and ambulance services are addressed and many cities have their own fire service. Ms. Sikowia answered questions posed regarding the transportation impact fee and how the monies collected would be expended. Concern was voiced that there was no guarantee that the monies collected in the City would be used to improve roads in the City. Discussion followed. Agenda Resolution No. 89-18 and Resolution No. 89-19 for Tuesday. 2 . Discussion Re: Contract with Briley, Wild and Associates for Engineering Services Mr . Nicholas advised that Briley, Wild & Associates had requested this item be postponed until the next Workshop Meeting because Mr . _ Harry Wild, President, was out-of-town. Agenda this item for next Workshop. 3 . Discussion Re: Award of Bid No. 89-3 , Excavation, Destruction and Removal of Underground Fuel Storage Tank Mr . Nicholas recommended that the bid be awarded to Wapora, Inc. of Tampa. He explained the bid received from Advanced Petroleum had too many contingencies, which would raise the base bid amount . Dis- cussion followed. It was noted that the City could do the fill-in using city Staff . Agenda for Tuesday. 4 . Discussion Re: Award of Bid No. 89-4 Access Security System for Public Works Facility Discussion was held on the two bids received. It was the consensus of Council to reject both bids and explore other types of gates . Agenda for Tuesday. 5 . Discussion Re: Security at Wastewater Treatment Plant Mr . Nicholas advised that since the contract had been terminated with Mr. Teston, the City needed to address how to provide security. Discussion followed on either hiring a security guard or a person to work third shift. It was the consensus of Council not to contract with another person to reside on the grounds. Mr. Nicholas will explore this option and report back at the next workshop. 6 . Discussion Re: Recycling of Solid Waste Mr . Nicholas advised that the Council needed to make some decisions about how to proceed with the implementation of the recycling program. Mr . Miller suggested the City utilize the one-bin system and implement it City-wide. Discussion followed. It was the con- sensus of Council to contract with Western Waste for the recycling . Mr. Nicholas will have a proposed contract for the next Workshop Meeting . 7 . Discussion Re: Letter from Chief Dave Sargeant, Cape Canaveral Volunteer Fire Department Chief Dave Sargeant requested the City release the funds ear-marked for Advanced Life Support for purchase of new equipment, since ALS won't be implemented until next fiscal year . Agenda for Tuesday. 8 . City Manager ' s Report Mr . Nicholas explained that Cocoa Beach High School had requested a donation for Project Graduation. Discussion followed. Agenda for Tuesday. He further noted that the County had requested the vacation of an alleyway for the expansion of Cheri Down Park. He explained this request would be heard by the Planning & Zoning Board prior to being heard by the Council . DISCUSSION Mr . Theriac advised that City Gas Co. was suing the City for utility taxes that were wrongfully paid to the City. Mr . Nicholas showed a video of the Library Dedication.
