WORKSHOP MEETING
MAY 11 , 1989
A Workshop Meeting of the Cape Canaveral City Council was held on
May 11 , 1989 at the City Hall Annex, 111 Polk Avenue, Cape
e
Canaveral, Florida. Mayor Salamone called the meeting to order at
7 : 33 P.M.

1 . Discussion Re: Contract with Briley, Wild and Associates for
Engineering Services
Mr . Harry Wild, President and Mr . Scott Spooner , Project Manager , of
Briley, Wild and Associates were in attendance. Discussion ensued
on the inspection services for Phase II of the Sewage System Improve-
ments. It was suggested that the City Building Official conduct the
inspections. Mr . Spooner pointed out that the project must be certi-
fied by a Resident Certified Engineer , and stated that the City
would need to provide them with daily reports. Discussion continued.
Briley, Wild will submit a proposal for the inspection services ,
with the City conducting the inspections. Agenda this item for
Tuesday.
Discussion continued on the Site Plan Review fees charged by Briley,
Wild. Mr. Spooner pointed out that these fees were adopted by
Council in 1985 . Mr . Wild further stated that he and Mr . Spooner
would meet with any developers who had specific questions regarding
their fees.
Mr. Wild advised that in the future Mr . Spooner would address the
City Council on a routine basis while there are on-going projects in
the City.
2 . Discussion Re: Stipulated Settlement with DCA on Comprehensive
Plan Compliance .
Mr . Theriac advised that this needed to go through the Local
Planning Agency and suggested scheduling a public hearing before
that Board.
3 . Ordinance No. 5-89 Amending Zoning Regulations Section 632.01
by Providing for Compact Car Parking in the Definition of Off
Street Parking Space ( 1st Reading and Public Hearing on 5-16)
Mr . Nicholas advised that this item was the result of Rockwell ' s
Site Plan submittal, when they requested parking space be designated
for compact car parking . Discussion followed. Agenda this item for
Tuesday.

4 . Resolution No. 89-23 Requesting Florida Legislature Continue
Funding the Florida Institute of Government
Mr . Nicholas explained that this Resolution was to encourage the
legislature to continue funding for this education, which is
utilized by the Council Members and staff . Agenda for Tuesday.
5 . Discussion Re: Proposed Agreement for Recycling Solid Waste
Mr . Nicholas distributed copies of a proposed agreement which he had
just received from Western Waste . He suggested a Special Workshop
Meeting be scheduled to discuss the proposed agreement. Discussion
followed. A Special Workshop Meeting was scheduled for Thursday,
May 25th at 7 : 30 p.m.
6 . Discussion Re: Reducing Speed Limit on AlA
Mr . Nicholas distributed a copy of a proposed letter to the DOT re-
questing the speed limit be lower on AlA. Discussion followed. Mr .
Hoog requested that the City Manager also request the lights be syn-
chronized. It was decided to do two separate letters on the two
issues. No council action required on this item
7 . Discussion Re: Letter to Brevard County Regarding Parking at
Cheri Down Park
Mr . Kidd requested the City Manager direct a letter to the Board of
County Commissioners requesting that they charge for parking at the
park. Mr . Nicholas advised that if that is done, the City would
probably have a problem with people parking on the rights-of-way.
Discussion followed. Mr. Nicholas was directed to write the letter.
8 . City Manager ' s Report
Mr . Nicholas distributed a copy of a letter from Peter Wahl, Assist-
ant County Administrator, requesting support from the City in their
efforts to locate the VA Hospital at the Duda Site ( I-95/Pineda
Causeway Extension) . Discussion followed. Agenda a Resolution on
this item for Tuesday.
DISCUSSION
Mr . Theriac reported that the County had requested the City recon-
sider the transportation impact fee. There was no support on the
Council to reconsider it at this time. Mr . Hoog distributed a publi-
cation of the Home Builder ' s Association, which contained an article
on the impact fees.
Mr. Theriac further advised that there was a problem with potential
lawsuits by allowing property owners to construct structures (mail-
boxes) on the City right-of-way. Discussion followed. Mr . Theriac
explained he would submit a written legal opinion on the matter.
There being no further business , the meeting was adjourned at 9 : 35
P.M.
