WORKSHOP MEETING
JUNE 1 , 1989
A Workshop Meeting of the Cape Canaveral City Council was held on
June 1 , 1989 at the City Hall Annex, 111 Polk Avenue, Cape
Canaveral , Florida. Mayor Salamone called the meeting to order at
7 :30 P.M.

1 . Presentation of "History of Cape Canaveral" Scrapbook, Volume
II - Ann Thurm, Historian
Mrs . Thurm presented the second volume of the History of the City,
in scrapbook form, which covered the years 1968 to 1977. Mr .
Randels questioned where the book would be displayed in the new lib-
rary. Mrs. Thurm explained that she had addressed the Library Board
regarding designating a section of the library for Local History,
noting that she had several items to be placed in the Library. She
further noted that Mrs. Leeser also had some items of historical
value that she had expressed a desire to place at the library. Dis-
cussion followed. Council supported the suggestion and Mayor
Salamone requested to be placed on the Library Board' s agenda for
their next meeting . She further suggested a letter of support from
the Council be presented at that meeting .
2 . Ordinance No. 5-89 Amending Zoning Regulations Section 632.01
by Providing for Compact Car Parking in the Definition of Off
Street Parking Space (2nd Reading and Public Hearing on June 6)

3 . Resolution No. 89-26 Establishing Public Hearing Date to Con-
sider Vacating 20 ' Alleyway West of Tracts 1 , 2 , & 3 and East
of Tracts 4 & 4A, Chandler Park, Section 14 , Township 24S,
Range 37E (Cheri Down Park) - Brevard County
Mr . Nicholas explained that the Planning and Zoning Board had re-
viewed this request and recommended that it be approved. Mrs .
Leeser noted that the Public Hearing must be noticed in the news-
paper fifteen days prior to the meeting. Discussion followed.

4 . Discussion Re: Level of Service for Sheriff Department Contract
Mr . Nicholas advised that the City had received a letter from the
County regarding what level of service the City desired next fiscal
year . Discussion followed. It was the consensus of Council to re-
tain the same level of service.
5 . Discussion Re: Structures in City Rights-of-Way
Mr . Nicholas advised that he was concerned about the City' s liabil-
ity in allowing concrete-block mail boxes to be constructed on the

City right-of-way. He also noted that if mailboxes were allowed,
there could be a problem in prohibiting other structures. City
Attorney Theriac advised that he was also concerned because of the
potential liability of the City and noted that the right-of-way is
reserved for public purpose. Mr . Randels reviewed the postal re-
gulations on mailboxes, noting they called for "breakaway posts" to
be used in the right-of-way. Dr . Charles Pindziak addressed the
Council on this issue. Discussion followed. Agenda this item for
the next workshop meeting .
6 . Discussion Re: Purchase of Hurst Tool for Volunteer Fire
Department
Mr . Nicholas advised that the Volunteer Fire Department had re-
quested to upgrade their Hurst Tool (Jaws of Life) , which would cost
$3 ,854 .00. He noted that it would be a sole source purchase.

7 . Discussion Re: Purchase of Replacement Mower for Street
Department
Mr . Nicholas advised that the five-year old tractor mower needed a
new clutch which would cost $1 ,500 and recommended a new mower be
purchased at an approximate cost of $5,500 .00 from the State Bid
List. Discussion followed. Agenda for Tuesday.
8 . Discussion Re: Purchase of Mower for Beautification
Mr . Nicholas requested a larger mower be purchased to maintain the
beautification projects, at an approximate cost of $2 ,500 .00 . Dis-
cussion followed. Agenda for Tuesday.
9 . Discussion Re: Canceling Regular Council Meeting of July 4th
and Rescheduling on July 6th
Since July 4th is a Holiday, discussion was held on rescheduling the
meeting. It was suggested that the meeting be combined with the
workshop meeting scheduled for June 29th. Agenda for Tuesday.
10 . City Manager ' s Report
Mr . Nicholas reported on the following items:
He distributed copies of Briley, Wild' s Report on the study on
the drainage canal and requested it be placed on the next work-
shop agenda;
A new proposal on the radio-controlled access gate for the
Public Works Facility which will be discussed at the next work-
shop meeting ;
The Brevard League of Cities seminar scheduled for June 17th;
Requesting the Sheriff Department issue tickets for parking on
the right-of-way around Cheri Down Park;
DOT will have the results of the study on the speed limit on
A1A and traffic signal at A1A and Central Boulevard in 60 days;
Recreation Center will remain open until 9 :00 P.M. on weekends
during summer months;
Erosion Control District Meeting at Port Canaveral;

Brevard County' s proposed Stormwater Management Utility Tax;
Request to sponsor youth who is training for olympics in the
amount of $3,000 .00.
There being no further business, the meeting was adjourned at 9 :05
P.M.
